The following items are required by Gar!1eld County for a final inspection:
l. A tlnai Electrical Inspection !i·om the Colorado State Electrical Inspector;
2. Pennanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A t]nished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a c01nplete kitchen \Vith cabinets, a sink with hot & co1d running Water, non-absorbent
kitchen t1oor coverings, counter tops and llnished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent t1oors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all !BC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garlleld County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign o!Iby the Fire District, and/or State
Agencies where applicable.
9. If yon will be connecting to a public water and/or sewer system, proof of the tap fees have been
paid and the connections inspected by the service provider prior to issuance of a C.O.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. When reviewing
a plan and it's discovered that required information has not been provided by the applicant, this
will result in the delay of the permit issuance and in proceeding with building construction. The
owner or contractor shall be required to provide this information before the plan review can
proceed. Other plans that are in line for review may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if yon have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the
building, plumbing and mechanical codes, applicants are requested to review the following
checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24'"' and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
and original grade line. A section showing in detail, from the bottom of the footing to the top of
the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and
spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building
material. Engineered foundations may be required. Check with the Building Department.
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must
be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H.
windspeed, wind exposure B or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be
met or your plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan
for the placement of any portion of a structure within 50 ft. of a property line and not
within a previously surveyed building envelope on a subdivision final plat shall be
prepared by a licensed surveyor and have the surveyors signature and professional stamp
on the drawing. Any structure to be built within a bnilding envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the final plat with the proposed structure located within the envelope.

A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE
PERMIT REQUEST FOR UP TO 31 "TEMPORARY EMPLOYEE HOUSING"
FACILITIES LOCATED AT THE NORTH PARACHUTE RANCH AND WITHIN A
PROPERTY OWNED BY EN CAN A OIL AND GAS (USA), INC, GARFIELD COUNTY
PARCEL NO# 213527300015
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, received a
Special Use Permit request for up to 31 "Temporary Employee Housing'' facilities located at the
North Parachute Ranch and within a property owned by EnCana Oil and Gas (USA), inc, Garfield
County; and
WHEREAS, the Temporary Employee Housing facilities are to be located at up to 31
locations throughout the 27,000-acre property owned by EnCana Oil & Gas USA, Inc located at the
end of County Road215 north of Parachute, CO which is also formerly known as the old UNOCAL
property and presently called the North Parachute Ranch; and
WHERERAS, the subject property is zoned Resource Lands (Gentle Slopes & Lower Valley
Floor) where such use is permitted as a Special Use; and
WHEREAS, each Temporary Employee Housing facility is to be completely contained
within an approved Colorado Oil and Gas Conservation Commission (COGCC) approved natural gas
well pad; and

WHEREAS, each Temporary Employee Housing facility is to accommodate a maximum of
24 individuals at any one given time; and
WHEREAS, each Temporary Employee Housing facility is to be on location for no more
than a cumulative of one (1) calendar year; and
WHEREAS, the Board of County Commissioners opened a public hearing on the 2"ct day of
July, 2007 upon the question of whether the above-described SUP should be granted or denied,
during which hearing the public and interested persons were given the opportunity to express their
opinions regarding the issuance of said SUP; and
WHEREAS, the Board of County Commissioners closed the public hearing on the 2"ct day of
July, 2007 to make a final decision; and
WHEREAS, the Board on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determination of fact as listed below:
1. Proper posting and public notice was provided as required for the meeting before the
Board of County Commissioners.
2. The meeting before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all interested
parties were heard at that meeting.
3. The above stated and other reasons, the proposed special use permit has been
determined to be in the best interest of the health, safety, morals, convenience, order,
prosperity and welfare of the citizens of Garfield County.
4. The application has met the requirements of Special Use (Sections 5:03 and 5.02.21)
the Garfield County Zoning Resolution of 1978, as amended.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that a Special Use Permit for up to 31 "Temporary Employee Housing" facilities
located at the North Parachute Ranch and within a property owned by EnCana Oil and Gas (USA),
inc, Garfield County is hereby approved subject to compliance with all of the following specific
conditions:
1. That all representations of the Applicant, either within the application or stated at the hearing
before the Board of County Commissioners, shall be considered conditions of approval
unless explicitly altered by the Board.
2. That the operation of the facility be done in accordance with all applicable federal, state, and
local regulations governing the operation of this type of facility.

