When reviewing a plan and it's discovered that required information has not been provided by the applicant. this will result in the dela} of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please revievi this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. An project with more than ten (10) occupants requires the plans to be sealed b} a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building. plumbing and mechanical codes. applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit. must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan. a concrete footing and foundation plan. elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors. including the finish grade line and original grade. A section showing in detail. from the bottom of the footing to the top of the roof, including re -bar. anchor bolts. pressure treated plates. floor joists, wall studs and spacing. insulation. sheeting, house -rap, (which is required). siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan. a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7.000 feet in elevation. a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. The owner's p drive way to the house also extends approximately 156 feet east to the bam area will provide additional parking for five or more vehicles at barn location, • additional parking at the residence. It should be noted here that there will vehicles or equipment stored on site for this proposed use. It is assumed tha additional traffic volume generated by this home occupation would be very slight, have no significant impact on the public roads in the area. This class environment would add no additional dust or odors. There would be no addi night time lighting as there will be no classes given after dark. The bam is currently about 75% complete, and was originally assumed to be an agricultural, non dwelling structure that would not require a building permit, when the project was started. The change in approach has been due to Lisa Speaker's plan to submit to Garfield County a 'conditional use permit', for a home occupation which would also include using the bam. The bam was built according to the attached set of plans, and the Contractor (Steve Maznio), Architect (Dan Muse) and Andy Schwaller of Garfield County Building Department have met and reviewed some additional requirements that are required for a permit given the barns change in 'use'. The third page floor plan by Muse Architects, Inc. (B-1 dated:8-9-07) reflects the changes that are required for Handicap access to the bathroom, and other miscellaneous issues that were covered. The previous floor plan, sheet 2-1, is now noted as void an the submitted plans. Other than the noted change the barn has been built according to the plans and specifications in the Construction Documents dated 11-07- 2006. A RESOLUTION CONCERNED WITH THE APPROVAL OF A CONDITIONAL USE PERMIT FOR A HOME OCCUPATION TO HOLD CLASSES ON ANIMAL MESSAGE FOR LOT 2 OF THE MAYFLY BEND RANCH SUBDIVISION LOCATED AT 421 PONDEROSA PINES WAY, CARBONDALE, GARFIELD COUNTY, COLORADO Parcel ID: 239336220002 WHEREAS, the Board of County Commissioners of Garfield County, Colorado (the Board), received an application for a Conditional Use Permit (CUP) for a Home Occupation to hold classes on animal message on Lot 2 of the MayFly Bend Ranch Subdivision owned by Ron and Lisa Speaker, Iocated at 421 Ponderosa Pines Way, Carbondale, Garfield County, Colorado and is also located within the Agricultural Residential Rural Density (ARRD) zone district; and WHEREAS, the Board held a public hearing on the 7th day of January, 2008, upon the question of whether the above described CUP should be granted or denied, at which hearing the public and interested persons were given the opportunity to express their opinions concerning the approval of said CUP; and WHEREAS, the Board, on the basis of substantial competent evidence produced at the aforementioned hearing, has made the following determination of fact as listed below: 1. That adequate public notice was provided as required for the hearing before the Board of County Commissioners and proof thereof submitted in the record; 1 2. That the hearing before the Board of County Commissioners was extensive and complete, that sufficient pertinent facts, matters and issues were submitted and that all interested parties were heard at that meeting; 3. That for the above stated and other reasons, the proposed Conditional Use Permit is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. 4. That the application is in conformance with Sections 3.02, 2.02.29, 5.03, and 9.02 of the Garfield County Zoning Resolution of 1978, as amended; NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield County, Colorado, that the Conditional Use Permit is hereby approved subject to compliance with all of the following specific conditions: 1. That all representations made by the Applicant in the application, and at the public hearing before the Board of County Commissioners, shall be conditions of approval, unless altered by the Board of County Commissioners. The classes may only be conducted using the property owner's horses. No outside horses may be brought to the property for the purposes of horse message training or in other connection with this Home Occupation. 3. With exception to the sale of items pertaining to the approved Home Occupation, no retail or wholesale sales shall be allowed to take place at the property. 4. All operations of the home occupation shall be conducted within the dwelling or accessory building. 5. No class may exceed ten students. 6. Class occurrence is limited to seven classes per month. 7. All classes must take place between the hours of 9AM and 5PM. 8. No signs advertising the home occupation may be placed anywhere on the subject property. 9. With exception to guest experts and lecturers, no employees are allowed to participate in or be employed by the approved home occupation. 10. No additional outdoor lighting associated with the Home Occupation may be installed. 2 11. In the event any representations made in the application for which this permit is granted, change and are no longer consistent with the representations in this application, the applicant shall be required to submit a new permit application to the County addressing the changes by the Applicant. 12. Prior to issuance of the Conditional Use Permit, the Applicant shall demonstrate that a stop sign has been installed on Ponderosa Pines Way at the entrance to County Road 100 in accordance with the MUTCD (Manual on Uniform Traffic Control Devices). 13. Prior to issuance of the Conditional Use Permit, the Applicant shall provide a new well permit indicating that the well water can legally be used for the requested Home Occupation.
