The attached documents have been prepared to address items outlined in the previous completeness review and complete the requirements of the Garfield County Land Use and Development Code. Responses are noted in RED 1. General Application materials need to include a clarification regarding the relationship between different entities noted on various forms. A statement is needed indicating that Commnet Four Corners and Commnet Wireless are the same and a statement of authority for Commnet Four Corners needs to be provided. • For the purpose of this submittal, Commnet Wireless, Commnet Four Corners LLC, and Commnet are the same entity. See attached list of subsidiaries. 2. Statement of Authority from A.J. Woodward needs to be recorded. • Please see attached Letter of Authorization. 3. The statement on Mineral Rights research provided from Britt Kelly needs to be included with your Application materials. • Please see attached. 4. In regard to the lease agreement, a statement is needed to indicate whether any other parties have leasehold or other interest in the portion of the property proposed for the Telecommunication Facility. • The proposed Lease Area by Commnet Wireless is located in an area that is free of any existing lease hold. A&J Woodward LLC is the sole owner of the parcel. See attached letter from Commnet dated June 12, 2015. 6. A scale copy of the site plan needs to be provided. The site plan needs to also include significant features, easements, and improvements in the vicinity of the site. The site plan needs to include basic topographic mapping including the information on the grade for the access road. Any support structures or communication cabinets need to be included on the site plan. • See attached scale copies of the vicinity map and site plan. 7. Additional information on the Tower such as preliminary engineering/concept drawings need to be included. • See attached tower and foundation drawings by TransAmerican Power Products, Inc (Job #: 23514-0859) that have been determined to be of sufficient capacity by a licensed engineer in the state of Colorado. 8. The Application needs to formally include a submittal waiver from the Traffic Study along with the narrative on traffic generation already provided. • Please see attached Traffic Analysis letter. 9. The Application needs to address the Impact Analysis, and formally request waivers as appropriate. Information on adjoining land uses, site characteristics, soils, geologic hazards, wildlife etc. can be a combination of narrative and reports by qualified professionals. • Please see attached Impact Analysis report 10. Additional information on the adequacy of the access road needs to be provided. Arvada, CO 80002 Office: (303) 566-9914 Fax: (303) 566-9916 3 Blanco Hill_TRAFFIC ANALYSIS LETTER A Commnet Four Corners LLC, Telecommunication Facility 150' Monopole Tower "TOWER ENGINEERING PROFESSIONALS July 8, 2015 Attn: Glenn Hartmann Garfield County Building and Planning Department 108 8th Street, Suite 401 Glenwood Springs, CO 81601 RE: Traffic Analysis To Whom It May Concern, This letter is in regards to the imposed traffic at the proposed Commnet Four Corners, LLC telecommunications facility located off of 19294 SH 13, Rifle, CO 81650. The proposed project will involve the use of an existing access drive to a proposed telecommunications facility. The access drive will only be utilized by Site Technicians 10-12 times a year (plus any power outages or unforeseen maintenance issues). Site Techs have all -terrain vehicles and are trained in accessing sites in poor conditions. A map of the proposed location can be found on the vicinity map and site plan provided by TEP (project #: 56311.31471). There are no existing county roads within a mile of the access drive. The nearest intersection (Rio Blanco CR 5/ Garfield CR 253) is approximately 1.8 miles to the Northwest and the intersection of Hogback Ridge Trail approximately 10.8 miles to the Southeast. These two intersections will not see any increased traffic flow due to the proposed telecommunications facility. There will be no interruption to traffic along SH13 to during construction of the improved access drive. Construction of the site shall be complete within 4-5 weeks of start date, with a peak hour volume of no more than 2 per hour. State Highway 13 is a 2 -lane asphalt, minor arterial road with an AADT average of 2030. Values determined from an average of the two nearest CDOT count locations. The increased traffic of 10-12 vehicles per year will not affect the current road volumes. A modification permit will be submitted to CDOT to allow Commnet Four Corners, LLC shared use of the existing drive. Regards, Graham M. Andres, P.E. An address list of real property adjacent to the subject property and the mailing address for each of the property owners is supplied as part of the application package. 2. Adjacent Land Use. Adjacent properties are shown on the attached Vicinity Map. 3. Site Features. The proposed site does not have any distinctive site features such as streams, areas subject to flooding, lakes, high ground water area, topography, vegetative cove, climatology, and other feature. Commnet conducted an environmental report as required by the Federal Communications Commission. The proposed site was deemed to have no adverse effect on any nearby features. 