A final Electrical Inspection from the Colorado State Electrical Inspector 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non- absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water, non-absorbent floors and walls finished and a privacy door; 5. These areas are as follows: 1. As per Sec. 310.2.2 of the 97 UBC, occupancies having more than 3000 s.f. of floor area above the first floor shall not be less than 1 hr. fire resistive construction throughout. This requirement will need to be added to the plans. 2. As per Sec. 1103.1.9.3 of the code, multi -unit buildings containing four or more dwellings must be built to the accessibility requirements for a Type B dwelling. This allows for the building to be properly sized and adaptable at construction without having to provide all the accessible features required of a Type A building. This requirement is not included with the submitted plans but I believe Bryan Sims is working on a solution. 3. Also redlined on the plans, are the requirements for the engineer of record to inspect the subgrade and foundation prior to the concrete being poured. A letter from the engineer will be required post inspection. 4. As per plat notes associated with the PUD, footer drains and radon testing is required. Both these requirements are noted on the plans. 5. Please verify if the listed and tested 1 hr. assemblies specified in the plans are compatible with the wood I joist floor/ceiling construction shown. The specific I joist manufacturer's tested assemblies may need to be substituted with the assemblies shown on the plans. 6. The separation between the dwelling units required as per Sec. 310.2.2 must also continue through the access/egress stair well of the 2"4 floor through the l' floor. 7. The approved plans will have other corrections red -lined on the plans. With all the projects submitted utilizing the shallow frost protected foundations, an additional insulation inspection will be required prior to backfill to verify the rigid insulation is installed properly as per Sec R403.3 of the 2003 IRC. It would appear that fill material is being placed without adequate compaction to support the future buildings. It has been reported that fill depths of 10 feet have been placed without being compacted or tested to see if adequate compaction has been achieved. Also the fill material may not be of a structural nature. It was reported that topsoil with organic material was used in some locations. The problem this presents is possible structural failure of the foundation and buildings or movement that would render the buildings unsafe to occupy. This type of settlement could occur months after completion of the structures. We are requesting the engineer of record review the proposed building sites to address these concerns. A sealed letter from the engineer will be required verifying the fills are constructed in a way to support the designed loads of the buildings. The geotechnical exploration generally identified a two layered subsurface profile, the u pper layer being sandy silty slay loess and alluvial fan deposits overlying mud flow cobbles and boulders in a sandy clay matrix. The upper clay soils and underlying mud flow deposits were found to be suitable for support of spread footings. There may be a n eed to design the footings fou a minor to low expansion potential but it has been our experience in Battlement Mesa that because of the high basalt rock content, the potential for foundation heave is low and tolerable for lightly loaded spread footings. The access street, Angelica Circle has a vertical elevation rise of over 30 feet for approximately 500 feet at the Eastem side of the site. This difference in elevation necessitates a vertical drop in the access -way to the units in this area which typically exceeds 30 inches. This change in elevation is documented on the grading plans created by High Country Engineering of Glenwood who is responsible for the site grading and drainage engineering. This difference in grade allows exception in reference to Section 1103.1.9.3-5.1 & 5.2. Subsurface conditions encountered in the exploratory borings drilled at the site, below about Yh foot of topsoil, consist of nil to 171 feet of very stiff, silty sandy clay overlying relatively dense basalt fragments up to boulder size in a sandy clay matrix. Groundwater was not encountered in the borings and the soils were slightly moist to moist with depth. Bearing conditions throughout the site varied. Spread footings placed on the natural subsoils and designed for an allowable bearing pressure of 1,500 psf to 3,000 psf appear suitable for building support. Building sites with expansive clay may need the footings to be designed for a minimum dead load or the clay removed to exposed the granular subsoils. The project site is shown on Fig. 1. The purpose of the study was to evaluate the geologic and subsurface conditions and their potential impact on the project. The study was conducted in accordance with our proposal for geotechnical engineering services to Grace Homes, Inc., dated July 1, 2002. A field exploration program consisting of exploratory borings was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for project planning and preliminary design. This report summarizes the data obtained during this study and presents our conclusions and recommendations based on the proposed development and subsurface conditions encountered. PROPOSED DEVELOPMENT The proposed development will consist of mixed use residential and commercial