The following items are required by Garfield County for a final Inspection:
1) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to all IBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan and
it's discovered that required information has not been provided by the applicant, this will result in the
delay of the permit issuance and in proceeding with building construction. The owner or contractor shall
be required to provide this information before the plan review can proceed. Other plans that are in line
for review may be given attention before the new information may be reviewed after it has been
provided to the Building Department.
TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE
SUBMITTEDFOR ALL APPLICATIONS.
Please review t~is document to determine if you have enough information to design your project
and provide adequate information to facilitate a plan review. Also, please consider using a design
professional for assistance in your design and a construction professional for construction of your
project. Any project with more than ten (10) occupants requires the plans to be sealed by a
Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building, plumbing
and mechan ical codes, applicants are requested to review the following checklist prior to and during
design . Applicants are required to indicate appropriately and to submit the completed checklist at
time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn
to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks,
balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and
original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed,
wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.
All plans submitted must be in compliance with the 2009 IRC, and 2009 IECC.
1. Is a site plan included that identifies the location of the proposed structure or addition and distances to
the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Properties with slopes of
30% or greater must be shown on the site plan. (NOTE Section; 106.2) Any site plan for the
placement of any portion of a structure within 50 ft. of a property line and not within a previously
surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor
and have the surveyor's signature and professional stamp on the drawing. Any structure to be
built within a building envelope of a lot shown on a recorded subdivision plat shall include a
copy of the building envelope as it is shown on the final plat with the proposed structure located
within the ~e.

proceed without the issuance of a permit. If it is determined by the Building Official that additional
information is necessary to review the application and plans to determine minimum compliance with the
adopted codes, the application may be placed behind more recent applications for building permits in the

Brian Kurtz, P. E. of Kurtz & Associates, Inc. perfonned a structural inspection ofthe noted building .
At the time of the inspection the foundation and concrete floor slab-on-grade were in place . At that time
the steel structure, the roof and wall framing, and the steel roofing and siding were substantially erected and
in place. Mr. Kurtz also reviewed the construction documents from the building supplier (Chief Buildings,
dated 03/30/2007).
The building measures, in plan, approximately 60-0" east-to-west by 40' -0" north-to-south. The
primary framing system consists of structural steel frames spaced at 20'-0" on center. The two (2) interior
frames clear span 40'-0", and the east and west •end watr frames include an intennediate support column.
the building height at the eave lines is approximately 17' -0".
The primary structural steel frames were erected and fully bolted. Roof framing was complete. The 8"
deep steel roof purlins were erected and bolted in accordance with the construction documents, and the roof
sheathing was installed and screwed to the purlins in accordance with the construction documents. The
exterior wall framing (8" steel girts) and steel siding was also fully erected, bolted and screwed. The layout
of the exterior doors, as erected, varied from the construction documents. The wall construction has been
erected in a structurally acceptable manner. This is true in all bays, including the bays where the exterior
doors have been relocated relative to the construction documents.
The wind load resisting system for the buildings consists of the four (4) rigid frames to resist north-to-
south lateral loads and one set of X-braces in the both the north and south walls to resist east-to-west
lateral loads. The X-braces consist ofS/16" diameter seven wire steel cables in the middle, 20'-0" wide
bay of both the north and south walls. The X-braces are manufactured to bolt to the top and bottom of the
rigid frames. The X-braces, therefore, measure approximately 17' -0" high by 20' -0" wide. The X-braces,
as shown on the construction documents were shown in the center bay of three (3)-20'-0" wide bays.
The construction documents from ChiefBuildings show two (2)-14'-0" x 14'-0" overhead garage
doors on each end of the building (on the east and west ends), and two (2)-3 '-4" x 7' -2" man doors on the
north and south sides. Mr. Wagner elected to erect the building with a different door arrangement. The

east and south walls have been erected with the door openings as shown on the construction documents.
On the west wall one garage door has been installed in accordance with the construction documents, but the
north half of that wall has been framed as a solid wall. The north wall has been framed with a garage door
in the west bay, and a man door in both the east bay and the center bay.
The man door in the center bay creates a physical conflict between the door and one leg of the
intended X-brace. Consequently, one leg of this X-brace had not been fully installed. I recommended that
this leg be relocated to the east bay of the north wall so that rather than an X-brace, the wall would contain
a V-brace. From a load resisting perspective, the V-brace is equally effective as the intended X-brace, and
is structurally acceptable. Note that the X-brace cables are manufactured with attached eyebols to bolt to
the primary steel frames, and all of the frame columns are pre-drilled to accept the eyebolts, so that
relocating one leg of the brace is a straightforward process that does not require any modification ofthe
existing structural members.

Report: Visually inspected the high strength bolting at the main frame column &
rafter connections. Also randomly tested a minimum of two bolts per connection at
the main frame column & rafter connections for "snug tightness" as allowed per
the building manufactures plans.
The high strength bolting inspected as outlined above appeared to be in
conformance with the plans for bolt size & grade, and the A325 high strength bolts
appeared to be tightened to a minimum of"snug tight" as per the building
manufactures plans.
To the best of my knowledge this completes the special inspection of the high
strength bolting as outlined above.

This building has been designed for a collateral load of 1.5 psf.
The total applied loads due to ceiling panels, ducts, sprinkler
distribution lines, electrical equipment, conduit, fireproofing,
other piping and mechanical loads, etc., cannot exceed this
collateral load. In no case shall the total uniform collateral load
on an individual roof member exceed the product of 1.5 psf
times the spacing of the supporting member. Nor shall any
individual point load or summation of point loads on any one
roof member exceed the product of 1.5 psf times the member
spacing times half the member length. In addition, no individual
point load on a purlin can exceed 65 lbs. All loads suspended
from purlins shall have the load introduced through the web and
not the flange of the purlln. Hangers cannot be supported from
the edge of flanges or through holes in the flanges of the purllns.
Design of hangers and their attachments are not by Chief
Buildings. Chief Buildings is NOT responsibl~ for lateral or
longitudinal bracing of suspended members subjected to
horizontal service, se ismic, or wind loading.