4. Soil Characteristics. The proposed site does not have any distinctive soil characteristics. A geotechnical analysis was completed to ensure the foundation design of the proposed tower will meet the needs of the soil characteristics at the tower center. 5. Geology and Hazard. Commnet conducted environmental reporting as required by the FCC. The geological characteristics of the proposed site are noted within the report. The report did not determine any potential natural or manmade hazards for the proposed site. 6. Groundwater and Aquifer Recharge Areas. Commnet conducted environmental reporting as required by the FCC. The proposed site is not determined to have an effect on Floodplains, the nature of soils and subsoils and their ability to adequately support waste disposal, the Slope of the land, the effect of sewage effluents, and the pollution of surface runoff, stream flow, and groundwater. 7. Environmental Impacts. Commnet conducted environmental reporting as required by the FCC. The proposed site was not determined to have an adverse effect on the following: a. Long-term and short-term effect on flora and fauna; b. Archaeological, cultural, paleontological and historic resources; c. Designated environmental resources, including critical Wildlife Habitat; d. Wildlife and domestic animals through creation of hazardous attractions alteration of existing native vegetation, blockade of migration routes, use patterns or other disruptions; e. Potential radiation hazard; and f. Spill prevention control and counter measures plan. 8. Nuisance. The propose site will not have an impact on adjacent land from the generation of vapor, dust, smoke, noise, glare or vibration, or other emanations. 9. Reclamation Plan. A reclamation plan consistent with the standard in Section 7-212 is provided in the drainage plan by TEP (Project Number: 56311.31471) included with this submittal. Blanco Hill_ROADWAY STANDARD WAIVER A Commnet Four Corners LLC, Telecommunication Facility 150' Monopole Tower "TOWER ENGINEERING PROFESSIONALS July 8, 2015 Attn: Glenn Hartmann Garfield County Building and Planning Department 108 8th Street, Suite 401 Glenwood Springs, CO 81601 RE: Roadway Standard Waiver To Whom It May Concern, This letter is in regards to the proposed Telecommunication Facility by Commnet Wireless located on parcel number 1919-224-00009. Pertaining to section 7-107 (Requirements for Access and Roadways) of Article 7 of the Garfield County Land Use and Development Code, Commnet would like to request a waiver for compliance in this section. In accordance with Policy 01-14 (Waivers for Road and Demonstration of Compliance), this standard is not applicable to the proposed project. The proposed extension and improvement to the existing access road (see sheet L-1 of the site plan prepared by TEP) is "a driveway accessing a single property" and not defined as a road per Policy 01-14. Commnet will be submitting a State Highway Access Permit Application to CDOT for the proposed development and change of use for the access road located off of Highway 13. Compliance with Zone District Use Restrictions. The proposed telecommunications site is located on a parcel zoned Rural Zone District. Telecommunications facilities are permitted in the noted zoning district. Section 7-102. Compliance with Comprehensive Plan and Intergovernmental Agreements. The proposed site is in general conformance with the Garfield County Comprehensive Plan and complies with any applicable Intergovernmental Agreement. The specifics of the plan are outlined in the narrative. Section 7-103. Compatibility. The proposed site was designed to be compatible with surrounding parcels and uses. Commnet reviewed the nature, scale and intensity of the proposed tower site in the development of the proposed site. The compound and tower are proposed to be located in the interior of the parcel away from public view. Only vegetation that is within the access road path and compound area will be removed. All other vegetation will remain to serve as natural screening for the site. Also, natural tones or non -reflective metals were used in the design of the site to help minimize the visual impact of the site. Finally, Commnet is seeking to construct the minimum tower height necessary to meet the RF coverage objectives to minimize the scale and intensity of the site. Section 7-104. Source of Water. Water is not required for the proposed telecommunications site; therefore, this item is not applicable. Section 7-105. Central Water Distribution and Wastewater Systems. Water is not required for the proposed telecommunications site; therefore, this item is not applicable. Section 7-106 Public Utilities. The site will need electric service. Existing power service is located to the west of the site, along HWY 13. The proposed utility easement and proposed overhead power route are shown on sheet LE -1 of the attached lease exhibit drawings. Section 7-107. Access and Roadways. The site will be accessed by a 20' access easement housing an existing access road (approximately 1,000 feet) and a proposed access road (approximately 175') to the site. The existing access drive is