We t,anderstand that the current Garfield Cmmty Land Use Regulation has a catego.ry for
.. Service Commercial'·, hclwever. we contend thal we are proposing a different usc that is
not y~t described in your Lond Use Regulo.tjons . Typically. we us~ 1 space per every 300
square tccr of building space when we w-e designing ({lr Professional Offices. This has
been my experience working as a architect since 1997 in 10 diffen:nt counties and cities in
Colorado. The uses we are proposing will be more similar to .Profession Offices thun they
wilt be to Service Commercial uses such us strip malls wtd neighborhood or community
based retail uses. The first floor of Building One could have retail tenants, however the
second flour ufBuilding One will have office users. ln Building Two the firsl t1our will
have warehouse tenants Wld the upper tloor will have otlicc users.
We would propose that a more equitahlt-wuy to calculat~ parking woul~ be 1('1 u1;e one
space for 200 sq. ft. for the fir..t floor of Building One (rclail), one space per 500 sq. ft. tor

Dear Phil,
I have your response to my memo concerning elevations and parking at the above project.
Regarding item 2, Off Street Parking: Please provide 200 square feet per car by dimensioning the spaces as
mentioned in your memo of clarification. Please note that 22 feet by 9 feet, as mentioned in your response,
only equals 198 square feet. Please try to squeeze it up to 200 for plan approval purposes.
Regarding item 3, Minimum Off Street Parking: Sub item (3). Please proceed with adding 4 spaces in spite
of your strong disagreement that this is a fair and equitable solution.
Regarding item 4, Building Height Calculations: Thank you for the elevation cuts showing historical grade
line. The building elevations are in compliance with our regulations.
If you would kindly send me a revised parking plan showing the corrections discussed in items 2 and 3 I will
be able to approve this project as being in compliance with our zoning regulations . A faxable rough sketch
will do .
We understand that our current zoning regulations are antiquated and, frankly, they really suck. We are
working at a complete revision which may bring us into the modem era of land use regulation . Until that is
completed I own the task of enforcing them and I sincerely appreciate your cooperation and that of Dave
Hicks .

To provide for a more understandable plan in order to determine compliance with the building, plumbing and
mechanical codes, applicants are requested to review the following checklist prior to and during design .
Plans to be Included for a Building Permit must be on draft paper at least ·ta"x 24"" and drawn to scale .
Plans must include a floor plan, a concrete fooling and foundation plan, elevations all sides with declt s, balcony
steps, hand ralls and guard rails, windows and doors, including the finish grade line. A section showing In detail,
from the bottom of the footing to the lop of the roof, Including re-bar, anchor bolls, pressure treated pi ales, noor
joists, wall studs and spacing, Insulation, sheeting, house-rap, (which is required), siding or any approved
building material.
A window schedule. A door schedule .
A floor framing plan, a r oofing framing plan. roof must be designed to withstand a •10 pound per squat e fool. up to
7,000 feet in elevation, an 80 M.P.H. wlndshear, wind exposure B, wlndload of 15 pounds per square foot and a 36
Inch frost depth.
All sheets to be identified by number anti indexed. All of the above requirements must be met or your plans w ill
be returned.

SUPPLEMENTARY REGULATIONS
In addition to regulations contained elsewhere in this Resolution, the use efland and
buildings shall be governed by the following regulations:
SUPPLEMENTARY USE REGULATIONS
Utilitv Facilities: Nothing in these regulations shall be construed to prohibit
construction or installation of a public utility use or structure necessary for
transmission of commodities or services of a utility company from a main or
distribution line to a private consumer. Mains or distribution lines shall be special
uses in any zone district. Storage, maintenance and business offices shall be
restricted to their appropriate zone district and regulated in accordance with such
non-utility uses. (A. 81-145)
Minimum Off-Street Parking: Parking spaces shall be provided for each use in the
following. amounts:
(1) Residential (except group quarters) -one (1) space per six hundred (600)
square feet of floor area or one (1) space per dwelling unit, whichever is greater;
each separately rentable room or group of rooms shall be considered a dwelling
unit;
(2) Residential-group quarters-one (1) space per bed;
(3) Retail and service cOmmercial-one (1) space per two hundred (200) square
feet of floor area (except storage area);

