The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
9. If you will be connecting to a public water and/or sewer system, proof of the tap fees have been
paid and the connections inspected by the service provider prior to issuance of a C.O.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. When reviewing
a plan and it's discovered that required information has not been provided by the applicant, this
will result in the delay of the permit issuance and in proceeding with building construction. The
owner or contractor shall be required to provide this information before the plan review can
proceed. Other plans that are in line for review may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the
building, plumbing and mechanical codes, applicants are requested to review the following
checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
and original grade line. A section showing in detail, from the bottom of the footing to the top of
the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and
spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building
material. Engineered foundations may be required. Check with the Building Department.
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must
be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H.
windspeed, wind exposure B or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be
met or your plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, !PC, IMC and IFGC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
I. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of30%
or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan
for the placement of any portion of a structure within 50 ft. of a property line and not
within a previously surveyed building envelope on a subdivision final plat shall be
prepared by a licensed surveyor and have the surveyors signature and professional stamp
on the drawing. Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the fi'n I plat with the proposed structure located within the envelope.

This Specification is for the supply and installation of chain link fencing, manual and
motor-operated gates, and all accessories and controls.

1.5 Submittals
1.5 .I Product Data:

2.1 General
Submit manufacturers technical data and installation instructions for fencing,
gates, and hardware, including electrical and control requirements for motor and
security control system.
2.1.1 Height-To extend 8 feet above grade, with barbed wire on top.
2.1.2 Galvanizing -All materials shall be galvanized in accordance with the
appropriate ASTM specification.
2.1.3 Size of gates shall be as indicated on the drawings.
2.2 Steel Fabric
2.2.1 No.9 gage interwoven steel wires, 2" diamond mesh with both top and bottom
selvages twisted tight.
2.2.2 Steel Fabric Finish
Galvanized in accordance with ASTM A392, Class n, with not less than 2.0
ounces zinc per square foot of surface.
2.3 Steel Framework
2.3.1 General: Posts, rails and braces shall be galvanized steel pipe conforming to
ASTM F1083 (Schedule 40) with coating conforming to ASTM 1043. Space
posts ten feet on center, or less.

Manufacturer's longest lengths with expansion sleeve type couplings,
approximately 6" long for each joint. Use I 'h" diameter schedule 40 steel pipe.
2.3 .6 Extension Arms
Material -pressed steel, SAE I 025, for intermediate posts, Malleable iron per
ASTM "Standard Specifications for malleable iron Castings", A47, for all other
posts. Galvanizing per ASTM-A\23. Arms shall be configured for three lines of
barbed wire and provided with opening to receive top rail. Arm to extend at 45°
angle outside of fence line.
2.3. 7 Barbed Wire
Material -Three lines of two strands of No. 12 Y," gage steel wire with 4-point
barbs of No. 14 steel wire gauge at 5" spacing, per ASTM "Standard
Specifications for Zinc.Coated (Galvanized) Steel Barbed Wire", A\21, coating
TypeZ.
2.3.8 Tension Wire
7 gage coated coil spring wire metal conforming to ASTM A824. Locate at
bottom offabric.
2.3.9 Fabric Ties, Bands or Clips
Provide galvanized or aluminum alloy ties, bands or clips that meet the
requirements of ASTM F-626. They shall be of adequate strength and in
sufficient number for attaching fabric to all posts and top rails, and attaching the
fabric and stretcher bars to posts. All ties, bands or clips shall be placed at a
minimum of 15" spacing on posts and 24" spacing on top rail.

2.3.1 0 Post Brace Assembly
Manufacturer's standard adjustable brace at end and gate posts and at both sides
of corner and pull posts, with horizontal brace located at mid-height of fabric.
Use same material as top rail for brace, and truss to line posts with 0.375"
diameter galvanized rod and adjustable tightener.
2.3.11 Teosion Stretcher Bar
One piece lengths equal to full height of fabric with minimum cross-section of
3/16" x 3/4". Provide one stretcher bar for each gate and end post, and 2 for
each corner and pull post
2.3 .12 Accessories
2.4 Gates
Feoce accessories shall conform to ASTM F626. Post caps, rail ends and barbed
wire support arms shall he zinc..:oated, steel, malleable iron, ductile iron or cast
iron. Rail sleeves, wire ties and clips, clip bolts, nuts, brace bands, tension
bands, reinforcing wire, and tension bars shall be zinc..:oated, steel except that
wire ties, clip bolts, and nuts may be of aluminum alloy.
2.4.1 Swing gates and accessories shall conform to ASTM F900 and be of the
materials specified for the fence.
Each gate leaf shall be equiPPed with hinges structurally capable of supporting
the leaf and allow gate to easily opeo and close without binding. Hinges shall
allow the gate to swing a full 180 degrees without twisting or binding. Forked
latch may be provided for the single gate less than I 0 feet wide. Unless
otherwise noted on the drawings, latch for double gate shall be the plunger bar
type of full gate height and arranged to engage the center stop. The latch shall
have provisions for padlocking. The locking device shall be constructed so that
the center drop rod or plunger bar cannot be raised when locked. Keepera shall
be provided for each gate leaf over 5-feet wide.
2.4.2 Sliding gates and accessories shall conform to ASTM Fll84 and be of the
materials specified for the fence. Provide a single section, full width motor-
operated cantilever gate.
Provide safety guideposts and roller guards for cantilever slide gates using
external rollers.
2.4.3 Fabricate perimeter frames of gates from metal and fmish to match fence
fraroework. Assemble gate frames by welding or with special fittings and rivets
for rigid connections, providing security against removal or breakage of
connections. Provide horizontal and vertical members to ensure proper gate
operation and attachment of fabric, hardware and accessories. Space frame

