Homes Soils Report Tuesday, July 28, 2009 GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE SUBMITTEDFOR ALL APPLICATIONS. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be in compliance with the 2003 IRC, and 2006 IECC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. Gentlemen: As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the excavation at the subject site on May 31, 1994 to evaluate the soils exposed for design are presented in this report. We previously observed backhoe pits dug in the residence area and presented our findings in a report dated April 28, 1994. The residence construction and location are similar to those originally proposed. Spread footings have been assumed for the building support. At the time of our visit to the site, the foundation building had been cut in one main level up to 8 feet below the adjacent ground surface. A frost depth trench 2 to 3 feet deep was cut along the downhill building perimeter. The soils exposed in the bottom of the excavation consisted of sandy silt with scattered gravel. Results of consolidation testing performed on a sample taken from the deepest cut area, shown on Fig. 1, indicate the soils are slightly compressible under initial low moisture and light loading but- collapse and become highly compressible when wetted and loaded. No free water was encountered in the excavation and the soils were slightly moist. The soils at the excavation bottom had been loosened by the excavation equipment. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed natural soil designed for an allowable soil bearing pressure of 1,000 psf could be used for support with the risk of differential settlement and building distress due to wetting of the subsoils after construction. The amount of settlement will depend on the depth of wetting and the thickness of the silt soils. We expect a few inches or more settlement could occur. Footings should be a minimum width of 20 inches for continuous walls and 2 feet for columns. Loose and disturbed soils encountered at the bottom of the excavation should be moistened and compacted in the footing .areas. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 14 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 45 pcf for on-site soil backfill. A perimeter foundation drain should not be needed provided there is positive surface drainage and proper backfilling around the residence. If a foundation drain is used, an impervious Steve and Kim Ochko June 13, 1994 Page 2 membrane such as 10 mil PVC should underlie the drain gravel and be attached to the wall to prevent wetting of the bearing soils. Structural fill placed within floor slab areas can consist of the on-site soils compacted to at least 95 % of standard Proctor density at a moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. Landscaping which requires regular heavy irrigation, such as sod, should be located at least 10 feet from the foundation. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. I understand that instead of a series of three footing steps that are shown on the foundation plan, only one step has been provided, approximately six feet in height. This is acceptable, provided that the footing reinforcement is continuous and that the footing is thickened to extend to the excavated soil face. It is not acceptable to form the bottom side of the footing and leave a void to the excavated cut without increasing the width of footing. Attached is a drawing showing a standard footing step which should be similar to this condition, except for the increased step height.
