I suspect that this will be an issue. If we got Xcel to provide another letter with someone to allow Wong Strauch Architects, I suspect it would either have to be Cathy Hart via the Delegation of Authorization Letter or from Patrice Blaeser per the other attached document. The biggest issue is that Kristen Karabensh is out on vacation. Let us know how we can adequately satisfy the County on whoever can sign the building permit application. Xcel is requesting me to follow up on this today so we know if we can send this out tomorrow to the local Xcel representative at the Rifle Substation. Sec 1608.2 to reflect the snow load for a flat roof based on elevation for Garfield County. believe the net result is a Pg of 58psf. Reductions are allowed for slope but consideration for unbalanced drifting must be taken into account. It may not be the greatest way to deal with snow load from an engineering standpoint, but to date nothing has collapsed due to the possibly added safety factor. We end up with many micro climates in addition to the varying elevations within the county. I think that is why we moved from the ground snow load outlined in the IBC. The amendment reads as follows: 25. Section l }g,2 is amended to read as follows: 1608.2 Roof snow load. As determined by Garfield 'County snow Toad bated oil elevations. However the snow loading which is accounting for the drifting calculations as defined in the IBC and ASCE 7 is requiring a Pg of 40 psf and a Pf of 0.7 Pg per ASCE 7 Equation 7.1 of Section 7.3 or 28 psf. The design of the building must be which ever is more critical between Case I of a uniform loading of 40psf or Case II of the unbalanced loading due to all the drifting equations as defined in Chapter 7 of ASCE 7. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for foundation design. The study was conducted in accordance with our proposal for geotechnical engineering services to Anderson & Hastings, dated February 22, 2011. A field exploration program consisting of exploratory borings was conducted to obtain information on subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the Iaboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsoil conditions encountered. PROPOSED CONSTRUCTION The proposed metal storage building will consist of a pre-engineered steel structure and will be Located to the south of the main building as shown on Figure 1. Ground floor will be slab -on -grade. We assume cut and fill depths for the proposed building to be on the order of 5 feet depending on design finished floor elevation. Foundation loadings for the structure are assumed to be relatively light walls and moderate columns along the perimeter of the building. If building loadings, location or grading plans are significantly different from those described above, we should be notified to re-evaluate the recommendations contained in this report. Job No. 111 226 Geclitech -2 - SITE CONDITIONS The site was occupied with an existing maintenance building, multiple out -buildings, asphalt paved parking areas, gravel drives and storage yards and an electric substation. Vegetation across the proposed building area generally consisted of sparse grass and weeds. The ground surface in the proposed building area is relatively flat with a slight slope down to the west and a minor draw that extends into the building area. A waterline from the nearby well apparently crosses the eastern building area. FIELD EXPLORATION The field exploration for the project was conducted on August 8, 2011. Two exploratory borings were drilled at the locations shown on Figure 1 to evaluate the subsurface conditions. The borings were advanced with a 4 inch diameter continuous flight auger powered by a truck -mounted CME 45 drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with a 2 inch I.D. spoon sampler. The sampler was driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. Below about 2 feet of fill in Boring 1 and 6 inches of topsoil in Boring 2, the subsoils consist of about 6 feet of stiff, slightly sandy to sandy silt overlying hard sandy clay to the depths explored. The fill soils generally consisted of silty sandy gravel. The clay soils are low to medium plasticity and can possess an expansion potential when wetted. Job No. 111 226 Gtech -3 - Laboratory testing performed on samples obtained during the field exploration included natural moisture content and density, finer than sand size gradation analyses and liquid and plastic limits. Swell -consolidation testing was performed on relatively undisturbed drive samples of the silt and clay subsoils. The swell -consolidation test results, presented on Figure 4 and 5, indicate the silt soils have low to moderate compressibility under relatively light surcharge loading and when wetted. The clay soils showed minor to high expansion when wetted under a relatively light surcharge loading. The laboratory testing is summarized in Table 1. Free water was not encountered in the borings at the time of drilling. The subsoils