The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the budding;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the delay
of the permit issuance and in proceeding with building construction. The owner or contractor
may be required to provide this information before the plan review may proceed. This causes
delays because other plans that are in line for review may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. uyou do not, it may
be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Mao, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.

Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof; including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40# per ft. up
to 7,000 F.O.S. and an 80 M.P.H. wind.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
Applicants are required to indicate appropriately and to submit completed checklist at time
of application for a permit:

BUILDING ACCESSIBILITY

WATER FOUNTAINS AND WATER COOLERS:
Accessible units must comply with the following:
1. Spout is to be within 36 inches of the floor. -- Sec. 602.4
2. Spout arranged for parallel approach shall be located 3 1/2
inches maximum from the front edge. Units with a forward approach
shall have the spout 15 inches minimum from the vertical support

GLAZING REQUIREMENTS
All glazing in hazardous locations is required to be of safety
glazing material. -- Sec. 2406.1

1. Glazing in swinging doors except jalousies.
2. Glazing in fixed and sliding panels of sliding patio door assemblies
and panels in sliding and bifold closet door assemblies.
3. Glazing in storm doors.

steam rooms, bathtubs and showers. Glazing in any portion of a
building wall enclosing these compartments where the bottom exposed

A 1,000 gallon nonpotable water cistern currently serves the above referenced facility. Fourteen
people are currently employed at the plant. A proposed addition to the property structure will
result in the employment of five additional employees resulting in a total of 19 people at the
facility. The existing individual sewage disposal system (ISDS) at the site has been designed for
a maximum of 20 people under an estimated sewage loading of 15 gallons/person-day (average
flow).
Under the ISDS design loading of 15 gallons/person-day, the 19 person facility will utilize an
average of 285 gallons/day (i.e., 19x15 = 285). Under this water use scenario, the 1.000 gallon
cistern will need to be tilled every 3 to 4 days. Current water use records for the existing 14
person facility indicate that filling the cistern once weekly is sufficient to meet the existing
nonpotable water use needs. Existing water use records support the conclusion that actual water
use is indeed lower than the ISDS design loading criteria! of 15 gallons/person-day (i.e., 14
gallons/person-day for 5 day week and ID gallon/person-day for 7 day week).
As based on the above discussion, it is reasonable to conclude the existing 1.000 gallon cistern
will need to be filled once or twice per week to supply the nonpotable water supply need for the
proposed 19 person facility.

An engineered ISDS design was prepared for the above referenced project by this office on June
30, 2002. The engineered ISDS design was approved for installation and installed in the fall of
2002. As -built drawings and a certification of completion were submitted for the project by this
office on October 31, 2002.
A proposed addition to the above referenced project will result in an increased sewage loading
from five (5) additional employees. The sewage loading for the ISDS was originally estimated at
14 employees under a design sewage loading of 15 gal./employee-day for a total average sewage
loading of 210 gal./day. To allow for future expansion, the original ISDS was designed to accept
an increased average daily sewage loading of 300 gal/day. Under the above referenced design
loading of 15 galJemployee-day the existing ISDS, as designed and constructed, may serve a
maximum of 20 employees.

Report: Tested some sample bolts in a Skidmore -Wilhelm bolt tension
testing device to determine the testing torque required for the 3/4"
diameter A325 bolts used in the main frame & portal frame connections
and the 5/8" diameter A325 bolts used at the end wall frame
connections.
Using the testing torque determined above the 5/8" & 3/4" diameter
A325 bolts at the main frame, portal frame, and end wall frame
connections were tested for proper tightness per the AISC arbitration
procedure.
A few of the bolts tested above were found to be somewhat under
tightened. These bolts were then fully tightened using the testing torque,
and then the bolting inspected above was found to be in compliance with
the UBC, IBC, and the AISC Specification for Structural Joints Using
ASTM A325 or A490 Bolts.
