The road has been in existence since 1997 and the county found that it was adequate to serve the 4 homes that use it at that time. We understand that the rules have changed since then. We also understand that the rules will be changing back in June. Our research has included review of permit regulations and observations of exposed sections of the system on April 11, 2012. The investigations also included a water flow test to confirm absorption abilities of the infiltration trenches. Based on our review, it appears the ISDS design criteria exceeds minimum infrastructure design standards and the system will operate in a safe and effective manner. We note that the infiltration trenches are within a 20 -foot setback distance to the barn and ADiU. Also, we recommend that a Tee be installed in the outlet of the septic tank prior to final permit acceptance by Garfield County. A background of the project components and a summary of our review of the project are contained in this letter. BACKGROUND DATA The Accessory Dwelling Unit (ADU) is located over a barn structure. The ADU consists of 1 -bedroom, 1 bathroom, and a kitchen area. The kitchen area does not include a dishwasher or garbage disposal. The ADU reportedly has been occupied a majority of the time. No additional wastewater plumbing exists in the barn. ISDS infrastructure was installed to service the ADU and is separate from the ISDS serving the main residence. The ISDS consist of a 1,000 -gallon septic 'tank, 4" PVC pipe outfall pipeline, a three way divider box, and approximately 100 -feet of infiltration units. The infiltration units are Infiltrator "Quick4" chambers and consist of three separate runs of varying length. No receipts showing material purchases could be produced. An improvements survey was completed by Bookcliff Survey Services. The survey shows the structures on the property, the septic tank locations, and the locations of the leach fields. We understand that the leach field locations identified on the drawings were rough estimates. The system was subsequently exposed to locate and examine portions of the ISDS. The following summarizes our observations. ISDS DESIGN Avg Daily Flow — Unit Rate = 1.5 people per bedroom; use 2.0 people per bedroom Average Daily Flow = 75 galfperson/day x 2 persons = 150 gallons /day P.O. The existing 1,000 gallon tank exceeds the 225 gallon design limit and the minimum Garfield County standard of 750 gallons (2 bedrooms), therefore the existing tank exceeds design requirement. okJ. Filed inspection noted the need for a Tee in tank outfall to prevent floatahle debris from entering the Infiltrators. ABSORPTION AREA No percolation tests were available nor were they performed. NRCS soils survey data shows same Potts Loam soil mapping for each leach field location. We assumed the same percolation rate as that of the permitted system at the main residence. • Garfield County Permit #4006 by David Meade used 6 minutes/inch = Pere Rate • Absorption Area = Design Flow/5 x (Pere Rate)^lf2 — 102 sq ft. • Minimum Area — Garfield County 50% reduction for infiltrators = 51 sq fz. • Actual Area (reported) — 100 ft Quick4 connect (34" wide) = 283 sq. ft. therefore approximately 5.5 times larger (283151) than minimum area required, ok i. • Minimum distance between infiltrators 6' — Measured approximately 7.5 feet, okvt • Test Pit and High Groundwater Conditions — Pit excavated +7' deep at the end of the Infiltrator row. Sandy silt -clay material with no evidence of existing or past groundwater conditions. Irrigation ditch was "on" representing time of year when groundwater would be high. Well sounding data and adjacent dry gulch show no evidence of high groundwater, oki A water test was performed on the leaching area to confirm the absorption ability of the Infiltrators. Over a 12 hour period 670 gallons was measured into the infiltration trenches. This flow rate represented over four times the average daily loading rate for the ADU. The soils properly absorbed the inflow and no ponding was observed. SETBACKS As measured during field inspection and from the survey drawings. 1. Septic tank to structure — Minimum 5 -feet — Actual 6.67 feet, ok'/. 2. Sewage disposal system to dwelling — Minimum 20 -feet — Infiltrators measured to be 9.5 feet. This does not meet permit requirements of 20 - feet. The 9.5 -feet setback does not appear to present any health or safety issues to the adjacent structure. 