David Bartholomew From: David Bartholomew Sent: Thursday, January 27, 2011 9:52 AM To: 'Phil Vaughan' Cc: Andy Schwaller; Fred Jarman Subject: RE: Williams- Rulison Water Handling Facility Building Permits Good morning Phil, Good talking to you yesterday, glad to know you 're on the project. I spoke with Fred this morning, he informed me that planning permits were not required. When TPI applied for the permits, there were 3 storage buildings and 1 office, (thus the land use permit) all under 1 building permit application. The permit name and number is Clough Sheep Co, LLC. BLCO-12-10-187, Williams water handling facility job. Please reference the building permit number on any correspondence. If you wish, you may add the 5th building to this permit or apply for a separate permit. Please be advised, all buildings must be completed for a final inspection. When I spoke to Shawn with TPI, I informed him we needed the following: 1) Land use permit. (no longer required) 2) Sanitation facilities for the office. (no longer required) 3) Photo's of DOH insignias for the manufactured structures. (required) 4) Types and quantities of chemicals to be stored. (received/provided by you) Thanks for the info on the chemical storage, shouldn't be an issue. All I need now is photo's of the insignias, the info/spec's on the 5th building, and how you want it permitted, combined or separate. Thanks for your time on this permit. I look forward to working with you. I met with Fred Jarman this morning and Fred indicated that the 4 building permits, and the 5th noted below, can move forward with issuance as there are no land planning permits necessary. Please note that TPI Industrial will be applying for a 5th building permit for a Pump Building that is 12'L x 10'W x 8'H. The materials to be stored in each of the buildings was a question asked of Williams by the building department. Foundation Design Values (assumed) i. Allowable Soil Bearing Pressure - 1500 psf ii, Coefficient of Friction - 0.25 iii. Possive Earth Pressure - 150 psf/fl of depth B. The building pod oreo shall be stripped of all frozen soil, debris, vegetation, and topsoil. All fill soils and ony remaining loose natural soils shall be excavated to expose suitoble natural soils. C. Proof rot the entire building pad area to locate and remove all soft spots. Reploce with compacted structural fill. 0. Place all footings and slobs on undisturbed natural soil or on properly compocted structurol fill. Contractor shall verify that soil under footings is suitable to support footings. E. It is the responsibility of the contractor to ensure that the depth of the bottom of the foundation is for enough below the adjacent grade to ensure adequate frost protection. 3. Concrete and Reinforcement A. Moterial Standards i. Concrete o. Footings - rc = 3000 p.s.i., concrete hos been designed using rc = 2500 p.s.i. Special Inspection not required. c. Normal weight aggregates - ASTM C33 ii. Cement a. Use Type I/11 cement os per ASTM CI50 b. Air -entraining admixtures (where required) - ASTM 0260 c. Calcium chloride shall not be used. iii. Detail reinforcing to comply with ACI 315 "Manual of Standard Practice for Detailing Reinforcing Concrete Structures" and the Concrete Reinforcing Steel Institute (CRSI) recommendations. i. Minimum clear concrete cover for reinforcement shall be as follows unless noted otherwise: a. Concrete cost directly ogoinst and permanently exposed to earth - 3" b. Concrete exposed to weather or earth: 1. f5 bors or smaller - 13" 2. 96 bors or larger - 2" c. Concrete not exposed to weather or in contact with the ground - }' ii. Lap Splice Lengths (unless noted otherwise) o. rc = 2500-3500 p.s.i. 1. f6 and smaller - 36 bar diometers 2. f7 and larger - 45 bor diameters b. Lop splice lengths may be decreased by 257. for slobs on grade and horizontal wall reinforcing. c. Increase lap splice lengths by 50% where epoxy coated bars are used. 8. Vertical bors in walls, grade beams, and piers to terminate in footings with ACI stondord hooks (12 bar diameters) to within 4" of the bottom of the footing unless noted otherwise. iv. Splices in horizontal reinforcement shall be staggered. C. Footings shall not hove pints in a horizontal plane. All reinforcement shall be continuous through all construction joints. D. Welding of rebor is not allowed unless specifically indicated in the drawings. All embedments, reinforcing, and dowels shall be securely tied to framework or to odjocent reinforcing prior to placement of the concrete. Tock welding of rebor pints in grade beams, walls, or cages is not allowed. Where welding of rebor is shown in the drawings, all rebor to be welded shall be ASTM A706 Grade 60. 4. Miscellaneous A.
