The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1997 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

ADDITIONS
ALTERATIONS
and
MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor may be required to provide this information before the plan review may proceed. This
causes delays because other plans that are in line for review may be given attention before the
new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may
be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.

Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per
square foot. up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of
15 pounds per square foot and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be retumed.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each comer of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. NOTE: 1063.1 (7.) Any site plan for
the placement of any portion of a structure within 50 ft. of a property line and not within
a preciously surveyed'ouiiding envelope on a subdivision final plat shall be prepared by a
licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the final fat with the proposed structure located within the envelope.

provided with a UL Class 90 Wind Uplift Roof Deck Construction shown and described
as "Construction 185 or 185A" in the Classified Building Materials Index, Underwriters
Laboratories, Inc., latest edition.
Please note that the UL Wind Uplift Rating per "Construction 185" is valid for only the
following types of insulation:
(1) Any compressible blanket insulation not exceeding 6" in thickness before
compression.
(2) Any Spray -on type of insulation.
(3) Rigid board insulation of 1", 1-1/2" or 2" nominal thickness.
(4) Rigid board insulation of 1" to 3" thickness with appropriate bearing plates under
"Construction 185A".
The use of other thickness' of rigid board and other types of insulation do not comply

Dear Bill:
March 25, 2005
Big R Enterprises, LLC has applied for a building permit from Garfield County for an 80
feet by 120 feet building and an ISDS system on Lot 2 of the Big R Commercial Park
Subdivision. The final plat for the subdivision has not yet been submitted to and
approved by the County Commissioners. Therefore, the building permit application is
technically for an additional structure on the existing parcel. However, the proposed
building is a regulated activity under the City's Watershed District Ordinance, and is
located on property covered under Watershed District Permit No. 1-05.
The proposed building includes four 30 feet by 80 feet bays for shop/office use. The
building will be connected to a conventional ISDS system with a design flow of up to
2,000 gallons per day (maximum allowable without a State Permit).
The proposed project is in compliance with Watershed District Permit provided that the
applicable stormwater management improvements for Lot 2 of the Big R Commercial
Subdivision are constructed. The improvements consist of a detention pond to be
located on the westerly edge of the lot.

STAIR REQUIREMENTS:
Stairways:
1. The riser heights shall not be less than 4 inches or greater than 7
inches. The minimum tread depth is 11 inches. -- Sec. 1009.3 The
maximum variation is 3/8 inch between the largest and the smallest
in a stairway flight. -- Sec. 1009.3
2. The minimum width of a stairway is 36 inches, 44 inches if the
occupant load is greater than 50. -- Sec. 1009.1
Also, check exit table above to see if minimum width is greater than
44 inches.
3. Provide a handrail on each side of stairways. -- Sec. 1009.11
Handrail height, measured above stair tread nosing, shall be not
less than 34 inches and not more than 38 inches. -- Sec. 1009.11.1
Handrails with a circular cross section shall have an outside diameter
of at least 1 1/4 inches and not greater than 2 inches or shall
provide equivalent graspability. -- Sec. 1009.11.3
Handrail -gripping surfaces shall be continuous without interruption
by newel post or other obstructions. -- Sec. 1009.11.4
Handrails shall return to a wall, guard or the walking surface or
shall be continuous to the handrail of an adjacent stair flight.
Where handrails are not continuous between flights, the handrails
shall extend horizontally at least 12 inches beyond the top riser
top riser and continue to slope for the depth of one tread beyond
the bottom riser. -- Sec. 1009.11.5
4. Open sides of walking surfaces which are located more than 30 inches
above the floor or grade below are required to have a guard.

6. Open guards shall have balusters or ornamental pattern such that
a 4 -inches diameter sphere cannot pass through any opening up to a
height of 34 inches. From a height of 34 inches above the adjacent
walking surface to 42 inches above the walking surface, a sphere
8 inches in diameter shall not pass. -- Sec. 1012.3
Exception 1. The triangular opening formed at the riser, tread and
guardrail may be 6 inches.
Exception 3. Areas which are not open to the public within I-3, F,
H, or S occupancies, balusters, horizontal intermediate
rails, or other construction shall not permit a sphere
with a diameter of 21 inches to pass through.
7. The minimum headroom clearance is 80 inches (6 ft.- 8 inches.)
measured vertically from a line connecting the edge of the nosing.
Headroom shall be continuous to the point where the line intersects
the landing below. The minimum clearance shall be maintained the full
width of the stairway and landing. -- Sec. 1009.2
8. Enclosed usable space under the stairs is required to be protected
by 1 -hour fire -resistive construction or the fire -resistance rating
of the stairway enclosure, whichever is greater. -- Sec. 1019.1.5
9. A flight of stairs shall not have a vertical rise greater than 12 feet