(4) Auditorium and public assembly -one (1) space per one hundred (100)
square feet of floor area used for seating or assembly;
•'
(5) Public and health facilities (except auditorium and public assembly)-one (1)
space per two hundred (200) square feet of floor area (except storage area);
( 6) Ski facilities -one ( 1) space per four ( 4) persons of hourly base lift capacity;
(7) Where a lot is occupied by a combination of the above listed uses, the
mmimum off-street parking requirement shall equal the sum of the requirement for
all included uses on the lot.
~: In all residential districts, a sign identifying residential use of a lot may be
located on the lot; such signs shall be limited to one ( 1) per principal use and shall
not exceed one (1) square foot in area for each dwelling urut up to a maximum of
eight (8) square feet. A sign identifying an accessory commercial use in a residential
district shall not exceed twelve (12) square feet in area, and shall be limited to one
(1) sign per accessory use. In any commercial or industrial district, signs identifying
the use of the premises may be located on the lot. Nothing in this Resolution shall
be construed to prevent Supplementary location of a temporary sign in any district
advertising sale or lease:: of the premises, provided that such sign does not exceed
twelve (12) square feet m area.
Buildings: A conventional, modular or prefabricated building may be located in
any zone district where buildings are permitted. A mobile home building shall be
located only in those zone districts where specifically permitted under Zone District
Regulations .
Frontage: Each lot in separate ownership, unless otherwise provided for under a

Off-Street Parking: An area maintained on the lot in an accessible and unobstructed
condition for parking of automobiles by the residents, visitors, employees and customers of
uses occupying the lot and shall be a minimum of two hundred (200) square feet.
Otherwise Developable Land: In this context, land remaining in two (2) acre sized legal lot
configurations after a yield determination based on a Yield Plan, and in addition all land
which would be allowed for internal roads. Specifically excluded are all lands with slopes
in excess of 40%, defined hazard areas deemed undevelopable, flood plain, and riparian
areas not included in otherwise allowable two (2) acre lot configurations. (2003-17)
Park. Commercial: A structure or a group of structures whose use shall be limited by
special use pennit to specified uses involving sales or services and otherwise permitted by
nght, conditional use or special use within th.e zone district in which the structure of group
of structures is to be located (A 80-180)
Park: Land retained m an open condition for recreational use; it may be improved with
playground apparatus, tenril.s courts, golf courses (with or without a clubhouse), picnic
areas, riding or hiking trails and similar facilities; all facilities shall be built and maintained
either by a unit of government, by a nonprofit corporation or by private interests as part of a
larger subdivision or development of land for use by the inhabitants thereof; ownership of
the land may be deeded or reserved to a property owners' association or may be dedicated to
the public.
Permit: An instrument in writing issued by the Building Official permitting a specific use of
lands which are subject to regulation under this Resolution, and setting forth any conditions
to which such use is subject.
Planning Director: The Planning Director designated by the County Commissioners to
assist the County Planning Commission and the County Commissioners with the
administration of the state and county land use regulations.
Processing: See Section2.02.31(2). (A. 80·180)
Public Gathering: An activi~ (including a meeting, assemblage, or gathering of persons)
open to members of the public, for which attendance is anticipated to exceed five hundred
(500) persons, and which may reasonably be anticipated to interfere with the use and
enjoyment of the property of landowners adjacent to the site of the proposed activity, or
which may constitute a general nuisance, unless properly regulated, including the place,
time and manner in which such activity takes places may be permitted. (A. 79-132)

Resort: Dude ranch or guest ranch; hunting or fishing camp, cross-country or trail skiing
lodge (any of which shall not exceed twelve (12) dwelling units or forty-eight ( 48) beds or
visitor capacity), land used for the purpose of recreation, which provides lodging,
recreational activities, dining facilities, commissary and other needs operated on the site for
guests or members. (A. 81-145; 81-263)
Resource Land District Definitions:
( 1) Plateau: the rolling lands of the higher elevation in resource land districts and generally
found above the escarpment.
(2) Escarpment: the fixed bedrock forming vertical or near vertical parts of the canyon
walls. ·
(3) Talus slopes: loose deposits of rock debris accumulated at the base of talus slopes in the
lower valley floor.

