The property is located outside of Glenwood Springs, in an area where OWTSs are necessary. SITE CONDITIONS An office building has been constructed and is anticipated to be used by two employees. Water will be hauled to the Site and stored in a cistern located inside of the office building. The Site serves as a compressor station for Source Gas and has a significant amount of traffic and heavy equipment use. An OWTS was previously designed by Redi Engineering Services, LLC; however, due to complexities of the Site and high traffic in the area of the proposed soil treatment area (STA), the design has been re- evaluated and a vault recommended. DESIGN SPECIFICATIONS Numerous constraints in the area of the proposed STA include high voltage power lines, gas lines, heavy compaction of the proposed STA, and potential for heavy equipment and vehicle traffic over the STA. With those constraints in mind, we are recommending a vault installation. Use of the OWTS will be limited to an average of 2 employees per day. A toilet and lavatory will be the only plumbing fixtures in the office building. Minimum standards for a vault installation are outlined in 43.12 D. of Garfield County On -Site Wastewater Treatment System Regulations. We recommend installation of a Precast Concepts single -compartment 1500 -gallon, concrete septic tank with the outlet plugged for use as a vault. An audible and visual alarm must be installed to signal when the vault has filled to 75 -percent capacity. At that time, pumping must be coordinated. Pumping records should be maintained. If an H2O rated lid is not incorporated, we recommend installing bollards surrounding the septic tank to protect the tank from traffic. Cast iron manhole lids are also recommended due to the commercial nature of the Site. The component manufacturers are typical of applications used by contractors and engineers in this area, Alternatives may be considered or recommended by contacting our office. Construction must be Page 2 according to Garfield County On -Site Wastewater Treatment System Regulations, the OWTS Permit provided by Garfield County Building Department, and this design. LIMITS: All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Based on the report and recommendation for a vault system, HCSI, on behalf of RMNG, is requesting an amendment to ISDS Permit NO. SEPT -9- 13-2978. The installation included a new 1500 -gallon, ingle-compartment Precast Concepts concrete septic tank with the outlet plugged for use as a vault. The pipe exiting the building was well -bedded and had a minimum of 2% slope to the vault. A clean-out was installed within 5 -feet of the building. The depth of the sewer pipe exiting the building was approximately 18 -inches below grade. We recommended Blue Board insulation over the pipe to protect the pipe from freezing. Bollards were installed around the septic tank to prevent any equipment or truck traffic over the septic tank. A float, set at 75% of tank capacity (approximately 40 -inches above the floor of the vault) was installed. A visual and audible alarm, located adjacent to the septic tank, will notify office personnel when tank needs to be pumped. Pumping records must be maintained. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OWTS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The quality of the installation is dependent of the expertise of the installer, soil type, and weather conditions. Please call with questions.
