The requirement for firepleces state the fireplace must meet the most stringent requirement for wood stoves. As long as the independent testing lab verifies the above, and the units are installed and operated as per manufacture's recommendations, these fireplaces would be allowed in this subdivision. I have researched far and wide a wood burning masonry fireplace unit which would comply with this requirement. I have located Rumford masonry fireplace kit provided by Moberg Fireplaces, model MR42-2W, which we would like to use in my client's home. As you can see from the attached testing documents, the assembled fireplace unit has an emissions rate of 6.6 grams/hr., less than the EPA Phase II emissions rate requirement of 7.5 grams/hour or less. Because the unit is a masonry kit and installed weighs more than 800kg weight when assembled, it is ineligible to receive the EPA Phase II tag or certification. At the time of our discussion, you indicated you would review the testing documents and determine if the proposed wood burning fireplace unit, if installed according the manufacturers requirements (including closed fire-glass door) would be equivalent or less than the emissions permitted of EPA Phase II appliances. The residence at Lot 4, Mountain Meadow Subdivision, has already been through the permit process, (client: Barr Revocable Trust) so depending upon your response, we would be providing a supplemental drawings and details indicating the required structural changes and the fireplace detailing in compliance with those established by the Moberg Fireplace Company. According to this referenced U.S. EPA Standard, wood-fired devices cannot exceed a weighted average of 7.5 g/hr for certification. The particulate emissions generated by the model MRC 3042. the model MR48-2W, and the model MR54-2W were also measured by our laboratory according to Washington State testing protocols and were also found to also be less than 7.5 g/hr. Beginning in November 1995, OMNI Environmantal Services, Inc. (now OMNI-Test Laboratories, Inc.) conducted emissions testing on the Moberg MRC 3042 fireplace. OMNitested the MRC 3042 fireplace to the Washington State Protocols on November 19, 1995. The results demonstrate an average emissions rate of 5.5 g/hr. OMNI tested the MR54-2W on November 17, 2001. This product demonstrated an emissions rate of 6.8 (g/hr). Results for the smaller MR48-2W should be considered substantially the same, based on similar critical design characteristics, and testing that was also done on an earlier model, the MR48-2C. The fueling and testing protocols used were in accordance with WAC 50-30-31200 for fireplaces. However, the MRC fireplaces were also tested to the Colorado Regulation 4 multi-day testing protocol showing similar results and are currently listed as a Colorado State Certified masonry heaters. Modern Rumford fireplaces were also subjected to a more rigorous protocol; one currently under development by the Northern Sonoma County Air Pollution Control District (NSCAPCD). The draft NSCAPCD emissions measurement protocols have a more efficient sampling system and therefore usually result in higher measured emissions results. However, the cutoff timing for these tests was still based on the promulgated version of the Washington State protocol. In addition. the manufacturer provided gratings for all tests, which passed the Washington State protocol and exceeded its minimum requirements. OMNI.Test Laboratories, Inc. The tests conducted by OMNI demonstrate that these fireplaces meet this adopted standard for particulate emissions. However, until a final protocol is adopted by NSCAPCD, it cannot be demonstrated whether the fireplaces meet the standard according to the conditions of an adopted protocol. Both the MRC and Modern Rumford fireplace models are exempt from EPA certification because when fully assembled, they exceed BOO kg in total weight. They also operate at greater than 5 kg/hour burn rates, further exempting them from the EPA regulations for wood-fired heaters according to 40 CFR Part 66 Sub Part AAA. OMNI has also verified that these Moberg Fireplaces are sold as complete systems, with prescribed assembly kits that ensure consistency in construction, thereby minimizing the risk that site-built units will vary significantly from laboratory tested models.