Public stairways:
1) The rise of steps shall not be less than 4 inches or greater than 7
inches. The minimum run is 11 inches . The maximum variation is 3/8
inch in a flight of stairs. --Sec . 1003.3.3.3
2) The minimum width of a stairway is 36 inches, 44 inches if the
occupant load is greater than 49. --Sec. 1003.3.3.2

3) Provide a handrail on both sides of stairway 34 to 38 inches above the
nosing. May be on one side of stairways less than 44 inches wide .

1:12. All other ramps may have a slope of 1:8 or less.

BUILDING ACCESSIBILITY:
1) This building including each tenant shall be provided with at least
one entrance which complies with the accessible route provisions of
CABO/ANSI A117.1. At least 50 percent of all entrances shall be
accessible. --Sec. 1103.2.3
2) When more that one exit is required from any accessible space, each
accessible portion of the space shall be served by not less than two
accessible means of egress. --Sec. 1104.1.1
3) When an exit stairway is part of an accessible means of egress, the
stairway shall have a clear width of not less than 48 inches between
the handrails. The stairway shall either incorporate an area of refuge
within an enlarged story-level landing or shall be accessed from
an area of refuge. --Sec. 1104.1.2
The area of refuge shall have direct access to the stairway that serves
it. --Sec. 1104.2.1
4) Each area of refuge shall be sized to accommodate one wheelchair space

1) Spout is to be within 36 inches of the floor. --Sec. 4.15.2.1
2) Spout arranged for parallel approach shall be located 3 inches
maximum from the front edge. Spouts of cantilevered units with
knee and toe clearances shall be located 15 inches minimum from
the vertical support and 5 inches maximum from the front edge.
--Sec. 4.15.2.2
3) Spouts shall provide a flow of water 4 inches height minimum.

4) Operable parts shall be located at or near the front edge of the
unit and shall comply with 4.25.4 --Sec. 4.15.3

1) A 60 inch diameter unobstructed turning space is required in

partition. The distance from the side wall or partition to the
centerline of the water closet shall be 18 in. Sec. 4.17.1
3) When the accessible water closet is not in a stall:

water closet on the side not adjacent to the wall.

1) Provide an access to all attic areas with a clear height of 30 inches
or more. The minimum size is 22 inches by 30 inches. There must be 30

to be not less than 1 square foot for each 150 square feet of attic

Re: Comments on Glenwood Commercial~ Applicant Prince Creek Const.
1. All building to have automatic fire protection systems installed in them. The
systems to be designed and installed to NFP A 13 standards~ 3 sets of plans to be
submitted to and approved by Glenwood Springs Fire Department.
2. Hydrant locations; I did not see any hydrants located on the submitted plans.
Two fire hydrants will be needed to provide fire flow to these buildings. Contact
Glenwood Springs Fire Department~ Fire Protection Analyst to discuss locations
for them.
3. All buildings to have a UL listed central station monitored,
anologable/addressable fire alarm system installed in them. System is to be
designed to NFPA 72 standards, 3 sets of plans to be submitted to and approved
by Glenwood Springs Fire Department.
4. Emergency vehicle tum around added at north end of parking strip
between the buildings. It looks like this is possible depending on setback
requirements. Contact Glenwood Springs Fire Department to discuss this item.
5. Knox key box to be installed above each Fire Department Connection, on each
building, 5 to 6 feet above finished grade. Pick up Knox Box application from
Glenwood Springs Fire Department

This is a note to let you know that yesterday 3/29/071 did a finial inspection on and approved the fire protection
systems that are installed in DG Drywall space A-200 (office) and B-100 (shop).
I also inspected and approved the fire protection systems installed in the Mauldin Brother space in building B.
The fire protection systems in the remaining cores/shells of both buildings at this site are also approved. The
tenant finish work in the Dahl Plumbing spaces in Building Bare a few weeks away from a finial inspection date.

