NORTH TO SOUTH ACROSS NEW UNA BRIDGE NEW EMBANKMENT FROM WES T END TOP OF EMBANKMENT LOOKING WES T TOP OF EIVJBANKMENT LOOKING EAST EMBANKMENT OVER COUNTY ROAD 300 RIP RAP DISCARDED FROM UNA BRIDGE PROJECT EXHIBIT A-1 MINING PLAN The existing embankment to the south of County Road 300, south end of Una Bridge now slopes from grades of 1.5:1 to more than 1:1. The construction company that built the new Una Bridge has not reclaimed the embankment and adjacent land to acceptable standards. See Photo,,:S±'ap-hs-. This Mining Plan is intended to remove overhanging boulders from the embankment, reduce the slope of the embankment along County Road JOO, and reclaim the land to agricultural use. The direction and cont- rol of the mining operation will be done in a manner so as not to interfere with normal traffic on the County Rbad; - The road listed as County Road 339 is not owned or maintained by the County nor is there an easement held by the County. Material to be mined will be rip rap and large rock. There will be no crushing or mixing plant at this mining operation. The overburdern varies in depth from 0 to 8 feet and will be dozed south to designated areas as indicated in EXHIBIT The overburden shall include all vegetation growing on the land to be mined. This overburden will be used in reclaim- ing the land. Excavating operations will start at the point indicated on EXHIBIT A~4 and continue west to east mining material to a depth of as much as 40 feet. Fines and waste material will be moved into the existing depression north of the initial excavation point. The mined material will initially be stored at Stockpile #1 at the west of the mining project. Material in this stockpile will not exceed 5,000 yards at any one time. Stockpile #2 will be used when mining operations proceed closer to that location. This mining operation will be done with equipment of a type and size to efficiently and effectively remove the material. All equipment used will meet local state and federal pollut- ion regulations. Any waste materials from operations will be disposed of as required by appropriate regulations. No excavation operations will be allowed within 100 feet of the Colorado River or closer than 100 feet of any adjacent property owner. According to the Soil Conservation Service Report, EXHIBIT D~~. the mining area is out of the flood plain. All mining operations will be done above the water table. Existing drainage ditches will be kept clear to ensure continuous normal drainage. EXHIBIT A-2 RECLAMATION PLAN UNA RANCH PIT At completion of the mining operations, there will be approx- imately J.O acres of land that has been mined. For the Rec- lamation Costs estimates, a figure of J.4 acres is used. All of the disturbed land will be covered by 6 to 12 inches of topsoil. The stockpiles of overburden will be used for the topsoil replacement. The slopes will be contoured and reduced to a maximum of 1.5:1. Any oversized rock will be removed before the topsoil is re- rlaced. All fines and waste material from the mining operat- ion will be graded into the of the excavated area and those area designated to be filled as shown on EXHIBIT A'.~4. During temporary delays in mining operations, all fines and waste material will be moved to designated fill areas. Mined material will be stored in one of the designated stockpiles. Post mining land is to be returned to itsprevious use of pasture for domestic stock. All disturbed areas will as follows. The seeding rowing. Seeding will be Type Crested Wheat Intermediate Wheat Wild Rye Mulch, straw be seeded, mulched and fertilized will be done by broadcasting and har- done in the fall or spring. Removal of the overburden and stockpiling of the topsoil is considered part of the mining operation, and therefore, it will not be figured into reclamation costs. 2. It requires 1,613 cubic yards of topsoil to replace 12 inches of topsoil over one acre. It is estimated that approx- imately 2.5 acres of land will have an average of 2.0 feet of overburden removed before mining the land, thus resulting in an accumulated stockpile of about 8,066 cubic yards of topsoil, or enough to replace 5.0 acres of topsoil at 12 inches deep. Consequently, there will be no cost for the purchase of top- soil. 3. The proposed cost to smooth, replace topsoil and prepare soil for planting, not including cost of fertilizer, per acre is: 10 hours D8-K or TD-25 per acre @ $100 per hour 3.4 acres X $1,000 $3,400 4. 5. Said parcel is more partic- ularly described as follows: Beginning at a point from which a stone found in place and set for the West One-Quarter Corner Section 34 bears N 13°24 1 40" W 572.12 feet distant; thence N 38°35'37'' E 200.00 feet; thence N 62°08'36'' E 145.65 feet; thence N 80°21'46" E 365.90 feet to a point on the southerly right of way of Garfield County Road No. 300; thence following said southerly right of way the following courses and distances: 1. Said parcel contains 3.749 acres, more or less. EXHIBIT "B" UTILITY COMPANIES, SEWAGE AND WATER There will be no utility companies directly affected by this project. There is no sewage or water systems within 100 feet of this mining operation. Road access to the mining operation and transportation of the mined material will be directly from the pit to Road JJ9 and on to County Road JOO. EXHIBIT "D" WILDLIFE, WATER RESOURCES, VEGETATION AND SOILS INFORMATION The proposed site for the Una Ranch Pit has been in a state of continu~ng disturbance for the past 18 months due to con- struction of the New Una Bridge. Consequently, this area is virtually deserted of wildlife. Prior to that period, the only wildlife peculiar to the locale, vegetation and soil was an occasional cottontail rabbit. It is not in the vicinity of a game trail, and because of the steep terrain, it