structures. The commercial portion of the development (Lots 84 to 90) will be located in the northeast portion of the site and 83 residential lots will be located to the south of the drainage gully as shown on Fig. 1. We assume buildings will be typical of the area and consist of one to two stories of wood frame construction on slab -on -grade or over a crawlspace or partial basement. We expect foundation loadings will be relatively light. Entrances to the development will be located along West Battlement Parkway and Stone Quarry Road. Private driveways will access the lots from newly constructed interior H -P GEOTECH -2 - roads. Commercial buildings will have slab -on -grade floors. The development will be serviced with municipal water and sewer systems. If development plans change significantly from those described, we should be notified to re-evaluate the recommendations presented in this report. SITE CONDITIONS The site is currently occupied by a ranching operation with related structures and pastures located on approximately 40 acres at the southwest corner of West Battlement Parkway and Stone Quarry Road. The existing residence appears to be abandoned. Several utility easements and dry irrigation ditches transect the property. The ground surface is mostly flat to gently rolling. A deeply incised drainage gully is located in the northeastern third of the site. The gully was dry at the time of our field exploration. Grades range between 5 and 10 percent and generally slope down to the northwest in the proposed building areas. The side slopes of the gully are steep. Vegetation consists of sparse grass in the pastures with brush and sagebrush on the slopes of the drainage and along the north property line. Some mature trees are located near the existing structures north of the drainage. GEOLOGIC CONDITIONS The general site geology at the Battlement Mesa Project Area was observed and described in a preliminary subsoil and geologic study by Chen & Associates, Job No. 11,833 dated January 16, 1975. Parcels 2-5 and 2-6 are situated on the western portion of the Battlement Creek alluvial fan which is composed of interlayered mudflow and alluvial sediments. Deposition of the fan began during late Quaternary time. During this time, climatic conditions were quite varied resulting in alluvial deposition along historic drainages during fairly dry periods and mudflow depositions during wet periods. H -P GEorECH -3 - The mudflow deposits are characterized by a heterogeneous mixture of gravel, cobbles and boulders embedded in a sandy clay matrix. The alluvial sediments are generally more stratified and usually show some degree of sorting. The upper clays are wind blown deposits and alluvial soils derived from reworking of the mudflow deposits by recent and Holocene streams. Bedrock underlying this site is the Eocene Wasatch Formation. Bedrock was not encountered in any of the exploratory borings drilled during the current study and was encountered deeper than 100 feet in other parts of the Battlement Mesa area in borings drilled for previous geotechnical studies. FIELD EXPLORATION The field exploration for the project was conducted on August 20 and 21, 2002. Eight exploratory borings were drilled at the locations shown on Fig. 1 to evaluate the subsurface conditions. The borings were advanced with 4 -inch diameter continuous flight auger powered by a truck -mounted CME -45B drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with 1% inch and 2 inch I.D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figs. 2 and 3. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figs. 2 and 3. The subsoils, below about 1 foot of topsoil, consist of nil to 17' feet H -P GEOTECH -4 - of very stiff, silty sandy clay overlying relatively dense basalt fragments up to boulder size in a sandy clay matrix. Drilling in the dense basalt with auger equipment was difficult due to the cobbles and boulders and drilling refusal was encountered in the deposit at Borings 1, 4 and 8. Laboratory testing performed on samples obtained from the borings included natural moisture content and density, gradation analyses and Atterberg limits. Results of swell -consolidation testing performed on relatively undisturbed drive samples, presented on Figs. 5 to 7, generally indicate low to moderate compressibility under existing moisture conditions and light loading. Samples tested from the northern portion of the site showed a minor collapse potential (settlement under a constant load) when wetted and moderate compressibility with increased loading after wetting . Samples tested from the southern portion of the site typically showed a minor to low expansion potential after wetting. The clay matrix sample from Boring 7 at 10 feet depth showed a high expansion potential when wetted. Results of a gradation analysis performed on a small diameter drive sample (minus 11/2 inch fraction) of the more granular soil matrix are shown on Fig. 8. Atterberg limits testing on the upper fine grained soils and clay matrix soils indicate plasticity ranging from low to high. The laboratory testing is summarized in Table I. No free water was encountered in the borings and the subsoils were slightly moist to moist. PRELIMINARY DESIGN RECOMMENDATIONS The conclusions and recommendations presented below are based on the proposed development, subsurface conditions encountered in the exploratory borings, and our experience in the area. The recommendations are suitable for planning and preliminary design, but site specific