The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are comp.J~ted and a final inspection made; · ·
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State·
Agencies where applicable.
9. If you will be connecting to a public water and/or sewer system, proof of the tap fees have been
paid and the connections inspected by the service provider prior to issuance of a C.O.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. When reviewing
a plan and it's discovered that required information has not been provided by the applicant, this
will result in the delay of the permit issuance and in proceeding with building construction. The
owner or contractor shall be required to provide this information before the plan review can
proceed. Other plans that are in line for review may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the
building, plumbing and mechanical codes, applicants are requested to review the following
checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24'"' and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
and original grade line. A section showing in detail, from the bottom of the footing to the top of
the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and
spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building
material. Engineered foundations may be required. Check with the Building Department.
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must
be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H.
windspeed, wind exposure B or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be
met or your plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
I. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each comer of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan
for the placement of any portion of a structure within 50 ft. of a property line and not
within a previously surveyed building envelope on a subdivision final plat shall be
prepared by a licensed surveyor and have the surveyors signature and professional stamp
on the drawing. Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the final plat with the proposed structure located within the envelope.

received a Special Use Permit (SUP) request to allow a "SHOOTING RANGE
FACILITY" submitted by Balcomb & Green, P.C.; and
WHEREAS, the subject property contains approximately 49 acres, situated in
Section 3, Township 6 South, Range 99 West of the 6th Principal Meridian and is
practically located off of County Road 209, in the Resource Lands: Gentle Slopes and

WHEREAS, the Board of County Commissioners closed the public hearing on the
2nd day of July, 2007 to make a final decision; and
WHEREAS, the Board of County Commissioners on the basis of substantial
competent evidence produced at the aforementioned hearing, has made the following
determination of facts:
1. That proper publication, public notice, and posting was provided as required by law
for the hearings before the Board of County Commissioners.
2. That the public hearing before Board of County Commissioners was extensive and
complete; all pertinent facts, matters and issues were submitted; and that all interested
parties were heard at those hearings.
3. The proposed special use permit conforms to Sections 3.10.04, 5.03, and of the
Garfield County Zoning Resolution of 1978, as amended.
4. The proposed use is in the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Garfield County, Colorado, that based on determination of facts set
forth above, the SUP request to allow a "Shooting Range Facility" is approved with the
following conditions:
1) That all representation made by the Applicant in the application and as
testimony in the public hearing before the Board of County
Commissioners shall be conditions of approval, unless specifically altered
by the Board of County Commissioners;
4) The Applicant shall obtain a Driveway Access permit from Garfield
County Road and Bridge and meet all conditions identified by the Road
and Bridge Department prior to the issuance of the Special Use Permit;
5) All lighting associated with the proposed use shall be directed downward
and inward;
6) The Applicant shall comply with Garfield County Zoning Resolution of
1978, as amended and all applicable Building Code Requirements;
7) All food waste shall be contained within a bear-proof garbage receptacle
and disposed of accordingly, so as not to become an attraction to wildlife;
8) The Applicant shall demonstrate compliance with the State Requirements
regarding Bacteria and Nitrates for well water, prior to the issuance of the
Special Use Permit;
9) The Applicant shall submit a map and inventory the subject property for
County Listed Noxious Weeds to Garfield County Vegetation Department
prior to the issuance of the Special Use Permit;
I 0) The Applicant shall provide a weed management plan approved by
Garfield County Vegetation Management prior to the issuance of the
Special Use Permit;
II) No alcoholic beverages shall be allowed on the shooting range site at any
time. The requirement shall be posted on permanent signs at the shooting
range facility. If someone appears to be intoxicated, they shall be
removed immediately from the range.
12) The facility shall comply with all applicable recommendations regarding
outdoor ranges as provided in the NRA "Range Source Book".

Subject: Observation of Excavation, Proposed Shooting Pavilion, Kessler Canyon
Ranch, Garfield County, Colorado
Dear Mr. Kessler:
As requested by Shawn Becker wilh Sun King Management Corporation, a representative
of Hepworth-Pawlak Geotechnical, Inc. observed the excavation at the subject site on
July 26, 2007 to evaluate the soils exposed for foundation support. The findings of our
observations and recommendations for the foundation design are presented in this report.
We previously conducted a subsoil study for design of foundations at the site and
presented our findings in a report dated April 24, 2007, Job No. 107 0085.
A spread footing foundation sized for an al.lowable bearing pressure of 1,000 psf below
bearing walls was designed for the building support base on recorrunendations presented
.in our previous report. The foundation will be backfilled to provide 3 feet of frost cover.
At the time of our visit to the site, the building excavation had been cut in 3 levels from 0
to 4 feet below the adjacehtground surface. The steps between levels were about Yz to 1 Yz
feet down to the n01thwest. The soils exposed in the bottom of the excavation consisted
of stratified silt, sand and gravel. The soils were relatively loose in their natural state and
from disturbance by the excavation and the contractor was advised to moisten and
compact. No free water was encountered in the excavation and the soils were slightly
moist.
The soil conditions exposed in the excavation are generally consistent with those
previously encountered on the site and suitable for support of spread footings or mat
found a lion designed for lhe recommended allowable bearing pressure of 1,000 psfwith a
.risk of differential settlement if the bearing soils are wetted. Loose and disturbed soils

should be moistened to near optimum and compacted to at least .95% of standard Proctor
density. Other recommendations presented in our previous report which are applicable
should also be observed.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the foundation excavation and the previous limited subsurface exploration
at the site. Variations in the subsurface conditions below the excavation could increase
the risk of foundation movement. We should be advised of any variations encountered in
the excavation conditions for possible changes to recommendations contained in this
letter.

After reviewing your sketch of the handrails, I offer the following observations. The profile indicated does not meet
the graspability requirements (IBC 1009.11.3) and the handrail extensions do not meet the requirements for
distance and returns (IBC 1 009.11.5). As we discussed, the stair will require hand rails on both sides AND in the
center since the stair is wider than 60". The handicap ramp will also require hand rails on both sides meeting the
requirements of ANSI A117.1 sections 405.8, 405.9 and 409.10. The ramp floor/ground surface needs to meet
the requirements of ANSI A117.1 section 302.

Ken,
I was wanted you to see the handrails that we are going to be manufacturing for the ranch. In the plans we have
the steps and then a landing and then steps up to the shooting area. I was wanting to install these on tbe outer
walls. The question is these steps are over I Oft wide. I believe the code calls for a center railing but with the
remote location and the ramp I would prefer to omit the center railing. We have a handicap ramp for the guests
that need to get up to the shooting range. The center railing would certainly be a issue with the guest running into
it. Please let me know if there are exceptions on these types ofitems or if we even need one.