is not used by deer to travel to and from the Colorado River. The proposed site is out of the flood plain, and all mining will be conducted above the water table. Information pertaining to Vegetation and Soils is included in EXHIBITS D-1, D-2, D-3 and D-4. These hilly to very steep soils are on alluvial fans and sides of valleys. Elevation ranges from 5,000 to 6,500 feet. The Potts soil formed in alluvium derived from sandstone, shale, or basalt. The Ildefonso soil formed in very strongly calcareous, basaltic alluvium and small amounts of eolian material. The average annual precipitation is about 14 inches, the average annual air temperature is about 46 degrees F, and the average frost-free period is about 120 days. The Potts soil makes up about 60 percent of the map unit, and the Ildefonso soil makes up about 30 percent. The Potts soil is in slightly concave positions, and the Ildefonso soil is in the steeper, breaklike areas. The Potts soil is deep and well drained. Typically, the surface layer is brown loam about 4 inches thick. The subsoil is reddish brown clay loam about 24 inches thick . . The substratum ·is pinkish white loam to a depth of 60 inches. . . Permeability of the Potts soil is moderate, and availa- ble water capacity is high. Effective rooting depth is 60 -inches or more. Surface runoff is medium, and the ero- sion hazard ·is severe. The Ildefonso .soil is deep and well drained. Typically, the sl'rface layer is brown stony loam abo Jt R irches thick. The underlying material is white, very strongly cal- careous very stony loam to a depth of 60 inches. Permeability of the Ildefonso soil is moderately rapid, and available water capacity is low. Effective rooting depth is about 60 inches. Surface runoff is medium to rapid, and the erosion hazard is severe. In cluded with this soil in mapping are small areas of Morval and Lazear soils .. The Morva I soils are at the higher elevations. The Lazear soils are shallow and are on ridge crests and steep mountainsides. These areas m ake up 10 to 18 percent of the map unit. These soils are used mainly for limited grazing and wildlife hab itat. The native vegetation on the Potts soil is mainly wheatgrass, needleandthread, and sagebrush. The native vegetation on the Ildefonso soil is mainly pinyon and Utah juniper and an understory of Indian ricegrass, wheatgrass, junegrass, serviceberry, bitterbrush, and sa- gebrush. When the understory vegetation deteriorates, grasses almost disappear and forbs and shrubs increase. Proper- ly managing grazing on the Potts soil maintains and improv es the rang e condition. Properly managing the vegetation on the Ildefonso soil maintains wood produc- tion and ground cover. The value for grazing is low because of steep slopes and the tree canopy. Firewood posts, and Ch ri stmas trees can be harvested from t h( more gently sloping areas. The Ildefonso soil is su ited to production of pi nyon anc Utah jun iper. It can produce 9 cords of wood per acre when trees more than 4.5 feet tall reach an average diameter (c>t one foot) of 5 inches. The low available v.at1..Jr capacity affects survival of tree seedlings. Steer slopes and the severe erosion affect harvesting. Mule deer, wild turkey, chukar, gray squirrel, cottontai rabbit, and some pheasant find habitat on these soils Commun ity development is limited by very stee~ slopes. This oroaalyoefined unit consists of exposed sandstone and shale bed rock and stony so il s that are sha llow to moderately deep over sandstone and shale and stony basaltic alluvium. Preas of this CC". mp lex occur th roughc ut the survey area. The soils and outcrops are modera·,ely steep to very steep. Slope ranges from 15 to 70 percent. Torriorthents make up about 60 percent of this com- plex, and Rock outcrop makes up 25 percent. The Tor- riorthents are on foothills and mountai nsides be low the Rock outcrop. Torriorthe nts are generally clayey to loamy and con- tain variable amounts of gravel, cobbles, and stones. The surface is normally covered with stones weathered from the higher-lying Rock outcrop. South of the Colora- do River, stones and cobbles of basalt are on the sur- face. The Rock outcrop is mainly Mesa Verde sandstone and Wasatch shale. Some areas are covered with basal- tic boulders and stones. Small areas of limestone out- crops and exposed gypsum are in the eastern part of the survey area. Included in mapping are small isolated areas of Ilde- fonso, Lazear, Ansari, Gaynor, Tridell, and Nihill soils . These intermittent areas make up 10 to 15 percent of this map unit. · This com plex is used for limited grazing , wi ld life habi- tat, and recreation . Because of the st,,ne~ on th e surface, the Rock out- crop, and the stt::ep slope, this complex is un suitP.o to crops. The nat ive vegetation includ es wheatgrass, bluegrass, Indian ricegrass, needlegrass, bitterbrush, sagebrush, mountainmahogany and an overstory of pinyon and juni- per. The vegetation should be managed to maintain wood producti on and limited grazing. Selectively thinning the pinyon and jun iper improves grazing and provides fire- wood and posts. Steep slopes, moderate to severe ero- sion hazard, and slow regrowth of trees affect harvesting _and management. Most of this complex is a prime winte ring area for deer. Rabbits, coyote, and a few elk al so find food and cover on this complex. Community development is limited by the Rock out- crop, steep slopes, and stoni ness. These limitations can be overcome by appropriate design and construction. This complex is in capability subcl ass VIie, nonirrigat - ed. 68-Vale silt loam, 3 to 6 percent slopes. This deep, well drained, gently sloping soil is on mesas, terraces, and alluvial fans. Elevation ranges from 5,000 to 7,200 feet. This soil formed in calcareous eolian material.