Thanks for answering my questions regarding the code requirements for the building
envelope for Building One and Two at Glenwood Commercial . I understand the following
requirements are in place :
1. The insulation requirements for new construction as amended by
Garfield county for the 1997 UBC included minimum insulation level of
R-19 for exterior walls and R-29 for roofs .
2. The current insulation requirements for new construction as
amended for the 2003 IBC include R-19 for exterior walls and R-30 for roofs.
3. The Core and Shell of these buildings include an average R-14
concrete block exterior walls with Core Fill 500 insulation in non-grouted cells.
4. R-19 exterior walls are adequate for the Core and Shell level with
additional insulation to be installed during tenant finish of the interior space.

Our office is the design engineer of record for the noted project. Our office issued
construction documents for both buildings on 05/28/04. The lower level masonry walls
and bond beams were designed utilizing allowable stresses based on "Special Inspection,
of the masonry construction . Our office performed a series of masonry inspections during
the construction of the two buildings to verify the quality of masonry construction was
such as to allow the use of the "Special Inspection" values. A series of masonry test
prisms were constructed on site during construction to verify in place grout, mortar, and
assembled masonry unit strengths .
The masonry subcontractor was Permanent Builders, Inc. Steve Strauss of
Permanent Builders served as masonry foreman of the two buildings. Inspections
performed by our office were coordinated with Mr. Strauss so that we were able to
observe masonry construction at random as well as prior to grouting of the walls . Given
the sizes of the buildings (Building No . 1 measures, in plan, 30'-0" x 188'-0", and
Building No. 2 measures 30' -0" x 200' -0") and the modular layout (The buildings are
based on a recurring 30' -0" by 40' -0" bay), the masonry work proceeded in a staged
manner from bay to bay . Permanent Builders was responsive to all requests by Brian
Kurtz, P . E. of our office relative to the construction process corrections in, and
adjustments to the placement of masonry reinforcement.
It is our professional opinion that the masonry construction for the lower levels of
Building No. 1 and Building No .2 were performed in a professional manner, and that the
masonry construction is of a quality such that the utilization of''Special Inspection" values
is entirely appropriate.

LOWER LEVEL MASONRY INSPECTIONS
Note. From the west , Bldg No 1 is comprised of one 34' -0" wide bay, then three 40' -0"
wide bays, and finally at the east end, one 34 '-0" wide bay. Bays are counted from the
west. A majority of the lower level wall construction occurs along the south wall of the
building, with partial height masoruy walls at the east and west ends of the building. Wall
and bond beam notes refer to the south wall unless noted otherwise. The primary bond
beam referred to in the inspection notes is the bond beam above the masonry openings
(See detail NS6).
04/07/05: Masonry wall construction had commenced in the three westmost bays . I
requested that grout cubes be constructed from the materials being used in Bay No . 3.
04/11105: Masonry wall construction had commenced in the two eastmost bays .
Fiberglass isolation joints had been applied to the steel columns embedded in the walls in
the three westmost bays. Bond beams were in place, but not grouted in Bays No I & 2.
Horizontal reinforcement in the Bay No I & 2 bond beam was placed as (2)-# 4, not (2)
- # 5 as specified. I recommended that (1)-# 5, horizontal be added to augment the
existing reinforcement . The # 3 ties were in place in the Bay No . 1 bond beam as
specified . Placement of the ties was just beginning in Bay No 2. Reinforcement had not
been placed in the Bay No 2 & 3 bond beams . Vertical wall reinforcement was in place in
Bay No I & 2 as specified . Formwork for the bond beam in Bay No .3 was under
construction. Horizontal corner bars were in place at the northwest comer of the building
as specified . Splices in horizontal reinforcement occurred only at the cont rol joints as
specified .
04/12/05 (7 am): Bond beam reinforcement and vertical and hori zontal reinforcement in
Bay No . 1 & 2 was complete, and was in place as specified, with the addition of the
(I)-# 5 horizontal bar in the bond beams. Grouting of the lower level wall at Bay No . l
& 2 was scheduled for 11 am . Lower level wall construction and bond beam construction
for the three eastmost bays was nearing completion . Horizontal bond beam reinforcement
for the three eastmost bays was in place as specified, and was continuous between control
joints . The # 3 ties were in place in the bond beams of the three westmost bays as
specified . The# 4 vertical wall reinforcement was in place at 24" on center as specified.
04/13/05: The south, upper level wall, was under construction, to include the placement
of the bond beams. At the main level floor, in Bay No. 1, the clearance between the south
end of the center beam and the masonry wall was not adequate. I recommended that the
masonry units at this location be removed and replaced .

04/14/05: The west 'return' wall was fully laid up, but no t grouted . Vertical
reinforcement and bond beam reinforcement was as specified , but embed plates for steel
bar joist bearing had not been placed . In Bay No . 6 bond beam construction was
complete , and ready for grouting, with all reinforcement in place as specified . In Bay
No . 1, 2 & 3 the wall had been grouted to the top of the bond beam. The three courses
above the bond beam course had been laid up , but not grouted . Dowels from the masoruy
wall to the main level slab were in place as specified .

south wall of the building, with partial height masonry walls at the east and west ends of
the building (i .e. masonry extends from the top of the concrete foundation wall to the
upper level floor). Wall and bond beam notes refer to the south wall unless noted
othervvise . The primary bond beam referred to in the inspection notes is the bond beam
above the masonry openings along the south wall (See detail A/S6).
05/13/05: Masonry wall construction had commenced in all five bays. Vertical
reinforcement was in place at the masonry pilasters. Vertical reinforcement for the
balance of the walls is to 'stabbed' immediately after the grout is placed. Clean-outs were
installed at the base of the wall at all reinforced cells. The masonry crew was preparing to
grout the south wall of all five bays up to the bottom of the primary bond beam .
05/17/05: The first pour (up to the bottom of the primary bond beam) of the south wall
had been grouted . Vertical wall reinforcement was in place as specified . The vertical
reinforcement extended out of the top of the first pour up to the main level floor as
specified . The pilaster elements at this wall were reinforced as previously observed, but
not grouted . The 'return' wall at the east end of the building had been constructed up to
the main level floor Bond beam reinforcement for the bond beam at the main level floor
was in place as specified, and vertical wall reinforcement was in place as specified The
vertical reinforcement at this condition extended 24" above the main level floor. Steel
embed plates to support the floor joists had not been set.
05/25/05: Structural steel beams for the main level floor were being placed at the time of
this inspection . The steel beams had been set in Bay No . 1, 2, 3 & 5. Placement of
structural steel was ongoing in Bay No. 4 at the time of my inspection.
05/31/05: Masons were laying block for the upper walls of Building No . 1. One mason
was laying block at the west 'return' wall of Building No 2.
06/02/05 (9 am): Masons were preparing for the grout pour of the lower level walls at
Building No . 2. The pour was scheduled for I 0:30 am . The pilasters at the south wall
and the south wall itself was to be poured 8 '-0" high up to the 'primary' bond beam .
Venical reinforcement for the south wall was to be 'stabbed' after the grout was placed .

06/06/05: Construct ion of the upper port ion of the south wall and the primary bond beam
along the south wall was in progress in all bays . A majority of the mp.sons were working
on the upper level walls of Bldg No 2 due to a shortage of the 'split face ' blocks
necessary to construct the bond beam courses. The primary bond beam plus three
addit ional courses of block up to the main level was complete in Bay No. 1. All
reinforcement was as specified . In Bays No . 2 & 3 the primary bond beam had been
constructed one course high and the (2)-# 5 horizontal reinforcement was in place as
specified .

embeds from grid lines 1 to 5 2nd floor level building 1. Also visually
inspected the high strength bolting at the same area as the welds above.
The welding & high strength bolting inspected above appeared to be in
general conformance with the drawings and appeared to be of acceptable
quality per the requirements of the A WS D 1.1 Structural Welding Code
and the AISC Specification for Structural Joints Using ASTM A325 or
A490 Bolts except as noted below.
I) A few welds needed repaired and the welds at the bottoms completed . suppon Ie
2) There were no embed plates to weld the joists to at three areas above
the center beam pockets.

The welding inspected above appeared to be in general confonnance
with the drawings & additional structural details, and appeared to be of
acceptable quality per the requirements of the A WS Structural Welding
Codes.
Note there was some remaining welding to complete, high strength
bolts to tighten, and anchors to install. These items will need to be
inspected when completed before a final inspection report can be issued.