members a maximum of 8 feet apart, unless otherwise indicated. Perimeter
frame shall be a minimum of 2" diameter steel pipe.
2.4.4 Provide same fabric as for fence, Wlless indicated otherwise. Install fabric with
stretcher bars at vertical edges and at top and bottom edges. Attach stretcher
bars to gate frame at not more than 15" O.C.
2.4.5 Install diagonal cross-bracing consisting of 3/8" diameter adjustable length truss
rods on gates to ensure frame rigidity without sag or twist.
2.4.6 Provide barbed wire guard, similar to fence, at gate top.
2.4. 7 With sliding gate, provide the following security and detection:
2.4.7.1 Keypad operated control station.
2.4.8 Motor-<>perated gates shall be provided with motor, motor starter and controls.
2.4.8.1 If three-phase motor is provided, it shall be rated 460 volts AC, 60
Hertz.
2.4.8.2 Motor starter shall include circuit breaker for short circuit protection;
open and close contactors for controlling motor, control power
transformer, and motor overload relays.
2.4.8.3 Reversing motor starters shall be electrically and mechanically
interlocked to prevent simultaneously energizing both contactors.
2.4.8.4 The starter thermal overload relays shall be of the ambient
temperature compensated, manually reset, bi-metallic or solid-state
type.
2.4.8.5 The minimum interrupting rating shall be 42,000 amperes for 480-
volt AC starters.
2.4.8.6 Limit switches or other devices used to control gate travel shall be
provided with spare switches for remote indication of gate position.
2.4.9 Motor-<>perated gate controls and provisions for terminating Owner's
interconnecting wiring shall be located in a NEMA 3R or NEMA 4 outdoor
enclosure.

Terminal blocks with screw-type terminals for insulated ring tongue
or spade lugs shall be provided for terminating Owner's
interconnecting wiring within the motor-<>perated gate control
enclosure.
120-volt terminals shall be sized for #10 AWG conductors. 480-volt
terminals shall be sized to receive #10 to #4 AWG conductors.

2.5 Concrete for Footings
Provide concrete consisting of Portland Cement ASTM C\50, aggregates ASTM C33,
and clean water. Mix materials to obtain concrete with a minimum 28-Gay compressive
strength of 2500 psi using at least 4 sacks of cement per cubic yard; I" maximum size
aggregate maximum 3" slump and 2 percent to 4 percent entrained air.
3.0 EXECUTION
3.1 Fence Installation
3.1.1 Installation and erection shall be completed after final grading is completed,
unless otherwise directed by Contractor.
3.1.2 Install fence and gates in confonnance with ASTM F567 and CLFMI product
manual.
3.1.3 Contractor will provide site clearing and grading with adequate clearance on
both sides of the fence line. Contractor shall locate fence lines, gates, and
terminal ports per the drawings. Contractor shall locate and avoid any
underground utilities.
3.1.4 Excavation
Drill or hand excavate (using post hole digger) holes for posts with a hole
diameter four times the largest post cross-section and a minimum depth of 36
inches in firm, undislulbed or compacted soil.
Swing gatepost holes shall be a minimum of 12 inches diameter and 36-inch
depth.
Cantilever slide gate post holes shall be a minimum of 12 inches diameter and 42
inch depth.
3. 1.5 Setting Posts
Center and align posts in holes at least 3" above bottom of excavation. Place
2500 psi concrete around posts, and vibmte or tamp for consolidation. Set each
post plumb, verifY for vertical and top alignment, and hold in place during
concrete placement and finishing. Extend concrete 2" above grade and trowel to
a crown to shed water.
3.1.6 Top Rails
Support top mil at each post, forming a continuous blllce from end-to-end of
each stretch of fence. Provide expansion couplings as recommended by fencing
manufacturer. Securely fasten top mil to terminal post.

3.1.8 Tension Wire
btstall tension wires taut and free of sag within 6 inches of the bottom of the
fabric. Fasten fabric to tension wire using 24" spacing.
3.1.9 Fabric
Leave approximately 2" between fmish grade and bottom selvage, unless
otherwise indicated. Pull fabric taut and tie to posts., rails, and tension wires.
btstall fabric on security side of fence, and anchor to framework so that fabric
remains in tension after pulling force is released.
3.1.10 Stretcher Bars
Thread through or clamp to fabric 4" on center and secure to posts with metal
bands.
3.1.11 Barbed wire
btstall and pull barbed wire taut and free of sag. Firmly install in extension arm
slots and secure by band to terminal ports.
3.1.12 Gates
btstall gates plumb, level, and secure for full opening without interference.
btstall ground-set items in concrete for anchorage. Adjust hardware for smooth
operation and lubricate where necessary.
3.1.13 Tie Wires
Use U-shaped wire, conforming to diameter of pipe to which attached, clasping
pipe and fabric firmly with ends twisted at least 2 full turns. Bend ends of wire
to minimize hazard to persons or clothing.
Tie fabric to line posts, with wire tires spaced 12" O.C. Tie fabric to rails and
braces, with wire ties spaced 24" O.C. Tie fabric to tension wires, with hog
rings spaced 24" O.C.
3.1.14 btstall nuts for tension bands and hardware bolts on side offence opposite fabric
side. Peen ends of bolts or score thread to prevent removal of nuts.
3 .1.15 Security and detection
btstall keypad control station outside the gate in a position that will allow a
driver to open the gate without leaving vehicle.
