Jim, I spoke with my boss Chris McCallum about the open Brune permit. He said that the project is being litigated and
that TPI needs to "stay out" of the permit issue, at least presently. Looks like Brune applied for the permit as applicant
and TPI is listed as contractor, so it's mostly up to Brune. So if you could, TPI would like to leave it as is for now. Thank

Please be advised that building permits expire, per Uniform Building Code, section 106.4.4 or lnemational Code Sections 105.5
"Every permit issued by the building official under the provisions of this code shall expire by limitation and become null and void
if the building or work authorized by such permit is not commenced within 180 days from the date of such permit or if the buliding
or work authorized by such permit is suspended or abandoned at any time after the work has commenced for a period of 180 days.
Before such work can be recommenced, a new permit shall first be obtained to do so, and the fee therefore shall be one half the
amount required for a new permit for such work, provided no changes have been made or will be made in the oritinal plans and
specifications for such work, and provided further that such suspension or abandonement has not exceeded one year. In order to
renew action or a permit after expiration, the permittee shall pay a new full permit fee."
Please contact this office at your very earliest convenience, in writing, to advise us about the status of your permitted work.
If you have not responded within thirty (30) days from the receipt of this notice the permit will be closed and a
permanent notation will be placed in the property records at the County Clerk & recorders office that indicates that
the work permitted per Colorado Revised Statues 30-28-205 & 210, was not inspected, is not approved and the building
or area is illegal to occupy and is subject to legal abatement action or other option available by law.

The following items are required by Garfield County for a final Inspection:
l) A final Electrical Inspection from the Colorado State E!ectrica!Jnspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors an9 windows
installed; a complete kitchen with cabinets, sink with hot&, cold running water, non-absorbent
kitchen floor covering, conntei" tops and finished walls, ready for stove and refrigerator; all
necessary· plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be musthave handrails. Balconies and decks
over 30" high must be constructed tn a!llBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be tnade upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy rnay be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, amVor Siate
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOTBEJSSUED UNTIL ALL THE
ABOVE .ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.
OWNER CANNOT OCCUPY OR USE DWELLING UNTIL A C.O. IS ISSUED.
OCCUPANCY OR USE OF DWELLING WITHOUT A CO, WILL BE CONSIDERED AN

In order to understand the scope of the work intended under a permit application and expedite the issuance of
a permit it is important that complete information be provided. When reviewing a plan and it's discovered that
required information has not been provided by the applicant, this will result in the delay of the permit issuance
and in proceeding with building construction. The owner or contractor shall be required to provide this
information before the plan review can proceed. Other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your project and
provide adequate information to facilitate a plan review. Also, please consider using a design
professional for assistance in your design and a construction professional for construction of your
project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado
Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the building, plumbing
and mechanical codes, applicants are requested to review the following checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks,
balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade
I
line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap,
(which is required), siding or any approved building material. Engineered foundations may be required.
Check with the Building Department.
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to
withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B
or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, IPC, IMC, IFGC, and IFC.
Applicants are required to indicate appropriately and to submit completed checklist at time of
application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings,
setback easements, and utility easements showing distances to the property lines from each comer of
the proposed structure prepared by a licensed surveyor and has the surveyors signature and
professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan.
(NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision final plat shall
be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a recorded
subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the
proposed structure located within the envelope. .

In the Analysis that I have attached to each set of plans and provided for the
folder I have indicated in bold notations and corrections. There are not many and some
may only require clarification.
As far as the valuation of the project I noted on the permit application the owner
indicated a valuation of$1.9 M. I measured the buildings and they are each 9,3 08 sq. ft.
measured inside the exterior walls . The last information I have on fees (Oct. I , 2004)
indicate steel frame warehouses at $39.88 per square ft. is that what you are still using?
Using this figure I come up with a valuation of $742,406.08 for both buildings. Also,
both buildings are exactly the same except for their location on the property and their
relation to the street, property line and other buildings. It looks like you may have figured
the fees for only one building since they are the same. Let me know what you would like
to do!

