The request for exemption and the parcels formed w'i I I comply withthe county regu'lations. The parce'l s formed wil'l also comply withthe area zoning as res'idential/agricultura'l . Contracts with thewest Divide water conservancy District have been obtained toallow for wells on each of the parcels. The soils analysis forthe property is also included and the homesites are out of theflood plain according to Army Corps of Eng.ineers survey.

Th'is is a brief history of the parcel show'ing its ex'istence in
1973, and is recorded in Book 44A, Page 469. The parcel as it
exists is formed f rom a parcel of l'and approx. 680 acres that
existed in 1973. This parcel was separated by the county road 346
ri ght of way f rom the mai n parcel and cons'isted of approx. 80
acres. In 1977 the Colorado Department of Highways through
condemnation obtained a right of way for I-70. This separated
25.92 acres f rom the 80 acres, 'leavi ng two separate parcel s.
I obtained the property (25.92 acres) in 1991 and found that
although the highway (I-70) separated the parce'ls, and the county
recognised them as separte parcels, I had to 90 through the
exemption process to obtain a well permit. This was done in
December 1991 and complied with the county regulations.
In talking with the County P'lanning department I was informed
that because the separation and creation of the parcel (25.92
acres) resulted from Right of Ways for County Road 346 and I'-7O,
that those separations would be exempt from the allowed
di vi s'ions. The remai ni ng 600 acres of the ori g'inal parcel i s
owned in its ent'i rety by a single land owner, Joe Weinreis.

Ihis report gives estimates of the engineering classification and of the range of index properties for the
major layers of each soil in the survey area. Host soils have layers of contrasting properties uithin the upper
5 or 6 feet.
DEPIH to the upper and lorer boundaries of each layer is indicated. The range in depth and information on other
properties of each layer are given in the published Soil Survey for each soil series under "soil Series and Iheir
|lorphology. "
IEXIURE is given in lhe standard terms used by the U.S. Department of Agriculture. These terms are defined
according to percentages of sand, silt, and clay in the fraction of the soil that is Iess than 2 millimeters in
diameter. "Loam," for example, is soil that is 7 lo 21 percent eiay, 28 lo 50 percent silt, and Iess than 52
percent sand. If the content of partictes coarsBr than sand is as much as about i5 percent, an appropriate modifier is
added, for example, "gravelly." Textural terms are defined in the Soil Survey 0lossary.
Classification of the soils is determined according to lhe Unified soil classification system and the system
adopted by the American Association of State llighray and Transportation 0fficials,
The UIIIFIED system classifies soiis according to properties that affect their use as construction maierial. Soils are
ciassified according to grain-size distribution of the fraction less than 3 inches in diameter and according to
plasticity index, iiquid limit, and organic matter content. Sandy and gravelly soils are identified as Gll, GP, Gfl, GC,
Sl{, SP, Sl'1, and SC; silty and clayey soils as llL, CL, 01, flll, C}l, and 0H; and highly organic soils as PT. Soi}s
exhibiting engineering properties of two groups can have a dual classification, for example. CL-l'lL.
The AASHTO system elassifies soils according to those properties that affect roadtay construction and maintenance.
In this system, the fraction of a mineral soil that is iess than 3 inches in diameter is classified in one of seven
groups from A-1 through A-7 on the basis of grain-size distribution, iiquid limit, and plasticity index. Soiis in
group A-1 are coarse grained and Iot in content of fines (silt and clay). At the other extrEtne, soils in gr0up A-7
are fine grained. Highly organic soils are classified in group A-8 on the basis of visual inspection. If laboratory
data are available, the A-1, A-2, and A-7 groups are further classified as A-i-a, A-l-b. A-2-4, A-?-5, A'2-5, A'2-7, A-1'
5, or A-7-6. As an additional refinement, the suitability of a soil as subgrade material can be indicated by a group
index number. Group index numbers range from 0 for the best subgrade material to 20 or higher for the poorest.
Rock FRA0|IEl1IS larger than 3 inches in diameter are indicated as a percentage of the total soil on a dry-neight
basis. The percentages are estimates determined mainly by converting volume percentage in lhe field to neighl
percentage.
Percentage of soil particles passing designated sieves (PERCTliTAGE PASSIl{G SIEVT }lUI'18ER--)is the percentage of the
soil fraction less than 3 inches in diameter based on an ovendry weight. Ihe sieves, numbers 4, 10, 40, and 200 (USA
Standard Series), have openings of 4.76, 2.00, 0.420, and 0.074 miliimeters, respectively. Estimates are based on
Iaboratory tests of soils sampled in the survey area and in nearby areas and on estimates made in the field.
LIQUID LIt{lT and PLASTICITY Ilt0EX (Atterberg Iimits} indicate lhe plasticity characteristics of a soii. The
estimates are based on test data from the survey area 0r from nearby areas and on field examination. Ihe estimates
of grain-size distribution, liquid Iimit, and plasticity index are generally rounded to the nearest 5 percent. Ihus,
if the ranges of gradation and Atlerberg limits extend a marginal amount (i or 2 percentage points) across
classification boundaries, the classification in the marginal zone is omitled in this report.

