Research by Jim informed us that metal building on site was accessory for residence that was never built. Metal building never received Certificate of Occupancy and now Assessor records indicate that there are improvements to interior (bathroom, bedroom, etc). Made site visit late Friday afternoon with Jim Wilson and found people occupying metal bldg. One of the men came out to greet us and shook my hand. His hands were covered in green sticky substance and he admitted that they were working on a "grow operation" for their employer. "Green hands" called Darren Hofert (employer) and handed phone to me to discuss bldg code and grading permit issues. I explained what was required and that property owner is ultimately responsible. Mr. Horfert seemed more concerned letting me know that the grow op was legitimate and registered with state and county. I told him I would call back if we needed to meet. Eventually staff decided I should contact Collins. June 28, 2011 First Notice of Violation (NOV) was sent to 504 Williams Way, Aspen, Co. and returned undeliverable. August 10, 2011 White pages provided better address information and new NOV sent out to 504 Williams Way, Apt A504 Aspen, Co. August 19, 2011 Received phone call from Richard Collins inquiring what needed to be done to get permits for grading and new construction. I informed him that he needed to sign permits because he is owner and ultimately the one responsible but his tenets could do all the foot work and submit the applications. Mr. Collins suggested it may be best if he came to dept in person to find out firsthand what needed to be done. Also discussed getting greenhouse and grading permitted. We should be seeing application for permits soon. September 25, 2012 Mr. Jarman sends a letter addressing the local verification hearing on August 6, 2012 and the outstanding issues with the buildings and uses. February 07, 2013 Made a site visit to see if there was still activity on parcel. Driveway had plenty of tire tracks indicating continued use and the sound of blowers (ventilators?) coming from inside the building. February 11, 2013 Mr. Jarman confirmed that Mr. Collins has not contacted anyone in this department and nothing has been done. A new NOV is drafted and sent out Certified mail. Mr. Hofert (grower) is copied. February 12, 2013 Darren Hofert and Richard Collins both contacted me regarding NOV. Made arrangement to meet Collins at 4501 CR 233 on 2/13/13 at 2:00 to inspect building. Feb 13, 2013 Met Mr. Collins on site with Dave Bartholomew and Andy Schwaller. Gave Richard a list of items to prepare for bldg permit application. He said he would have something to submit in a couple of weeks. March 4, 2013 Left voice mail with Collins asking for update on project status. March 5, 2013 Collins called and said he is going to be working with his consultants this week and try to submit something the following week. May need to meet and ask more question before that. March 11, 2013 Meeting with Richard Collins, Dave B. and myself to go over submittal materials. Gave another copy of the bldg app and explained again what would be needed for submittal. April 5, 2013 Receive inspection report on the engineered ISDS from Carla Ostberg at All Service Septic. Everything appears to be functioning properly and meets our requirements. On April 29 and again on June 4, 2013, Collins was called to let him know the building permit was ready to pick up.