studies should be conducted for individual lot development. H -P GEOTECH -5 - FOUNDATIONS Bearing conditions will vary depending on the specific building locations and bearing depths. Based on the nature of the proposed construction, spread footings bearing on the natural subsoils should be suitable for building support. We expect the footings can be sized for an allowable bearing pressure in the range of 1,500 psf to 3,000 psf. Expansive clays encountered in building areas may need to be removed or the footings designed to impose a minimum dead load pressure to limit potential heave. Nested boulders could be difficult to excavate and result in irregular bearing conditions. Voids created by boulder removal should be backfilled with compacted road base or concrete. Foundation walls should be designed to span local anomalies and to resist lateral earth loadings when acting as retaining structures. Below grade areas and retaining walls should be protected from wetting and hydrostatic loading by use of an underdrain system. The footings should have a minimum depth of 36 inches for frost protection. FLOOR SLABS Slab -on -grade construction should be feasible for bearing on the natural soils with some risk of post -construction slab movement at sites with expansive clays. The clays could be subexcavated to reduce the potential for slab heave. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints. Floor slab control joints should be used to reduce damage due to shrinkage cracking A minimum 4 -inch thick layer of free - draining gravel should underlie basement level slabs to facilitate drainage. UNDERDRAIN SYSTEM Although free water was not encountered during our exploration, it has been our experience that local perched groundwater may develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. A perimeter underdrain system for shallow crawlspaces should not be required provided that proper drainage is maintained around the buildings. Any H -P GEOTECH -6 - building sites with basement levels or retaining walls should be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1% to a suitable gravity outlet. SURFACE DRAINAGE The grading plan for the subdivision should consider runoff from uphill slopes through the project and at individual sites. Flows should be expected in the gully during intense thunderstorms and unusually heavy snow pack melt. Water should not be allowed to pond which could impact foundations or pavements. To limit infiltration into the bearing soils next to buildings, exterior backfill should be well compacted and have a positive slope away from the building for a distance of at least 10 feet. Roof downspouts and drains should discharge well beyond the limits of all backfill and landscape irrigation should be restricted in areas with moisture sensitive bearing soils. PAVEMENT SECTION THICKNESS We understand the interior roads and parking areas will be asphalt paved. Design traffic loadings were not available for our analysis. We assume an 18 kip equivalent daily load application (EDLA) of about 10 to 20 for the interior roads with occasional truck traffic, and 5 for automobile parking areas. The subgrade soils encountered at the site are typically low to medium plasticity sandy silty clays which are considered a relatively poor support for pavement materials. Some areas in the northeast commercial area may encounter dense basalt fragments at design subgrade elevations. Based on the soil conditions encountered in the exploratory borings, the laboratory test results and the assumed traffic Loadings, the pavement section should consist of 4 inches of asphalt pavement over 8 inches of base course for the interior through streets in the residential and commercial areas and 3 inches of asphalt pavement on 9 inches of base course for the remaining local streets and commercial lot driveways. H -P GEOTECH -7 - Three inches of asphalt pavement over 6 inches of base course should be used for automobile parking areas. The base course should meet CDOT Class 6 specifications and be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum moisture. Prior to placing the pavement materials, the entire subgrade area should be stripped of any vegetation and topsoil, adjusted to a moisture content near optimum and compacted to at least 95% of standard Proctor density. The pavement subgrade should be proof -rolled with a heavily loaded pneumatic -tired vehicle. Areas which deform excessively should be removed and replaced to achieve a stable subgrade prior to placing pavement materials. Required structural fill below pavement areas should consist of predominantly granular soils, compacted to at least 95% of standard Proctor density at near optimum moisture content. The subgrade improvements and placement and compaction of base and asphalt materials should be monitored on a regular basis by a representative of the geotechnical engineer. LIMITATIONS This study has been conducted according to generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from review of previous geologic reports, the exploratory borings located as shown on Fig. 1, the proposed type of construction and our experience in the area. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for planning and preliminary design purposes. We are not responsible for technical interpretations H -P GEOTECH -8 - by others of our information. As the project evolves, we should provide continued consultation, conduct additional evaluations and review and monitor the implementation of our recommendations.
