Y S~tlna" 011c: Mana hnmc Fcc: -- 3 4S:z_i:J -i ~ & Tnacd Date: l-t'5l The following items are required by Garfield County for a final Inspection: 1) A final Electrical Inspection from the Colorado State Electrical Inspector. 2) Permanent address assigned by Garfield County Building Department and posted at the structure and where readily visible from access road. 3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all necessary plumbing. 4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running water, non-absorbent floors, walls finished, and privacy door. 5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks over 30" high must be constructed to all me and IR.C requirements including guardrails. 6) Outside grading completed so that water slopes away from the building; 7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of extenuating circumstances., i.e. weather. Under such circumstances A Certificate of Occupancy may be issued conditionally. 8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway installation, where applicable; as well as any final sign off by the Fire District, and/or State Agencies where applicable. A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL ALL THE ABOVE ITEMS HAVE BEEN COMPLETED. A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED. OWNER CANNOT OCCUPY OR USE DWELLING UNTIL A C.O. IS ISSUED. OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a pennit it is important that complete infonnation be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the perm it issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan rev iew can proceed . Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE SUBMITTEDFOR ALL APPLICATIONS. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan , elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M .P .H . wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be in compliance with the 2009 IRC, and 2009 IECC. 1. Is a site plan included that identifies the location of the proposed structure or addition and d istances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. The purpose of the site observation was to observe the overall structural condition of the residence In response to concems brought forth by the Garfield County Building Department. It Is our understanding that the previous owner of the property stated to the Building Department that the residence was uninhabitable. Observations: The residence observed is a 2 story, log and dimension lumber framed structure founded upon conventional spread footings . Interior finishes consist of drywall and painted wood paneling. For the purpose of this report the front of the residence faces towards the west. A picture of the southwest comer of the residence is Included as Figure 1. The area around the house generally slopes down to the west. At the east side of the house the driveway drains towards the foundation ar)d tnto the basement access. A full height basement Is located under the main portion of the residence . The board formed concrete foundation appears to be ur.relnforced concrete. Portions of the visible concrete exhibited segregation . Large, rounded aggregate was also observed in the concrete. The south foundation wall appe~rs to have rotated into the basement 3 to 4 Inches. A picture of the vertical crack and south foundation wallis included as Figure 2. A porch has been recently added to the west side of the residence. The porch consists of concrete slab over concrete masonry stemwalls. The porch foundation was not visible at the time of our site observation . Discussion/Recommendations; Based upon our site observations, and the lack of damage observed to interior finishes, we believe that, although this structure was not originally constructed to current building standards, the original floors, walls and roof are performing satisfactorily compared to other buildings of similar age and construction. Continued maintenance will likely be required but we did not observe any immediate life-safety Issues In these components. When the existing shingles are replaced, all of the existing layers should be removed to reduce the load on the roof system. In our opinion the building is safe to occupy at this time but the following items should be addressed. The drainage on the east side of the house needs to be directed away from the foundation. This can most easily be acccmplished with a drainage swale in the driveway. Care should be taken to avoid any utilities that may exist under the driveway such as the pipe from the septic tank to the leach field or the existing water service. We can assist you with preparing a drainage plan at your request. The south foundation wall is rotating inward and needs to be repaired. Constant pressure is exerted on the outside of the wall from lateral earth loads as well as hydrostatic loading during Irrigation and rainfall events. Although the wall does not present an immediate life-safety Issue, we expect that it will continue to rotate inward until It compromises the structural integrity of the residence. Several methods for repairing the damage Include: 1. Bracing the wall from the interior of the basement. This could consist of braces that cross the Interior of the basement, anchors that are installed through the wall and into the soil behind the backfill zone or concrete buttresses cast against the inside of the wan. 2. Shoring up the residence and removing the existing unreinforced concrete wall and replacing It with a reinforced concrete wall. 3 . Excavating the existing backfill and placing a new reinforced concrete foundation against the outside face of the existing wall . In our opinion the third option will likely be the most economical and practical solution. The first option relies upon the existing wall being sound enough to transfer the pressure to the bracing. Beeause the wall is compromised, a cons iderable amount of bracing would be required. The second option will return the structure to its original condition but will likely be the most expensive. We suggest discussing the third option with a reputable contractor to determine an estimated cost. Care should be taken when connecting the new wall to the exi sting wall to prevent moisture from infiltrating the joint. We can help you design the repair at your request. The front porch beam Is undersized and the rafters are not adequately attached. An additional 2x6 should be added to each side of the existing beam. The new 2x6's should only be spliced over the columns and an appropriate column cap should be Installed. We also have in the file a completed septic application, design and approval ofthe installed system. From today's inspection, the final punch list from the building department is as follows: • Please provide the building department with a receipt from an HVAC contractor that there has been a safety check on the operations and venting for the furnace and hot water heater in the basement. • Due to the use of propane appliances in the basement, please have possibly the same HVAC professional install a propane sniffer and gas line shutoff alarm system for the basement area. • Please provide venting for combustion air in the basement. The front porch beam Is undersized and the rafters are not adequately attached. An additional 2x6 should be added to each side of the existing beam. The new 2x6's should only be spliced over the columns and an appropriate column cap should be Installed.