3. Emissions of smoke and particulate matter: every use shall be operated so as to comply with
all Federal, State and County air quality laws, regulations and standards.
4. Emission of heat, glare, radiation and fumes: every use shall be so operated that it does not
emit heat, glare, radiation or fumes which substantially interfere with the existing use of
adjoining property or which constitutes a public nuisance or hazard. Flaring of gases, aircraft
warning signals, reflective painting of storage tanks, or other such operations which may be
required by law as safety or air pollution control measures shall be exempted from this
provision.
5. Water pollution: in a case in which potential hazards exist, it shall be necessary to install
safeguards designed to comply with the Regulations of the Environmental Protection Agency
before operation of the facilities may begin. All percolation tests or ground water resource
tests as may be required by local or State Health Officers must be met before operation of the
facilities may begin.
6. The Applicant shall provide a copy of the appropriate bond supplied to the Colorado Oil and
Gas Conservation Commission (COGCC) intended to guarantee reclamation of the
Temporary Employee Housing site prior to the issuance of a Special Use Permit. If the
COGCC does not require reclamation and revegetation bonding, the applicant shall work
with County Staff to establish a bond appropriate to guarantee reclamation and revegetation
of the Temporary Employee Housing facility.
7. All Special Use Permits for Temporary Employee Housing are subject to all applicable
building code, state and federal permit requirements, fire protection district requirements and
fire code requirements.
8. Water and wa~tewater systems proposed to service Temporary Employee Housing must
comply with all applicable state and local laws and regulations.
9. Applicants must keep appropriate records, to be provided to the County upon request to
demonstrate that water supplied to a site is from an approved source and that wastewater is
disposed at an approved facility. For facilities serving twenty-four (24) people or less, the
operator must conduct monthly tests (or quarterly if an on-site disinfection system is
installed) and maintain records of stored potable water samples specific for coli form. Any
tests indicating coli form contamination must be disclosed to the Garfield County Board of
Health or designee.
10. In no case shall unsafe water be used for dlinking nor shall raw sewage or used water be
discharged on the ground surface.
11. The maximum allowable time length of the Special Use Permit for Temporary Employee

Housing is one (1) year. For good cause shown, the permit may be renewed annually in a
public meeting with notice by agenda only. Annual renewal review shall be based on the
standards herein as well as all conditions of the permit. A permit may be revoked anytime
through a public hearing called up by staff or the Board of County Commissioners.
12. Inhabitants of the temporary housing shall be applicant's employees and/or subcontractors,
working on the related construction or mineral extraction operation, and not dependents of
employees, guests or other family members.
13. Temporary employee housing sites shall be maintained in a clean, safe and sanitary
condition, free of weeds and refuse. Any hazardous or noxious materials that must be stored
on site for operational or security reasons must be managed in accordance with all applicable
federal, state and local laws and regulations.
14. Fire Protection General Requirements: Provisions shall be made for giving alarm in case of
fire. It shall be the responsibility of the duly authorized attendant or caretaker to inform all
employees about means for summoning fire apparatus, sheriffs office and resident
employees. All fires are subject to §307 of the 2003 International Fire Code (IFC) including
but not limited to permits, attendance, open fires, coal grills, fire bans and bon fires. One (1)
or more approved extinguishers of a type suitable for flammable liquid or electrical fires
(Class A, Class B and Class C), carbon dioxide or dry chemical, shall be located in an open
station so that it will not be necessary to travel more than one hundred (100) feet to reach the
nearest extinguisher.
15. Outdoor food storage is prohibited unless facilities that prevent the attraction of animals to
the temporary employee housing site are provided.
16. The applicant shall provide a detailed map and GPS coordinates to the Garfield County
Sheriff's Office and the relevant Fire Protection District which is sufficient for emergei1cy
response purposes, including location of the temporary employee housing site; private and
public roadways accessing the site, marked as .open, gated and/or locked; and detailed
directions to the site from a major public right-of-way. The map is subject to approval by the
Garfield County Sheriff's Office and relevant Fire Protection District.
17. The applicant shall notify the County when site development begins for each facility. The
applicant shall verify in writing, by site plan and through photo documentation that the site,
water system, and sewage disposal system were designed, installed and inspected in
accordance with the said special use permit and comply with all applicable regulations,
permits, and conditions. All written documentation and site plans verifying compliance must
be stamped by a certified Colorado Engineer. The County also reserves the right to inspect a
site, without notice, to assess compliance with the Special Use Permit for Temporary
Employee Housing. A determination of noncompliance with any Special Use Permit for
Temporary Employee Housing, or condition approval thereof, is grounds for revocation or

suspension of said permit, in accordance with Section §9.01.06.
18. No animals shall be allowed at temporary employee housing sites.
19. The maximum number of occupants permitted under this Special Use Permit for Temporary
Employee Housing is twenty-four (24).
20. Each wastewater storage tank shall be of an adequate capacity to accommodate a minimum
of 75 gallons/person/day for a 3 day period. The capacity shall be based on the maximum
number of occupants for the proposed facility.

22. Sewage systems shall be installed and maintained in accordance with the Garfield County
ISDS regulations with all pipes and connections water tight and lids kept securely in place at
all times except during normal cleaning operations.

Conditions to Approval of Building Permit
(1) Approval is subject to compliance with all conditions of Special Use Permit.
(2) Separate electrical permit is required from Colorado State Electrical board and
final inspection performed by same with approval provided to GARCO Building
Dept prior to C.O.
(3) Provide letter of Inspection and approval from Colorado Dept. of Health for
Kitchens.
(4) Provide Letter of inspection and approval from Colorado Dept. of Fire ssafety or
Fire District having jurisdiction for fire sprinkler system.
( 5) Any deviation from approved plans will require letter from Engineer of record for
approval of amendment.
(6) Use of building is restricted to Colorado Dept of Housing approved plans, no
modifications to factory unit allowed without acquiring new stamped CDOH
plans.
