I. GENERAL PROJECT DESCRIPTION
The Applicant proposes to construct a telecommunication tower on a site off of Hwy. 13 in
an area generally referred to as Rio Blanco Hill. The site is zoned Rural and a Limited
Impact Review Land Use Change Permit is required for the proposed use pursuant to the
Land Use and Development Code
The tower is proposed to be located within a fenced 40 ft. by 40 ft. parcel approximately 50
yds. or more off of the east side of Hwy. 13. The tower is planned to be approximately 150
ft. in height with a monopole self supporting design. A raised platform is anticipated with an
outdoor cabinet for technical support equipment. No buildings are planned and the site will
be fenced. Power will be supplied by White River Electric. Commnet Wireless will obtain
all federal, state and local permits.

III. REVIEW PROCESS
A. Pre -application Conference.
B. Application Submittal (3 hard copies and 1 copy on a CD).
C. Determination of Completeness.
D. Schedule Public Hearing before the Board of County Commissioners.
E. Completion of public notice (posting, mailing, publication) 30 days prior to the
hearing.
F. Additional Copies requested and sent to referral agencies.
G. Evaluation by Director/Staff resulting in a Staff Report.
H. Public Hearing before the BOCC, resulting in approval, approval with
conditions or denial.
1. Preparation of a Resolution documenting the Board's action
J. Issuance of a Land Use Change Permit if approved once all conditions of
approval have been satisfied.
IV. PUBLIC HEARINGS AND NOTICE
Public Hearing notices shall be posted, mailed and published pursuant to Section 4-101.E.

K. Sections addressing Article 7 Divisions 1, 2, and 3 including provision of
utilities/infrastructure to serve the site and adequate access to serve the site.
L. Sections addressing compliance with Section 7-1102 Standards for
Telecommunication Facilities including all FCC and FAA forms (Le. FAA Form
7460-1).
M. Waivers from submittal requirements can be requested pursuant to Section 4-
202 and the review criteria contained therein. It is recommended that you
contact the Planning Staff regarding any anticipated submittal waivers. Some
submittals may not be applicable based on a facility being unmanned.
N. Waivers from standards can be requested pursuant to Section 4-118 and the
review criteria contained therein. Requests need to contained detailed
information on compliance with the review criteria.
VI. APPLICATION REVIEW FEES
This application will be subject to the following fees and deposit requirements:
Planning Review Fees: $ 400 (additional Staff time charged at hourly rate of $40.50)
Referral Agency Fees: $ tbd (includes County Consulting Engineer)
Total Deposit: $ 400
General Application Processing
Planner reviews case for completeness and sends to referral agencies for comments. Case
planner contacts applicant and sets up a site visit. Staff reviews application to determine if
it meets standards of review. Case planner makes a recommendation of approval, approval
with conditions, or denial to the appropriate hearing body.