LIGHT AND VENTILATION
1. Every space intended for human occupancy shall be provided with
natural light. The minimum net glazed area shall not be less than

room where one half of the area of the common wall is open and
unobstructed and provided not less than one tenth of the floor area

average illumination of 10 foot candles over the area of the room

1. A 60 inch diameter turning space or T-shaped space is required
in the toilet room. -- Sec. 603.2.1 and 304.3
Doors shall not swing into the clear floor space for any fixture.
603.2.3 See exception for rooms used for individual use.
2. Water closet shall be mounted adjacent to a side wall or
partition. The distance from the side wall or partition to the
centerline of the water closet shall be 16 to 18 in. Sec. 604.2
3. When the accessible water closet is not in a compartment:
Clearance around the water closet shall be 60 inches minimum,
measured perpendicular to the side wall, and 56 inches minimum,

5. Grab bars shall have a circular cross section with a diameter of
1 1/4 inch minimum and 2 inches maximum, or shall provide

9. Sinks shall be 6 1/2 inches deep maximum. -- Sec. 606.5
10. Water supply and drain pipes under lavatories shall be
insulated or otherwise treated to protect against contact.

GLAZING REQUIREMENTS
All glazing in hazardous locations is required to be of safety
glazing material. -- Sec. 2406.1
Locations: -- Sec. 2406.3
1. Glazing in swinging doors except jalousies.
2. Glazing in fixed and sliding panels of sliding patio door assemblies
and panels in sliding and bifold closet door assemblies.
3. Glazing in storm doors.
4. Glazing in all unframed swinging doors.
5. Glazing in doors and enclosures for hot tubs, whirlpools, saunas,
steam rooms, bathtubs and showers. Glazing in any portion of a
building wall enclosing these compartments where the bottom exposed
edge of the glazing is less than 60 inches above a standing surface.
6. Glazing in fixed or operable panels adjacent to a door where the
nearest exposed edge of the glazing is within a 24 -inch arc of
either vertical edge of the door in a closed position and where the
bottom exposed edge of the glazing is less than 60 inches above the
walking surface.
Exception: Panels where there is an intervening wall or other
permanent barrier between the door and glazing.
7. Glazing in an individual fixed or operable panel, other than those
locations described in items 5 and 6 above, than meets all of the
following conditions:
7.1 Exposed area of an individual pane greater than 9 square feet.
7.2 Exposed bottom edge less than 18 inches above the floor.
7.3 Exposed top edge greater than 36 inches above the floor.
7.4 One or more walking surfaces within 36 inches horizontally of
the plane of the glazing.

8. Glazing in guards and railings regardless of the area or height
above a walking surface.
9. Glazing in walls and fences enclosing indoor and outdoor swimming
pools, hot tubs and spas where all of the following are present:
9.1 The bottom edges of the glazing on the pool or spa side is
less than 60 inches above the walking surface.
9.2 The glazing is within 60 inches of the water's edge.
10. Glazing adjacent to stairways, landings and ramps within 36 inches
horizontally of a walking surface when the glass is less than 60
inches above the plane of the walking surface.
11. Glazing adjacent to stairways within 60 inches horizontally of the
bottom tread of a stairway in any direction when the exposed glass
is less than 60 inches above the nose of the tread.

Report: Observed the steel erector test three sample bolts of each
diameter (5/8", 3/4", and 1 ") in a Skidmore -Wilhelm bolt tension testing
device using the turn of the nut method with match marking techniques.
The high strength A325 bolts tested above were random samples of the
bolts used in the main frame & mezzanine connections. Inspected the
bolt tightening in process at the main frame rafter to column connection
using the turn of the nut method with match marking at grid A/1.
The high strength bolts tested & the bolt tightening inspected above
appeared to be in compliance with the drawings & the AISC
Specification for Structural Joints Using ASTM A325 or A490 Bolts.

Report: Visually inspected the high strength bolting at the main &
mezzanine frame connections along grid line A & C.
The high strength bolting inspected above appeared to be in
compliance with the drawings & the AISC Specification for Structural
Joints Using ASTM A325 or A490 Bolts except as noted below.
1) There appeared to be a few bolts that had not yet been tightened. The
steel erector was made aware of these bolts.
2) At the column stub to rafter connections along grid line C grade 8
hardware store bolts had been used in lieu of the ASTM A325 bolts
called out for on the drawings as apparently these bolts had not been
shipped from the building manufacture. The steel erector was going to
contact the building manufacture regarding this discrepancy.
The remainder of the high strength bolting will need to be inspected
when the steel erector gets back to the bolt tightening.

Report: Visually inspected & reinspected the remainder of the high
strength bolting at the main & mezzanine level frame connections that
was not inspected & accepted at an earlier date.
To the best of my knowledge this completes the special inspections of'
high strength bolting providing the building manufacture will provide
some documentation approving the two items noted below. If additional
work is required for the items below to meet the building manufactures
requirements these items will need to be reinspected.
1) At the hanging column stub to rafter connections along grid line C
grade 8 automotive bolts had been used in lieu of the ASTM A325 bolts
called out for on the drawings as apparently these bolts had not been
shipped from the building manufacture.
2) Two of the main frame rafter to haunch column connections grids D/2
& D/4 had to be shimmed & welded at the upper part of the connection
due to a gap. All of the bolts had also been installed & tightened at these
two connections.