located off of Colorado HWY 13, near mile marker 16.5, which is a road with public right of way. The access road will provide safe access with adequate capacity for the site. The access and roadway can be seen on page LE -1 of the lease exhibit and details found in the drainage plan. Section 7-108. No Significant Risk from Natural Hazards. The site does not propose a significant risk from Natural Hazards. Commnet completed environmental reports that encompassed the provisions of this standard. The environmental reports were included as part of this submittal. Section 7-109. Fire Protection. Fire Protection Requirements. The site is located in the Rifle Fire Protection District. All equipment at the site will be housed in free-standing UL -Listed NEMA 3R -rated steel cabinets. In the event of any electrical -related fire, the possibility of fire spreading is minimal. All proposed equipment will be UL - Listed and fitted with short-circuit/over-current protection. The contractor will be responsible for having adequate fire suppression at the site during construction. Section 7-201. Protection of Agricultural Lands. The proposed site will not have an adverse effect on agricultural lands. The site and leased area is less than 1/4 of an acre. Domestic Control Animals will not be used for this site. Fences, roads and irrigation ditches were developed within the terms of this standard and can be seen on page LE -1 of the lease exhibit. Furthermore, Commnet completed environmental reports that encompassed the provisions of this standard. The environmental reports were included as part of this submittal. Section 7-202. Protection of Wildlife Habitat Areas. The site does not create an adverse effect on Wildlife Habitat Areas. Commnet completed environmental reports that encompassed the provisions of this standard. The environmental reports were included as part of this submittal. Section 7-203. Protection of Wetlands and Waterbodies. The site does not create an adverse effect on Wetlands or Waterbodies. Commnet completed environmental reports that encompassed the provisions of this standard. The environmental reports were included as part of this submittal. Section 7-204. Drainage and Erosion. A drainage and erosion control plan has been included as part of this submittal. See drawings by TEP (project #: 56311.31471, dated April 6, 2015) for details. Section 7-205. Environment Quality. The proposed site will not have an adverse effect on air or water quality. Commnet completed environmental reports that encompassed the provisions of this standard. The environmental reports were included as part of this submittal. Section 7-206. Wildfire Hazards. The proposed site is located in an area of 'Low Fire Susceptibility' per the Garfield County Community Wildfire Protection Plan. The proposed site will not have any adverse effects on the existing wildfire hazard in the area. The proposed tower, equipment cabinets, and tower base will be construction of non-combustible material. Section 7-207. Natural and Geologic Hazards. The site does not include areas subject to natural or geologic hazards. Commnet completed environmental reports that encompassed the provisions of this standard. The environmental reports were included as part of this submittal. Section 7-208. Reclamation. Reclamation of disturbed areas shall be in compliance with standards set by this section. See 'Reclamation of Disturbed Areas' note in the included drainage plan (TEP project #: 56311.31471, dated April 6, 2015). Section 7-301. Compatible Design. The current land use of the property where the proposed tower is located is Rural. The surrounding land use is either the same, Public Lands, or Resource Lands as outlined by the Garfield, County Zoning map. Telecommunications facilities are permitted within this land use. The purpose of the tower in its proposed location is to provide cellular service along highway 13, between Rifle, CO and Meeker, CO. Commnet cellular service will be available to travelers and emergency response groups such as law enforcement, paramedics, and fire department for data, voice, and e911 use. Commnet will provide service for the area with CDMA and GSM technology, thus allowing most, if not all, wireless customers from Verizon, AT&T, Sprint, etc. to use the roaming service. The visual impact of the tower is minimal due to the pursuit of a minimal tower height. This results in less lighting requirements by the FAA. Additionally the tower is to be constructed using non -reflective metals so glare won't be an issue. The tower will only be accessed approximately once per month outside of any unforeseen or emergency circumstances. The proposed tower does not have any emissions and attributes no noise pollution. The tower is located in an area that will not have an adverse effect on nearby properties or detract from any adjacent buildings. Section 7-302. Off -Street Parking and Loading Standards. The access road will only be used for parking during hours of maintenance. The width of the access drive accommodates the minimum dimensions of a parking space. The access drive details are provided in the site plan included with this submittal (TEP project #: 56311.31471, sheet LE -1). Section 7-303. Landscaping