I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is not classified by the Comprehensive Plan Management
District Map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is located in a rural portion of the
country, with land uses in the vicinity including ranching,
several single family dwellings, open space, an existing gravel
pit, and a proposed industrial park, P.U.D.
B. Project Description: The applicant proposes to develop the 3.7
acre site for the extraction of rip-rap and large rock, with no
crushing or mixing plant involved with the operation.
Approximately 3 acres of land will be mined to depths as much as
40 ft.
III.MAJOR ISSUES AND CONCERNS
1. The mine site is immediately adjacent to County Rd. 300 and both
north and south of county Rd. 339. Traffic on both roadways
should remain unobstructed at all times, with appropriate signage
and maintenance as per county Road and Bridge Department
recommendations.
2. Due to the potential for damage to county Rds. 300 and 339 from
mining and hauling operations, a road reclamation bond should be
required. The county Road and Bridge Department recommends an
$8000 bond for the approximately one mile of county roads
involved.
-1-
3. The applicant is required to obtain State approval through the
Colorado Mined Land Reclamation Board for this operation, to
include posting a mine reclamation bond. Any county approval
should be conditional on the applicant submitting proof of MLRB
approval and compliance.
IV. SUGGESTED FINDINGS
1. That proper public notice was provided as required by law for the
hearing before the Board of County Commissioners.
2 . That the hearing before the Board of county commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. That for the above stated and other reasons, the proposed special
use is or is not consistent with the best interests of the
health, safety, morals, convenience, order, prosperity and
welfare of the citizens of Garfield county.
