The following items are required by Garfield County for a final Inspection:
1) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to all IBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away fromthe building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan and
it's discovered that required information has not been provided by the applicant, this will result in the
delay of the permit issuance and in proceeding with building construction. The owner or contractor shall
be required to provide this information before the plan review can proceed. Other plans that are in line
for review may be given attention before the new information may be reviewed after it has been
provided to the Building Department.
TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE
SUBMITTEDFOR ALL APPLICATIONS.
Please review this document to determine if you have enough information to design your project
and provide adequate information to facilitate a plan review. Also, please consider using a design
professional for assistance in your design and a construction professional for construction of your
project. Any project with more than ten (10) occupants requires the plans to be sealed by a
Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building, plumbing
and mechanical codes, applicants are requested to review the following checklist prior to and during
design. Applicants are required to indicate appropriately and to submit the completed checklist at
time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn
to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks,
balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and
original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed,
wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.
All plans submitted must be in compliance with the 2003 IRC, and 20061 "ECC.
1, Is a site plan included that identifies the location of the proposed structure or addition and distances to
the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Properties with slopes of
30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the
placement of any portion of a structure within 50 ft. of a property line and not within a previously
surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor
and have the surveyor's signature and professional stamp on the drawing. Any structure to be
built within a building envelope of a lot shown on a recorded subdivision plat shall include a
copy of the building envelope as it is shown on the final plat with the proposed structure located
within the envelope.

Per your request, 1 reviewed the modifications made to the existing roof rafters over the stair
landing to achieve code required head height.
The rafters were cut down & sistered each side with microlams to match the depth. The
microlams were attached to the existing flat braced soffit framing and to the exterior wall
header. As reinforced, the rafters will be adequate.

SECTION R311.5 STAIRWAYS
R311.5.1 Width.
Stairways shall not be less than 36 inches (914 mm) in
clear width at all points above the permitted handrail
height and below the required headroom height.

The radius of curvature at the leading edge of the
tread shall be no greater than 9/16 inch (14.3 mm).

bottom of each stairway.
Exception: A floor or landing is not required at
the top of an interior flight of stairs,
provided a door does not swing over
the stairs.
A flight of stairs shall not have a vertical rise

R311.5.8 Special stairways.
Circular stairways, spiral stairways, winders and
bulkhead enclosure stairways shall comply with all
requirements of Section R311.5 except as specified
below.
R311.5.8.1 Spiral Stairs.
Spiral stairways are permitted, provided the minimum
width shall. be 26 inches (660 mm) with each tread
having a 7% inch (190 mm) minimum tread depth at
12 inches from the narrower edge. All treads shall be
identical, and the rise shall be no more than 91/4inches
(241 mm). A minimum headroom of 6 feet, 6 inches

83115.8.2 Bulkhead enclosure stairways.
Stairways serving bulkhead enclosures, not part of
the required building egress, providing access from
the outside grade level to the basement shall be
exempt from the requirements of Sections R311.4,3
and R311.5 where the maximum height from the
basement finished floor level to grade adjacent to
the stairway does not exceed 8 feet (2438 rrrn), and
the grade level opening to the stairway is covered.

DEFINITIONS
8201.3 Terms Defined in other codes. Where terms are not defined in this code such terms shall have
meanings ascribed to them as in other code publications of the International Code Council.
Note: In ogler to assure a complete understanding in accordance with above we have listed all the stair
related definitions from both the IRC and the IBC (International Building Code).

Section R202 Definitions
GUARD. A building component or a system of building components located near the open .sides of
elevated walking surfaces that minimizes the possibility of a fall from the walking surface to a lower
level.
HANDRAIL. A horizontal or sloping rail intended for grasping by the hand for guidance or support.
WINDER. A tread with nonparallel edges.

Section 1002 Definitions
ALTERNATING TREAD DEVICE. A device that has a series of steps between 50 and 70 degrees
(0.87 and 1.22 rad) from horizontal, usually attached to a center support rail in an alternating manner so
that the user does not have both feet on the same level at the same time.
GUARD. A building component or a system of building components located at or near the open sides
of elevated walking surfaces that minimizes the possibility of a fall from the walking surface to a lower
level.
HANDRAIL. A horizontal or sloping rail intended for grasping by the hand for guidance or support.
NOSING. The leading edge of treads of stairs and of landings at the top of stairway flights.
SCISSOR STAIR. Two interlocking stairways providing two separate paths of egress located within
one stairwell enclosure.
STAIR. A change in elevation, consisting of one or more risers.
STAIRWAY. One or more flights of stairs, either exterior or interior, with the necessary landings and
platforms connecting them, to form a continuous and uninterrupted passage from one level to another.
STAIRWAY, EXTERIOR. A stairway that is open on at least one side, except for required structural
columns; beams, handrails and guards. The adjoining open areas shall be either yards, courts or public
ways. The other sides of the exterior stairway need not be open.
STAIRWAY, INTERIOR. A stairway not meeting the definition of an exterior stairway.
STAIRWAY, SPIRAL. A stairway having a closed circular forrn in its plan view with uniform section -
shaped treads attached to and radiating from a rninimurn-diameter supporting column.
WINDER. A tread with nonparallel edges.
