Permit issued 11/30/12 for Accessory Structure -garage with bathroom. The next week most of the
Department (Andy, Kathy, Glen, myself) is put on notice with phone calls from Marty Schlein claiming
that the Chaffee property shares a community well and the additional bathroom in the garage could
compromise the water system.
It appears that Mr. Chaffee may have obtained a permit for an accessory structure (garage w/ bathroom)
under false pretense. It was assumed that he was building this "garage" for personal use on property he
was using as his residence. It appears that Mr. Chaffee actually lives at 1231 Elk Springs Drive and has
acquired the property at 4470 CR 100, to build a commercial cabinet shop. There is a house at 4470 CR
100, but 1 do not know if Chaffee is living there.
Even after being told on several occasions that a commercial operation would not be permitted w/o land
use approval or at least meeting the minimum standards for a Home Occupation -H.O., Mr. Chaffee now
claims his new building is his "shop and a Home Occupation". No land use permit or Certificate of
Occupancy has been issued. The building is still under construction, more inspections are pending and
yet Mr. Chaffee is already occupying the building and using it as a cabinet shop. 1 have been inside and
there is commercial equipment, stacks of material, a forklift, office and a paint room.
The ULUR states that the property containing an HO must be incidental to the primary use -residential,
and the sq ft of a HO cannot exceed 25% of the total sq ft of all buildings on the property. It appears that
the house on site is only about 800-900 Sq ft while the shop/garage is about 2900 sq ft. If Mr. Chaffee
lives at 1231 Elk Springs Drive then the property at 4470 is not his primary residence. Therefore, Mr.
Chaffee's claim for a HO fails on the first two criteria for a HO.
Chaffee will need to apply for Land Use Permit Administrative application for commercial fabrication,
cabinet shop and readdress building permit issues for commercial operation rather than personal use
garage.

May 16, 2013- left voicemail with Brad for him to contact me and provide status on his plans to remedy
his plans.

Stopped at 4470 CR 100 to check on activity there; no one was available, took pictures of grading. Later
found message from Brad on voicemail and called him back that afternoon. Brad says he is considering a
move out of state and that he may sell the property but still wants a CO on the building so he can sell. He
claims he will not operate his shop there.