were slightly moist to relatively dry. FOUNDATION BEARING CONDITIONS The silt soils encountered at typical shallow foundation depth show moderate compressibility potential when wetted. The silt soils are not suitable as a foundation bearing soil and should be partly removed and replaced with an imported granular soil (such as road base). The clay soils encountered below the silt soils possess a low to high expansion potential when wetted. Ground modification by removal of several feet of expansive soils in addition to the removal of the silt soils below the proposed building does not seem practical at the site due to the depth of the expansive and compressive soils and the need for imported granular structural material. In our opinion, supporting the building on a deep foundation, such as heavy duty "screw piles" that extends down into a stable (non-active) moisture zone should provide moderate load capacity and relatively low risk ofpost-construction foundation movement. A structural floor slab or a slab--on- grade bearing on at least 3 feet of imported granular soils should be used to reduce the risk of differential settlement. Spread footings bearing on the natural silt or clay soils should be feasible for minor structures, such as retaining walls or other non -movement sensitive structures, provided that the risk of movement and distress is acceptable to the owner. Presented below are recommendations for a screw pile foundation. If another foundation type is proposed, we should be contacted. The IBC seismic Site Class C can be used for the building design. Job No. 111 226 Ge Piech -4 - DESIGN RECOMMENDATIONS FOUNDATIONS Screw Piles: Considering the expansion potential of the clay soils encountered in the borings and nature of the proposed construction, we recommend the building be founded with a "screw pile" foundation that extends down into a stable (non-active) moisture zone. A screw pile foundation is a heavy duty helical piling (typically 5 to 6 -inch diameter steel pipe with single or double 8 to 12 -inch helixes) that has been used in Colorado to resist heaving due to expansive soils. Screw piles are currently provided in Colorado by Alpine Site Services, Inc. (303-420-0048). The active moisture variation depth should be taken as at least 15 feet and we expect the piles will need to be at least 20 feet long to achieve the desired anchorage, but Alpine Site Services should be contacted for specific loading and design information. We expect downward allowable pile load capacity to be on the order of 100 kips and will be achieved mainly by end bearing. Uplift capacity will depend on the helix size(s) and embedment material. Settlements or uplift under sustained loading are expected to be minor, less than %2 inch. Lateral load capacity is normally provided by battered piles. Piles should be spaced at least 3 feet from center to center to avoid reduction from group action. A 'void form at least 4 inches thick should be provided below grade beams. At least one pile should be load tested to confirm the suitability of the screw piles at the site. The test pile should be performed in compression. If tension piles are required, the pile installation contractor should also perform a tension pile load test. The pile load tests should be performed under the supervision of a registered professional engineer and a summary report provided of their adequacy to support the design loads. Chemical testing was not performed on the on-site soils. Although, it has been our experience that the pile capacity and steel section will greatly exceed the design value and the required design life of the piling system will not be compromised, the piling contractor should verify that the pilings have adequate corrosion potential for this site. Precautions should be taken to prevent post -construction wetting of the subgrade soils. Grade beams and pile caps should have a minimum depth of 3 feet for frost protection. We can assist with additional soil and site parameters as needed. Job No. 111 226 -5 - Retaining Walls: Spread footings used for support of non -settlement sensitive structures, such as retaining walls separate from the building that are free to rotate, should be sized based on an allowable soil bearing pressure of 1,500 psf and sliding coefficient of 0.35. The wall footings should have a minimum width of 18 inches and minimum depth of 3 feet for frost cover. An underdrain should be provided behind retaining walls to prevent excessive hydrostatic pressure buildup behind the walls. The earth pressure loading on walls will depend on the type of backfill material. An "active" lateral earth pressure based on an equivalent fluid unit weight of 55 pcf can be used for the on-site clay soils and 40 pcf can be used for imported granular soils as backfill. We should review the wall design for geotechnical design parameters when the wall configuration, height and backfill material have been identified. FLOOR SLABS The on-site silt soils possess a compression