All representations of the applicant within the application shall be considered conditions of approval unless otherwise modified by the Director Determination. 2. No alterations of the floodplain may be made other than the specific improvements noted in the application and shown on plans provided by Daniel J. Cokely, P.E., of Schmueser, Gordon and Meyer (SGM) dated May 27, 2011 attached hereto as Exhibit B. 3. All new construction or substantial improvements shall be designed (or modified) and adequately anchored to prevent flotation, collapse or lateral movement of the structure resulting from hydrodynamic and hydrostatic Toads, including the effects of buoyancy. 4. All new construction or substantial improvements shall be constructed with materials resistant to flood damage, 5. All new construction or substantial improvements shall be constructed by methods and practices that minimize flood damage. 6. Regulated wetlands shall be restored to preconstruction conditions. 7. Construction and reclamation shall adhere to all conditions of Garfield County grading permit, GRAD -6-10-1611. 8. Applicant shall obtain and provide a copy of a Utility Permit from Garfield County Road and Bridge to the Building and Planning Department prior to construction. 9. Construction shall adhere to any recommendations/requirements from the County's consulting engineer Michael Erion at Resource Engineering in letter dated June 16, 2011 Exhibit A-1. 10. Applicant shall provide a security in the amount of $14, 625 for revegetation of disturbed site and forward all noxious weed field surveys to the County Vegetation Management Department upon completion of survey. 11. Applicant will adhere to the Weed Management Plan submitted with the grading permit in particular removal of all Tamarisk and Russian Knapweed in the construction area. (RESOURCE) reviewed the revised submittal for Antero Resources Corporation Floodplain Development Permit Applications for Divide Creek on the Simonson and Dixon Water Foundation properties. The revised submittal proposed to modify the temporary Divide Creek water bypass structure from an open channel to a pipeline. The proposed modification is shown on sheet 2 of 8 titled, "Divide Creek Temporary Diversion Plan" prepared by Schmueser Gordon Meyer dated May 27, 2011. The proposed plan is to install two 16 inch steel pipelines in the creek bed and to flume over the gas line trench. A steel plate headwall would be constructed at the inlet to the twin 16 inch pipes. The headwall would span the width of the Divide Creek channel bed to collect all flow in the creek. ANALYSIS The Lower Divide Creek floodplain is mapped by FEMA on FIRM Panel No. 080205 1111 C dated August 2, 2006. There is no floodway delineation for Divide Creek. The floodplain is Area A with no base flood elevations. The proposed temporary by-pass pipeline will be located in the creek channel, which is the floodway for Divide Creek. Section 7-701 of the GARCO Unified Land Use resolution prohibits any fill or construction within the floodway. However, the proposed pipeline will be temporary and constructed after snowrnelt runoff at low flow during irrigation season (irrigation ditches divert all flow on Divide Creek and lower Divide Creek has very little flow). The potential for large flows would come from an intense rainfall event. In the event of a 100 year rainfall runoff flow, the temporary by-pass pipeline would not result in damage to the Simonson House or any other structure downstream. The Simonson house is upstream and significantly higher in elevation than the by-pass pipeline headwall. The headwall would cause additional water to flow in the overbank area on the Simonson and Dixon Water Foundation properties. These overbank flows would return to the original floodplain at the County Road. TRENCH BOTTOM 3/4" SCREENED ROCK The wet trench detail is constructed by placing Alkali 140N, then 4' of uncompocted 3: " screened rock, place the pipelines and provide 3: " screened rock to the spring line of the pipe(s). Then the Mirafi wraps over the top of the screened rock and pipelines. Barkfill with Class 6 to the 12" above pipelines os shown in TYPICAL PIPELINE SECTION.
