The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A fi.nished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with wa shbowl , tub or shower, toilet stool, hot and cold
running water , non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrail s, guard rail s on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i .e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made ;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by th e Fire District, and/or State
Agencies where applicable.
9. If you will be connecting to a public water and/or sewer system, proof of the tap fees have been
paid and the connections inspected by the service provider prior to issuance of a C .O.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

PROCESSED AND ISSUED.

Memorandum
As requested, I have viewed the video provided for the rebar placement in the walls of
the Casita at Lot 168. No footage was available for the footing rebar placement. The
wall reinforcement was difficult to see in the video with both sides of the forms in place
at the time of the video. The rebar appeared to be centered in the wall as specified on the
plans. It was evident that there were two bars at the top and bottom in some situations
where the video provided enough of an angle to see into the forms. There were vertical
bars and horizontal bars evident in the video, but no measurements were taken and shown
on the video. Furthermore, there were no measurements taken and shown for the lap
splices for the horizontal bars. Rebar size appeared to be #5 as specified, but no
measurements were taken and shown to verify.
While the rebar appears to be per plan in general, it is difficult to be certain that the
specifications are met in their entirety. Rebar size, rebar spacing, rebar placement, and
the lap splices of the horizontal bars are important in any foundation. Because this
foundation is a crawlspace depth only, it is my opinion that the footing reinforcement and
the vertical bar placement in the foundation wall are adequate as viewed on the video.
Due to the soils at this site, the rebar size and the lap splices of the horizontal bars are
especially critical and should be further investigated for verification if the building
department requires.
