MOVED BUILDINGS
In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor may be required to provide this information before the plan review may proceed. This
causes delays because other plans that are in line for review may be given attention before the
new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may
be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.

Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per
square foot. up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of
] 5 pounds per square foot and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. NOTE: 106.3.1 (7.) Any site plan for
the placement of any portion of a structure within 50 R of a property line and not within
a previously surveyed building envelope on a subdivision final plat shall be prepared by a
licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the final plat with the proposed structure located within the envelope.

The Rifle Fire Protection District has received and reviewed the preliminary drawings for
the Robert Lazia Commercial Properties. In then drawings the developer has shown a
water supply that will exceed the mini mmt fire protection earersupply requirements of
the Disaster (18000 gallon minimium).
As the project mores forward, the District will require approval of hydrant locations and
minimum fire How requirements of 1500 gallons per mint at 20 psi residual pressure.
In addition, as these are toininatm teqtrirements, the District will review of
individual saunas durb* the building permit process to insure a fire protection
standards are met_

FIRE PROTECTION STANDARDS
Dear Mike,
Enclosed herewith please find copies of the plans submitted to Garfield Coumty for a
building permit for the construction of 2 — 9000 sq. R buildings. These buildings will be
built on the sites conditionally approved for a SUP on lands located off CR 319.
The fire hydrant location is indicated on the plans for your review and location approval.
Please let me know if this location is ok with you as it can be relocated should you desire.
Additional hydrants will be installed in the event other buildings are ever approved
through the County.
Storage for rue protection water will exceed the 180,000 gallons minimum requirements
and also exceed fire flow requirements of 1500 GPM at 20 psi.
As construction moves forward we will keep you updated on the progress and request
your inspection of the construction periodically.

Mr. Hardcastle,
The Rifle Fire Protection District has reviewed the Building Permit application for the
Mamm Creek properties to construct twa commacial buildings of approximately 9000
square feet each. I have discussed these items with Mr. Don Scarrow.ofScarrow and
Walker Inc. and with Mr. Andy Schwaller as well.
In review of the application, the District would have the following comments:
1. Buildings are to meet all applicable sections of the 2003 IFC and IBC.
2. The District will require acceptance testing and final approval Of the fire
protection water supply prior to issuance of a certificate of occupancy.
3. Per plans, hydrant locations appear to be adequate. The District would like to field
verify locations prior to installation.

Water Quality Control Division with information and analysis as per the "New
Water System Planning Manual" regarding the type of water system the proposal
will be using. Approval shall be gained from said agency, or a letter indicating
the SUP proposal is exempt from this State requirement, and shall be sent to the
Garfield County Building and Planning Department before issuance of the Special
Use Permit.
9. The well is not permitted for the uses proposed and was also created to provide
water service to not only the subject parcel but also a planned residential project
on the west side of CR 319, therefore the Applicant shall demonstrate the ability
to provide required water rights that would adequately serve the proposed use, the
West Divide contract shall be amended for the uses proposed prior to issuance of
the Special Use Permit.
10. The Applicant shall determine actual water service potential (as noted in condition
#8 & 9 above) and submit this information to the Rifle Fire Protection District for
review and approval. The resulting response shall be sent to the Garfield County
Building and Planning Department noting satisfactory compliance, or mitigation
actions recommended by the reviewing entity which shall be in place or satisfied
prior to issuance of the Special Use Permit.
11. The Applicant shall provide a Wildlife Report to the Colorado State Division of
Wildlife with response sent to the Garfield County Building and Planning
Department noting satisfactory compliance, or mitigation actions recommended
by said agency which shall be in place prior to issuance of the Special Use Permit.
12. The Applicant shall provide a Vegetation Report to the Garfield County
Vegetation Management Department with a response sent to the Garfield County
Building and Planning Department noting satisfactory compliance, mitigation
actions, security or any other requirements recommended by said department

Please let me know if this location is ok with you as it can be relocated should you desire.
Additional hydrants will be installed in the event other buildings are ever approved

Storage for fire protection water will exceed the 180,000 gallons minimum requirements
and siso exceed fire flow requirements of 1500 GPM at 20 psi.

your inspection of the construction periodically.