potential and the underlying clay soils possess an expansion potential and slab settlement/heave could occur if the subgrade soils were to become wet. Slab -on -grade construction may be used provided precautions are taken to limit potential movement and the risk of distress to the building is accepted by the owner. The silt soils should be removed down to at least 3 feet below the proposed bottom slab grade and replaced with an imported granular fill (such as road base). The structural fill soils should be compacted to a least 95% of the maximum standard Proctor density at near optimum moisture content. To reduce the effects of some differential movement, non-structural floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Interior non-bearing partitions resting on floor slabs should be provided with a slip joint at the bottom of the wall so that, if the slab moves, the movement cannot be transmitted to the upper structure. This detail is also important for wallboards, stairways and door frames. Slip joints which will allow at least 3 inches of vertical movement are recommended. Floor slab control joints should be used to reduce damage due to shrinkage cracking. Slab reinforcement and control joints should be established by the designer based on experience and the intended slab use. Job No. 111 226 ce< tech -6 - The above recommendations will not prevent slab heave if the expansive soils underlying slabs -on -grade become wet. However, the recommendations will reduce the effects if slab heave occurs. All plumbing lines should be pressure tested before backfilling to help reduce the potential for wetting. SURFACE DRAINAGE Developing and maintaining positive surface drainage away from the building will be critical to help limit potential movement and distress to the constructed facilities. The following drainage precautions should be observed during construction and maintained at all times after the building has been completed: 1) Excessive wetting or drying of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 21/4 inches in the first 10 feet in paved areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaping which requires regular heavy irrigation should be located at least 10 feet from foundation walls. Xeriscape should be used to reduce the potential for wetting of soils below the buildings caused by irrigation. PAVEMENT SECTION We assume concrete pavement will be located next to the proposed building, and asphalt pavement will be used beyond that. Traffic loadings were not provided, but we expect mainly light truck vehicle parking with areas of occasional heavy truck traffic. The subgrade soils encountered at the site are low plasticity to non -plastic silts which are considered a relatively poor support for pavement sections and susceptible to frost heave if wetted . For the purpose of our analysis, we assumed an 18 -kip EDLA of 10 for the Job No, 111 226 GL-Stech -7 - asphalt pavement areas. Based on our experience, a Hveem Stabilometer 'R' Value of 10, a modulus of subgrade reaction (k) of 75 pci, a Regional Factor of 2.0 and a serviceability index of 2.0, we recommend the minimum pavement section thickness consist of 4 inches of asphalt on 8 inches of base course in pavement areas subjected to light truck and occasional heavy truck traffic. As an alternative in areas with concentrated truck traffic, portland cement concrete pavement could be used with a minimum thickness of 6 inches on 4 inches of road base. The asphalt should be a batched hot mix, approved by the engineer and placed and compacted to the project specifications. The base course should meet CDOT Class 6 specifications. All base course and required subgrade fill should be compacted to at least 95% of the maximum standard Proctor density at a moisture content within 2% of optimum. Concrete should have a minimum design strength of 4,500 psi and be air entrained. Required fill to establish design subgrade level can consist of suitable imported granular soils approved by the geotechnical engineer. Prior to fill placement the subgrade should be scarified to a depth of 8 inches, adjusted to near optimum moisture content and compacted to at least 95% of standard Proctor density. In soft or wet areas, the subgrade may require drying or stabilization prior to fill placement. A geogrid and/or subexcavation and replacement with aggregate base soils may be needed for the stabilization. The subgrade should be proof -rolled prior to placing pavement materials. Areas that deflect excessively should be corrected before placing pavement materials. The subgrade improvements and placement and compaction of base and asphalt materials should be monitored on a regular basis by a representative of the geotechnical engineer. Once traffic loadings are better known, we should review our pavement section recommendations. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation ofour recommendations, and to verify that the recommendations have been appropriately interpreted.
