When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a desigu professional for assistance in your design and a construction professional for construction of your project. Auy project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. The purpose of this onsite meeting was to observe and assess the structural condition of the concrete floor slab as potentially impacted by the observed surface cracking in the slab. The results of this observation and associated assessment are summarized below for your reference. Original Design Specifications: Per the Building Permit Set Sheet S-1 "General Notes & Specifications" and Sheet S-2 " Roof framing and Foundation Plans/Sections & Details", as produced by Maggert & Associates and dated October 8, 2007, the following relevant requirements were noted: • General Requirements E.2 Coordinate all opening through floors, walls, and roofs with the Mechanical and Electrical Contractors. Notify Engineer if any openings are to be cut in structural systems. • Foundation Soils are presumed non-expansive~ non-soluble, and not prone to excessive consolidation. Owner shall obtain a soils engineer to inspect the open excavation to verify the structural engineer's assumed design loads. In absence of a soils investigation by a soils engineer, the owner shall assume the responsibility of the design values used by the structural engineer. • A.2 Avoid excessive wetting or drying of the foundation excavation during construction, keep excavations reasonably free of water at all times and completely free of water during placement of the concrete. • B.l Footings shall bear on natural undisturbed soil or adequately (per soils engineer) compacted structural fill, below the frost depth required by the applicable code. • Concrete C.l,2,3 All slabs-on-ground shall be 4" thick an reinforced with 4"x4" -W2.9xW2.9 welded wire fabric or #4 ®18" on center each way unless noted otherwise noted on the plans. Reinforcement to be placed in center of slab. Thicken all free edges to 8"x*" with 2-#5 continuous (top and bottom). Provide construction control joints in slabs-on-ground not to exceed 15' on center or as shown on plans. • Detail I I S-2 Typical Low Foundation Wall Foundation Drain if required by Soils Engineer. Observations by Tom Jizba: As indicated on the site photo page 3 hereafter, from both a structural and architectural systems standpoint, the building appears to be fully constructed, i.e., the foundation, slab, walls, roof, door and window and assemblies have been erected/installed and closed-in. The associated mechanical and electrical systems also appear to be nearing final installation. As indicated on the survey diagram on page 2, the crack patterns observed in the floor slab would indicate that the propagation centers upon installed penetrations through the slab, e.g., access way and manhole appurtenances, and construction joints. The slab cracks evidenced were 1 /32" to 1 I 16" in width at the (top) surface. With respect to the wall envelope, no cracking in the interior drywall or warping at the exterior doors systems were observed. U'tw.·~'Si~ r "-~""""'*~'-"~ (1}/MAI, 8/15/2008, Page 2 of3) Observation Assessment: Based upon review of the design specifications and the conditions observed, there is a reasonable possibility that the floor slab experienced frost heave after placement, i.e., during the 2008 late winter I spring construction cycle. Alternately, there is no visual evidence that the building foundation or superstructure experienced any collateral frost heave damage. Although the cracks in the floor did not (fully) close upon potential subsurface ground thaw, these cracks would appear (at this time) to be cosmetic in nature, i.e., the bearing capacity* of the as-cracked floor slab should be satisfactory with respect to its intended use and loading. Thus, Maggert & Associates concurs with Arapahoe Utilities that the best course of remedial action (at this time) is to seal the observed slab cracks with a polyurethane sealant.** *The Owner has not provided Maggert & Associates with a soils investigation report as prepared by a soils engineer. * * As-sealed, these cracks bear continued observation for further movement and/ or propagation, as according to Arapahoe's Jon Nelson, the Lift Station Building is not a heated structure; and further to this, without a soils investigation by a soils engineer, a determination cannot be made as to whether a foundation drain would have been beneficial. Given this situation, proactive surface drainage around the building is strongly recommended. ===================================== In closing, as Professional Structural Engineers, it was our responsibility to evaluate available visual evidence relevant to the floor slab system in this building. We are not, however, responsible for conditions that could not be seen or were not within the scope of our service at the time of this site observation. Lastly, this report has been prepared in strict confidence with our client, Arapahoe Utilities, and that of the property owners of Ironbridge Country Club.