LIGHT AND VENTILATION
1. Every space intended for human occupancy shall be provided with
natural light. The minimum net glazed area shall not be less than
8% of the floor area. --Sec. 1205.1 and 1205.2
Any room is permitted to be considered as a portion of an adjoining
room where one half of the area of the common wall is open and
unobstructed and provided not less than one tenth of the floor area
or 25 square feet, whichever is greater. --Sec. 1205.2.1
Artificial light shall be provided that is adequate to provide an
average illumination of 10 foot candles over the area of the room
at a height of 30 inches above the floor. --Sec. 1205.3
2. Natural ventilation of an occupied space shall be through windows,

The minimum openable area to the outdoors shall be 4 percent of the

PLUMBING AND MECHANICAL:
No information was provided regarding any mechanical and/or space or water
heating or plumbing in these buildings. All plumbing will require a plumbing
permit from the County and all work must comply with the 2003 International
Plumbing Code (IPC). All mechanical work will require a permit from the
County and all heating and/or mechanical work must comply with the 2003 IPC
or 2003 International Mechanical Code (IMC) .
WALL AND CEILING FINISH:
1. Wall and ceiling finish materials are required to comply with
Sec. 803.5 and Table 803.5.
2. Toilet room floors shall have a smooth, hard nonabsorbent surface
that extends upward onto the walls at least 6 inches.

3. Walls within 2 feet of urinals and water closets shall have a smooth,
hard nonabsorbent surface, to a height of 4 feet above the floor.

TOILET FACILITIES:
1. A 60 inch diameter turning space or T-shaped space is required

Doors shall not swing into the clear floor space for any fixture.

NOTE: It is not clear that this turning space has been provided in these
Toilet rooms. Please provide information to the Building Official to
verify compliance. Other accessibility items within the Toilet Rooms
appear to comply as drawn on the plans.
2. Water closet shall be mounted adjacent to a side wall or
partition. The distance from the side wall or partition to the
centerline of the water closet shall be 16 to 18 in. Sec. 604.2
5. Grab bars shall have a circular cross section with a diameter of
1 1/4 inch minimum and 2 inches maximum, or shall provide
equivalent grasp. --Sec. 609.2
The space between the wall and the grab bar shall be 1 1/2 inches.

Grab bars shall be mounted in a horizontal position 33 inches
minimum and 36 inches maximum above the floor. --Sec. 609.4

GLAZING REQUIREMENTS
All glazing in hazardous locations is required to be of safety
glazing material. --Sec. 2406.1

2. Glazing in fixed or operable panels adjacent to a door where the
nearest exposed edge of the glazing is within a 24-inch arc of
either vertical edge of the door in a closed position and where the

NOTE: Sheet A2 and the Engineered Building plans do not indicate any
reference to safety glazing in the doors or within 24-inches of the
doors as required by Sec. 2406.
STRUCTURAl.:
Foundation Design: The structural sheets appear to comply with design
requirements of the 2003 IBC however, the general notes do not indicate
that the design is directed to compliance with the 2003 IBC.
Engineered Steel Building: The steel building plans specify design to
the 2003 IBC and the design criteria complies with the 2003 IBC.
However, the plans submitted are not stamped by an engineered registered
in the State of Colorado. Stamped plans acceptable to the Building
Official should be provided.
GRADING:
Only one Grading Plan was submitted with this application and that has
been attached to the OFFICE set of plans. Another set should be provided
to the building Department for attachment to the FIELD set of plans.

ne c tion to or use with any d we lling or structures not approved by the Building and Zoning office shall automatically be a violation or a
requirement of the permit and cause for both legal action and revocation of the permit.
3. Any person who constructs, alters, or installs an individual sewage disposal system in a manner which Involves a knowing and material
variation from the terms or specifications contained In the application of permit commits a Class I, Petty Offense ($500.00 f i ne-6
months in jai l or both).
