In order to understand the scope of the work intended under a permit application and expec
issuance of a permit it is important that complete information be provided.Adequate and cor
information will prevent delays in the plan review process.Reviewirg a plan and the discove
required information has not been provided by the applicant may result in the delay of the p
issuance and in proceeding with building constnudion.The owner or contractor may be requ
provide this information before the plan review may proceed.This causes delays because of

Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" a
to scale.
Plans must include a floor plan, a concrete looting and foundation plan, elevations all sides
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grr
section showing in detail, from the bottom of the footing to the top of the roof, including re -b.
bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, hous
(which is required), siding or any approved building material.

Applicants are required to indicate appropriately and to submit completed checklist

each comer of the proposed structure prepared by a licensed surveyor and has the surveyc

within 50 ft. of a property line and not within a previously surveyed building envelope on a s'

CONDITIONS OF APPROVAL or DISAPPROVAL
1. No sitework or building construction may proceed on any Lot (including no preliminary site clearing,
grubbing, grade alteration, storing of material, foundation excavation, extension of underground utilities,
etc.) until the Project has received a Project approval from the Architectural Committee and has been
issued a Building Permit (as required by Garfield County for new home or Renovation projects).

Reference: HP Geotech, 2002, "Preliminary Geotechnical Study, Proposed Roan Cliff
Village Development, Parcels 2-5 and 2-6, Battlement Mesa, Garfield County,
Colorado", dated September 16.
Dear Mr. Penny:
As requested, a representative of Yeh and Associates, Inc. observed a backhoe test pit at the
subject site on November 2, 2004 to evaluate the soils exposed for the foundation support. The
findings of our work and recommendations for the foundation design are presented in this fetter.
A preliminary geotechnical report was conducted by HP Geotech in 2002, as referenced above.
Yeh and Associates, Inc. work was done in accordance with our agreement for geotechnical
engineering services for Grace Homes, Inc. dated November 5, 2004.
At the time of our visit to the site, a backhoe pit had been excavated at the northwest corner of
the building site. The soils exposed in the pit consisted of approximately 1 to 2 feet of silty sand
fill overlaying native clay to the pit depth of approximately 4 feet. Results of swell -
consolidation testing performed on a sample of the clay indicate the soils have low to moderate
compressibility under conditions of loading and wetting (4.5%). A sieve analysis test indicates
that the native soils consist of approximately 90% low plasticity clay, 956 sand, and L% gravel.
Atterberg Limit test results indicate a liquid limit of 29, plastic limit of 19, and plasticity index of
10. The native clay classifies as CL by the Unified Soil Classification System. No free water
was encountered in the excavation and the soils were moist.
Considering the conditions exposed in the pit and the nature of the proposed construction, spread
footings placed on the undisturbed natural soil designed for an allowable bearing pressure of
1,500 psf should be adequate for support of the proposed residence. This bearing pressure
corresponds with the recommendations in the above referenced geotechnical report. The
exposed soils tend to compress when wetted and there could be some post -construction
settlement of the foundation if the bearing soils become wet. Loose disturbed soils in the footing
areas should be removed and the bearing level extended down to the undisturbed natural soils.
Other design and construction recommendations in the above referenced geotechnical report
should be followed.

The' recommendations submitted in this letter are based on our observations of the soils exposed
within the pit excavation This study is based on the assumption that soils at other parts of the
building have equal or better support than those exposed in the pit to the depth excavated. The
risk o f foundation m ovement may be greater than indicated in this report because of possible
variations in the subsurface conditions. Expansive soils may occur on this site. If expansive
clays are encountered in building areas, they may need to be removed or the footings designed to
impose a minimum dead load pressure to limit potential heave. If variations are encountered in
the foundation excavation, we should be notified to re-evaluate the recommendations contained
in this letter.