have a subgrade of cut or fill soil material, a base of gravel, crushed r0ck, or stabilized soil materiai, and a
flexible or rigid surface. Cuts and fills are generally properties, site features, and observed performance of the
soils. Depth to bedrock or to a cemented oan, a high water table, flooding, Iarge stones, and slope affect the ease of
excavating and grading. Soil strength (as inferred from the engineering classification of the soil), shrink-snell
potential, frost action potentia)., and depth to a high nater table affect the traffic-supporting capacity'

inhibits aerobii activity. slope, bedrock, and cemented pans can cause construction oroblems, and Iarge stones can
hinder compaction of the Iagoon floor.
SANITARy LAltDFILLS are areas nhere solid naste is disposed of by burying it in soil. There are txo types of landfill,
trench and area, In a trench Iandfilt, the raste is placed in a Lrench. It is spread. compacted, and covered daily
nith a thin layer of soil excavated at the site. In an area Iandfill. the naste is placed in successive layers on the
surface of ihe soil. Ihe naste is spread, compacted. and covered daiiy with a thin Iayer of soil form a source anay
from the site. Both types of landfill must be able to bear heavy vehicuiar traffic. Both types involve a risk of
ground.,ater pollution. Ease of excavation and revegetation need to be considered, Ihe ratings in this report are based

DAILY C0llER tOR LAI{DFILL is the soil material that is used to cover conpacted solid raste in an area type sanitary
landfil]. Ihe soil material is obtained offsite, transported to the landfill, and spread over the raste.
Soil textute, xetness, coarse fragnents, and slope affect the ease of removing and spreading the material during xet
and dry periods. Loamy or silty soils that are free of large stones 0r excess gravel are the best cover for a
landfill. Clayey soils may be sticky or cloddy and are difficult to spread; sandy soils are subject to soil
bloting. After soil material has been removed, the soil material remaining in the borron area must be thick enough
over bedrock, a cenented pan. or the rater table to permit revegetation. Ihe soil material used as final cover for a
landfill should be suitable for plants. Ihe surface layer generally has the best norkability, more organic matter than
the rest of the profile, and the best potential for plants. l{aterial from the surface layer should be stockpiled for use
as the final cover.

Sir,
Per ouu conversation regarding this well, I am writing this letter to provide you with a
written assessment concerning the physical water supply available on your properly.
The well test performed was conducted according to the State of Colorado
requirements and showed a sustained rato of flow at 10 gallons per minute (gpm),
The total depth of your well was 45 ft., and had a standing water level of 17ft.
( below top of casing). A[ of these findings were submitted to the State of Colorado,
Division of Water Resources.
It is my opinion based upon the existing well test and the fact that the water source
for your property lies within the Colorado River alluvium that there is an adequate
water supply for this and the additional 3 wells proposed for your property. I base
this opinion on the following facts:
1) water source is Colorado River alluvium
2) looal water table, shallow standing depth 17 ft. in well
3) surface water rights, also local springs waste flow
4) portions of property have standing surface water, (wet lands)

on Tuesday, February 13, 1996, the Boarcl of county commissioners conditionally approved yourpetition for an exemption lrom the definition of subdivision. The conditions that must be met priorto the authorization of an exemption plat are as fbllows:
I That all representations of the applicant, either within the application or stated at the meetingbefore the Board of County Commissioners, shall be considered conditions of approval.
2' A Final Exemption Plat shall be submitted, inclicating the legal description of the property,dimension and area of the proposed lots, access to a public right-of:way, and any proposedeasements for setbacks, drainage, irrigation, access or utilities.
3 That the applicant shall have 120 days to present a plat to the commissioners fbr signature,frorn the date of approval of the exemption. The Board may grant extensions of up to one(l) year from the original date of approval.
4' That the applicant shall submit $200 00, per lot, in School Impact Fees for the creation ofall exemption parcels.
5. That the following plat notes be included:
