Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line.
A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square
foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds
per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?

6 of this Application will result in a Notice and Opportunity for a Hearing before the BMSA Board of

CONDITIONS OF APPROVAL or DISAPPROVAL
1. No sitework or building construction may proceed on any Lot (including no preliminary site clearing,
grubbing, grade alteration, storing of material, foundation excavation, extension of underground utilities,
etc.) until the Project has received a Project approval from the Architectural Committee and has been
issued a Building Permit (as required by Garfield County for new home or Renovation projects).
2. All general building and site improvements construction for any Project shall be completed and shall have
issued a Certificate of Occupancy from the Garfield County Building Department no later than one (1)
year after the issuance date of this Architectural Committee Approval.
3. The complete landscaping and revegetation of the improved Lot, to specifically include the front, side and

As requested, a reprenntaflve of Yeh and Associates, Inc. observed backhoe test pits M
the subject site on December 4, 2004 to inwstlgats near surface. conditions In order to
provide recommendations for shallow foundation design and construction. The timings
of our Investigation and reconanendalfons for construction of residences on the subject
lots are prsssnted in this letter. A pngminssy geotechnical report was conducted by HP
Geotech In 2002, as referenced above. Yeh and Associates. Inc. work was dons In
accordance with our agreement for nontechnical engine ring services for Grace Homes,
Inc. dated November 6, 2004.
Based on conversations with the client, single-family residences are planned on these
bb. We anticipate the foundations will consist of a concrete mat with thickened edges.
Basements are not planned for mese residences. The las ere rough graded and curb
and gutter Is Installed Streets were not paved at the time of our ImreslJgatlon. Based on
site observations, the lob are near oorrstrecgorr grads and fen placement should be
neglglble.
We observed three test pits located between Lots 31 44145. The soils
exposed in the pit consisted of native silty to sandy clay to explored depth
of approxkrratsly 4 feet. Results of swellconsoddation testing performed On three
samples of the clay Indicate the soils have low to moderate compressibility (-0.4 bo -3.9
percent) when wetted under an applied pressure of 500 pap. A sieve analysis tests
indicated that the native sow consist of approximately 6610 119 percent low to moderate
plasticity sik and clay, 12 to 22 percent sand, and 0 to 22 percent gravel. Aftsrberg Limit
test results indicate quid limits of 26 to 64 percent, pleatkiy Indices of 3 to 23 percent.
The native clay classifies es CL or CH by the United Solt Classification System.
Groundwater was not encountered in the excavations and the solo were slightly moist to
moist.

Based on our Investigation, sward fooling, or a met foundation constructed on the
undisturbed natural soils can be designed for an allowable soli pressure of 1.600 pad for
the above referenced bbl. Soils encountered near anticipated foundation level exhibited
compression during laboratory testing. Increases In moisture content due to Irrigation or
other sauces could cause tlydro•collapse of the subsoils resulting in foundation
settlement Care should be taken to praixde drainage away from the resldence.
Reeamnendatlons for surface drainage are presented in the referenced report Loose,
disturbed soils encountered at foundedon level should be removed and the foundation
should be extended to undisturbed sobs. Other design and construction
recommendation presented in Me above referenced geotechnical report should be
followed.
This study was conducted in accordance with generally accepted geotechnical
engineering practices In this area at the thee the Investigation was performed for use by
the client for design and construction purposes. The reconunsndabons submitted in this
letter are based on our observations of the subsoils encountered hi the test plts and
laboratory test results. This study Is based on the assumption diet sods at other
portions of the lot are similar to the conditions encountered in the pits to the depths
excavated. The risk of foundation movement may Sweater than Indicated In this report
because of possible variations In the subsurface conditions. Expansive soda may occur
on this site. If expensive clays are encountered In bulking areas, prey may need to be
removed or the footings dnlgned with a minimum dssd toad pressure to reduce
foundation and slab -on -grade movanents. If the conditions encountered In foundation
excavations eery from what is described in Otis report, we should be nodded to re-
evaluate our recommendatons. Ws recommend our atle observation or excavations and
foundation bearing strata by ■ representative of the geoieclnnlcsl engineer.

It has been brought to our attention that the water meter yokes in Valley View Village, Phase B
have been installed too low in the meter pits. The Battlement Mesa Metropolitan District's
Standards require the water meter yokes to be from 12 -inches to 18 -inches below the meter pit
cover.
The project cannot be approved until all meter yokes have been brought to the proper grade that
will require reexcavation of the meter pits and replacement of the yokes. Yoke extensions will
not be allowed. In the interim, if a building permit is requested for a lot, the District will not
allow a tap connection until the water meter yoke for said lot is raised to District Standards.
Please schedule the Contractor to raise the yokes.