Standards. There is no landscaping to be done within the compound. Weed prevention measures will be used within the compound and along the proposed access road. Areas disturbed by the construction shall be restored as natural appearing landforms (see sheet C-1 of the included drainage Plan). Disturbed areas requiring revegetation shall be planted with a seed mix, such as Pitkin County Mix by Rivendell Distribution, which is comprised of 25% slender wheatgrass (elymus trachycaulus), 20% mountain brome (bromus carinatus), 20% western wheatgrass (pascopyrum smithii), 20% secar bluebunch (psuedoregneria spicata), 5% thickspike wheatgrass (elymus lanceolatus), 5% idaho fescue (festuca idahoensis), 3% green needle (nassella viridula), and 2% indian ricegrass (oryzopsis hymenoides). Section 7-304. Lighting Standards. The tower is lighted in accordance with FAA and FCC regulations. Due to the minimal height of the tower a strobe and or beacon will not be required unless otherwise determined by the FAA and FCC. Any lighting within the compound for use by maintenance personnel shall be shielded and directed toward the center of the compound. Section 7-305. Snow Storage Standards. Snow storage can be made possible within the compound if necessary. A drainage plan is included with this submittal. Section 7-306. Trail and Walkway Standards. No trails or walkways are being proposed. Divisions 4 through 10 not applicable for this project and omitted as such. Section 7-1102. Telecommunication Facilities. A. New Towers and Facilities Included in this submittal are the tower and foundation drawings for the proposed site which have been reviewed and analyzed by a licensed engineer in the state of Colorado and deemed to be of sufficient capacity. The proposed tower will not create any physical or electromagnetic interference with existing telecommunication facilities. The proposed tower is located in an area where there are no existing towers that meet RF requirements. B. Structural and Engineering Standards The proposed tower and foundation have been reviewed and approved by a licensed professional engineer. C. Public Utility Structures. Not Applicable D. Design, Materials, and Color The proposed tower will be of minimum height to meet RF requirements and will be constructed of non -reflective metal to minimize visual impact. E. Lighting and Signage The tower is lighted in accordance with FAA and FCC regulations. Due to the minimal height of the tower a strobe and or beacon will not be required unless otherwise determined by the FAA and FCC. No advertising will be shown at the site. F. Non -Interference All appurtenances and cables shall be installed in compliance with requirements of the NEC, FCC, FAA, and state/local regulations as to not interfere with radio communication, electronic transmissions, or any other electromagnetic communication. All work shall be installed according to current codes/regulations and manufacturer recommendations as to not cause a safety hazard. G. Federal Aviation Agency Form. FAA form 7460-1 is included as part of this submittal. H. Telecommunications Act The proposed site is in compliance with the Federal Telecommunications Act of 1996, and all applicable requirements of the FAA. Per a voicemail from Mr. Terry Ireland of the U.S. Fish & Wildlife Service — Western Colorado Ecological Services Field Office on 12/16/14, the proposed action will not consist of impacts significant enough to warrant concern by the Service and the project is "clear to go ahead." Additionally, the Colorado Parks and Wildlife response states that "the proposed tower site does not contain any known critical habitat types, nor does it provide habitat for any threatened or endangered species." Therefore, due to the minimal amount of disturbance associated with the proposed action, the proximity to existing sources of human disturbance, and the lack of suitable, preferred, or critical habitat for any of the listed species in the vicinity of the proposed action area, it is the opinion of TEP that the proposed tower will have "no effect" on federally listed threatened or endangered species or their critical habitats. 3B. Proposed Threatened or Endangered Species or Proposed Critical Habitats — Based on a review of the listed threatened and endangered species within Garfield County, Colorado, as obtained from the USFWS Official Species List — Consultation Tracking # 06E24100 -2015 -SLI -0002 (dated 10/3/14), there are no proposed threatened or endangered species in Garfield County; however, there is proposed critical habitat for the yellow -billed cuckoo (Coccyzus americanus). According to review of the pertinent maps available from the USFWS, the proposed action area is not located in the vicinity of any proposed critical habitat for the species. Therefore, it is the opinion of TEP that the proposed action will not likely jeopardize the continued existence of any proposed endangered or threatened species and will not likely result in the destruction or adverse modification of proposed critical habitats. 