3. Leach field to well — Minimum 100 -feet — Actual 164 -feet, okol. Verified neighbors well considerably greater than 100 -feet. 2 P.O. Minimum distance from Leach filed to dry gulch - 25 feet — Actual +62' PLUMEENG REQUIREMENTS Numerous criteria exist for the types of pipe, slopes, and coverage. The exposed ISI)S used 4" PVC pipe, as required and met typical slopes and required cover depths. A clean out Tec was observed on the exterior of the building, between the building and the septic tank. SUMMARY The ISDS infrastructure components (Septic Tank and Leach Field) were constructed at levels that exceed minimum design requirements. Historical reports of the system operation indicate a properly functioning system. Our inspection combined with a loading test indicated a proper functioning system. The existing setbacks meet all requirements with the exception of the 20' setback to the structure. We recommend that a Tee be installed in the outlet of the septic tank. The purpose of our review was to conform to Garfield County Regulatory Requirements (7-10413) as part of the ADIJ permitting process. We understand that the ADU is an existing apartment unit that has been occupied for several years. Reportedly, the well serving your home and the ADU has provided a reliable supply. Our review of the infrastructure has shown the water supply has adequate quality, quantity, and dependability for the proposed use. In support of our work we are attaching the following documents; • Well permit 75856-F and supporting water contract documents • Well construction log and pump installation report • Water quality laboratory results Legal Supply The well is currently permitted as a fee well with the Colorado Division of Water Resources under Permit No. 75856-F. The fee well is augmented through a contract with the West Divide Water Conservancy District, copy attached. The well was originally constructed under Permit No. 210037. A new well permit was obtained to include the uses associated with the ADU. The permit limits include a maximum pumping rate of 15 gallons per minute (gpm), ordinary household uses in a single family dwelling and an ADU, the irrigation of up to 5,000-sf, and the watering of 7 -head of domestic animals. Well Construction The well was completed on July 1, 1998 to a depth of 260 -feet by Shelton Drilling Company. At the time of construction, the static water level was measured to be 46 -feet below the top of the casing. The well was constructed into the Wasatch Formation, see attached Well Construction and Test Report. The original well pump was installed on October 19, 2000 by Samuelson Pump Company. The static water level was measured to be approximately 34 -feet below the top of the casing. The pump intake depth was 250- P.U. Box 1301 • Rifle. The pump has been subsequently replaced. The well supplies a 1,200 gallon buried water storage tank equipped with a float switch to turn the well on and off. The tank is covered by an exiting shed that allows access to the storage tank and pumping equipment. A submersible booster pump located in the tank is connected to a pressure tank and then splits to supply pipelines serving the residence and ADU. Well Yield Test A well yield pump test was conducted by Colorado River Engineering from January 30 to February 1, 2012. This period represents the time of year when groundwater levels are typically at their lowest point. The well was pump tested for 24 -hours with monitoring of drawdown, recovery, and the collection of water quality samples. The well produced over 1,900 gallons of water during a 45 -hour period that resulted in a daily yield of 1,025 gallons per day. This estimate is conservatively low based on use that was occurring within the home and that was not metered during the testing. The well produced substantially more water than is required for the typical residential use of 350 gallons per day per residence or 700-gpd for two residences (I residence and ADU)- The water level in the well dropped to the intake during the test and the pump cycled off and on. Long term use of the well indicates that the aquifer is recharging. No impacts to surrounding ground water resources are expected beyond historic conditions due to prior existence of the ADU. Water Quality Use of the well at a single family home and ADU does not prompt any water quality testing and monitoring by the Colorado Department of Public Health and Environment as part of the Colorado Primary Drinking Water Regulations. However, tests were conducted to meet items identified in the County Code Section 7-10413.2.c which includes inorganic contaminants (heavy metals), asbestos, nitrate/nitrite, sulfate, bacteria, and radiological. Secondary standards for items such as taste and odor were not tested. The water quality laboratory results (attached) showed that all parameters are within established limits. The water quality tests were taken from a yard hydrant supplied by the storage tank. Although the initial bacteriological sample was positive for coliform bacteria, a subsequent sample collected at the entry point to tank was negative.
