Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house - rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds per square foot, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. 1. We were informed that no permits where needed as per Garfield County Building Department The work completed by Visions West Construction was to bring in electrical service and water to the building, the construction of two demising walls, the framing of two engineered storage lofts, a small bathroom and mechanical room, the rough -in electrical, rough -in plumbing of a toilet and 3 sinks. Individual Sewage Disposal System has not being designed or installed by us. This item will be contracted to licensed installer by the owner or its representative before the installation of the toilets or sinks This is a condition of the special use permit. The structure is a Chief Industries building designed by Charles Robinson, Colorado Professional Engineer #9972. During construction, lofts were added inside. They were designed by ECRM Consultants, Professional Engineers. I received both the original drawings and the modification drawings and made a site visit to try to confirm that the construction conforms to the drawings. The walls were sheelrocked, but the screw patterns were exposed along with connections around the backside of the lofts. This allowed me to observe the girt spacing along with column locations to match to the building specifications. The entire ceiling structure was uncovered so that I was able to observe all the trusses and purlings. After observing and checking the drawings and structure I am satisfied that the contractor followed the design documents thoroughly. [ believe the structure to be sound and conforming to local codes. The Board of County Commissioners approved this Special Use Permit on December 20, 2004. The 7W Guest Ranch was operating under an approved Special Use Permit when the agricultural barn was built. The contractor, Mike Smith of Rocky Mountain Building through the building department at the time of construction, submitted a building permit application with appropriate fees. When the inspector did a site visit he informed Mike Smith that a building permit was not necessary for an agricultural barn. However, the inspector, as well as Mr. Smith was unaware that the property was operating in accordance with a Special Use Permit previously issued by the County. The application fees for the building permit were not refunded at that time. Upon receipt of a Notice of Violation issued by the County, the owner for the purpose of doing all that was necessary to bring the barn and resort into compliance with the regulations contacted me. We then completed and submitted an application packet for a Special Use Permit in conformance with the County Land Use Regulations. I explained the bam was not part of the SUP and that a new SUP would be needed before any permits for the barn could be issued. We agreed there was some mis- information given regarding the initial need for a permit. It was determined that a building permit would be needed, but also that the SUP would need to changed first to reflect the bam and any other changes or future changes to the existing SUP. The gentleman I spoke with said he would relay the information to Mr. Wilhelm and that they would get back to us.