4. Historical Places — Based on the results of our coordination with History Colorado — Office of Archaeology and Historic Preservation (CO-OAHP), the proposed tower will have "no adverse effect" on properties listed on or eligible for listing on the National Register of Historic Places within the FCC designated 0.5 -mile radius area of potential effect (APE). TEP also provided written correspondence to Garfield County Community Development, the City of Rifle Certified Local Government (CLG), Rifle Creek Historic Preservation, and the Frontier Historical Society on 11/12/14. Further, due to the FCC - designated 0.5 -mile visual effects APE extending into Rio Blanco County, TEP also provided written correspondence to the Rio Blanco Planning Department and the Rio Blanco Historic Preservation Advisory Board on 11/12/14. No comments regarding historic properties have been received to date. 5. Indian Religious Sites — Based upon a review of available information obtained from, the Bureau of Indian Affairs -Indian Reservations in the Continental United States, dated 5/96, and the responses to the FCC - Tower Construction Notification ID #114622, filed 7/24/14, no known Indian religious sites will be affected by the proposed tower site. 6. Floodplains — Based on a review of the floodplain map of the area, FIRM Index No. 0802051ND0A, dated 8/2/06 of Garfield County, CO, the proposed communications tower site is located on an unprinted panel (0802050550B) that is designated as being located within Zone D, areas of possible but undetermined flood hazards. According to the USGS 7.5 -minute Rio Blanco, CO topographic quadrangle, the proposed facility is located at least approximately 550 -ft west and 60 -ft up -gradient of the nearest mapped surface water feature, an unnamed tributary of Government Creek. Additionally, according to the USDA-NRCS Web Soil Survey of the site, the soil of the area is not identified as occurring in floodplains and has no listed frequency of ponding or flooding. Therefore, it is the opinion of TEP that the proposed facility is not located within a 100 -year floodplain. 7. Surface Features — Based on our on-site investigation and a review of the U.S. Fish and Wildlife Service National Wetland Inventory map of the area and the USGS 7.5 -minute Rio Blanco, NM topographic quadrangle, the proposed tower is not anticipated to result in a significant change or modification to surface features such as fill in jurisdictional wetlands, deforestation, or water diversion. 8. Zoning/High Intensity White Lights — The proposed tower will be 150 -ft AGL (160 -ft with appurtenances) and the use of high intensity white lights should not be necessary. According to FAA Aeronautical Study No. (ASN) 2014-ANM-2679-OE, the proposed tower has been determined to be of no hazard to air navigation and marking and lighting are not necessary for aviation safety. Therefore, the proposed tower is anticipated to be an unlit structure. 9A. This investigation was performed in general accordance with our proposal dated June 11, 2015. Our work consisted of subsurface exploration, laboratory testing, engineering analyses and preparation of this report. This report includes our recommendations relating to the geotechnical aspects of the project's design and construction. The conclusions and recommendations stated in this report are based on the subsurface conditions found at the location of our exploratory boring at the time our exploration was performed. Our findings, conclusions, and recommendations should not be extrapolated to other areas or used for other projects without our prior review. Furthermore, they should not be used if the site has been altered without Martinez Associates' prior review to determine if these recommendations remain valid. Project Description: As currently planned, the site construction will include a monopole cellular transmission tower with the support equipment cabinets being mounted on the tower foundation. The proposed monopole tower will be approximately 150 feet in height and will be supported on a 16 by 16 foot mat foundation. Maximum vertical loading at the base of the tower are anticipated to be in the range of 6 to 30 kips, the maximum lateral force will be 6 to 40 kips and maximum overturning moment will range from 4,500 to 12,000 inch -kips. We understand vertical movement of the tower is not critical. Purpose and Scope: The purpose of our investigation was to explore and evaluate subsurface conditions at the tower location and, based on the conditions found, develop recommendations relating to the geotechnical aspects of project design and construction. The conclusions and recommendations in this report are based on analysis of the data from our field exploration and laboratory tests, and on our experience with similar soil and geologic conditions in the area. Laboratory tests were performed on selected soil and bedrock samples to estimate their relative engineering properties. The following tests were performed in general accordance with locally recognized standards: Description and Identification of Soils (Visual -Manual Procedure) Moisture Determination Unit Weight One Dimensional Swell -Settlement Water Soluble Sulfates Resistivity pH Results of the laboratory tests are shown on the boring report and laboratory summary sheets attached. Subsurface Conditions: As presented on the boring report, interlayered sandy clay and clayey sand was encountered from the surface of the site to the maximum depth of exploration. No bedrock was encountered on the site to the maximum depth of exploration. Field penetration data indicates that the clay soils were very stiff in consistency and the sand soils were medium dense in relative density. Laboratory test results indicate that the near surface clay soils have a low expansive potential at in-situ moisture contents. Groundwater was not observed in the test boring at the time of field exploration, nor when checked immediately after drilling. These observations represent only current groundwater conditions, and may not be indicative of other times, or at other locations. Groundwater levels should be expected to fluctuate with varying seasonal and weather conditions. Tower Foundation: As presently planned, the proposed monopole tower will be supported on a mat foundation system. The mat/footing is proposed to be about 16 feet by 16 feet and about 5 feet thick, depending on the results of the geotechnical investigation. Based on the general footing configuration, we estimate the mat/footing may be designed for a maximum bearing pressure of 5,000 pounds per square foot (psf). The design bearing pressure applies to dead loads plus design live load conditions. The design bearing pressure may be increased by 1/3 or as allowed by local code when considering total loads that include wind or seismic conditions. Footings should be placed a minimum of 36 inches below finished grade for frost protection and to provide confinement for the bearing soils. lla Iti n ez Blanco Wireless Nill Tower Site Associates File No. 15.006E June 30, 201. Page! If unsuitable bearing soils are encountered in the footing excavation, the excavation should be extended deeper to suitable soils. The footing could be extended to bear directly on the deeper soils or the excavation backfilled with engineered fill or lean concrete backfill placed in the excavation. For lateral load and overturning design of footing pads, an equivalent fluid pressure of 275 psf/ft is recommended for materials along the footing above any free water surface. For footing pads, a coefficient of base friction of 0.35 can be used for resistance of lateral loads. The passive pressures and coefficient of base friction are ultimate values; therefore, an appropriate factor of safety should be applied in the design. Foundation excavations should be observed by the geotechnical engineer. If the soil conditions encountered differ significantly from those presented in this report, supplemental recommendations will be required. Seismic Considerations: Based upon the nature of the subsurface materials, a Site Class D should be used for the design of the structure for the proposed project (2012 International Building Code, Section1613.3.2). The project site is located in seismic area with a mapped maximum short period (S5) and 1 -second period (Si) ground motion, respectively, of 0.276g and 0.076g as indicated by the US Geologic Survey design maps summary report for the 2012 International Building Code. The site coefficients, Fa and F,,, for the same periods are 1.6 and 2.4, respectively. Foundation Concrete: The concentration of water-soluble sulfates measured in the laboratory on the shallow sample was 0.007 percent. This concentration of water-soluble sulfates represents a Class 0 degree of sulfate attack on concrete exposed to these geologic materials. The degree of attack is based on a range of Class 0 (negligible) to Class 3 (very severe) as described in the American Concrete Institute (ACI) Standard 201.2R, "Guide to Durable Concrete. Based on these sulfate tests, the soils present a very low potential for sulfate attack on concrete. Therefore, sulfate resistant concrete mix designs are not required per ACI. Corrosion Potential: The pH and electrical resistivity was determined for a selected sample. Test results measured a pH value of 7.4 (considered slightly basic). The minimum resistivity measurement was 1368 ohm -centimeters. A qualified corrosion engineer should review this data to determine the appropriate level of corrosion protection. Additional Services and Limitations: In most cases, other services beyond completion of a geotechnical report are necessary or desirable to complete a project satisfactorily. It also sometimes happens that, while performing our services, we discover conditions or circumstances that require the performance of additional work that was not anticipated when the geotechnical report was written. Martinez Associates offers a range of environmental, geological, geotechnical, and construction services to suit the varying needs of our clients. This section outlines some of those services that may pertain to this project. Martinez Associates will be happy to submit a proposal for performing any such services upon request. The recommendations in this report depend on the assumption that an adequate program of testing and observation will be made during construction to verify compliance with our recommendations. If the conditions found during construction differ from those described in this report, please notify us immediately so that we can review our report in light of those conditions and provide supplemental recommendations as necessary.
