High Country Engineering, Inc. (HCE) has received your emailed comments dated July 20, 2015 for
the Resolution of Approval for Eastbank, LLC Major Impact Review for FedEx Land Use Change
Permit. A point by point response to your email comments is located below. Your comments have
are italicized and the HCE response is below the comment in bold text.
COMMENTS AND CORRECTIONS
In order for the Board of County Commissioners of Garfield County to approve the Land Use Change
Permit for FedEx, the following issues need to be addressed.
1. The Applicant shall have the fire protection system reviewed by a Fire
Protection Engineer (SPFE) prior to issuance of the Permit. The
conclusion and recommendations by this Engineer shall be reviewed by
the Glenwood Springs Fire Department. Once the Fire Department
is satisfied with the design, the Department shall notify the
Community Development Department in writing. The final design of
the fire protection system shall be submitted to the Garfield County
Community Development Department and County Engineer.
• Fire protection system has been reviewed and letter has been
provided to Fire Marshall. Plans have been updated to reflect
130,000 gallon tank.
2. Prior to issuance of the Permit, the Applicant shall address whether
the drainage swales, irrigation lines, and detention pond are within the
setbacks of the OWTS. The Applicant shall also address if these are in
fact encroachments and if liners are appropriate. The updated
materials shall include extents and details for lining on the plans.
This updated materials shall be reviewed by the Community Development
Department and the County Contract Engineer.
• OWTS under review by County. We have specified
required setbacks.
3. Prior to issuance of the Permit, the Applicant shall provide a new well
permit and valid augmentation plan for the well to be drilled on the
subject parcel. In addition, the water quality and quantity of the well
shall be tested in accordance with the LUDC. The well permit and
augmentation plan shall be accepted by the Division of Water
Resources. The accepted documents and results of the water quality
and quantity tests shall be reviewed by the Garfield County
Community Development Department and County Contract Engineer.
As an alternative, the Applicant may provide an easement from the RE -I
School district in effect until the School property develops, if ever, for the
well which is to serve the facility (Lot 1). The Applicant shall also show
where the new well would be drilled on the subject property should School
District parcel develop. In addition, the existing well shall be tested
for the presence of gross alpha. Should gross alpha be present, the
Applicant shall propose a method for complying with drinking water
standards. This updated documentation shall be reviewed and accepted
by the Community Development Department, the County Attorney's
Office and the County Contract Engineer.
• The Applicant has elected to provide an easement from
the RE -1 School District describe above. This well will
be utilized until such time as the School District develops
a reconfigured CR 154 access to Highway 82 that the
School District access to. .
• The new test on the well for Gross Alpha indicated that
the results are within state limits per the attached memo.
5. Prior to issuance of the Permit, the proposed Eastbank Minor
Subdivision plat shall be signed by the BOCC and recorded.
• Acknowledged.
Other Conditions of Approval
6. That all representations made by the Applicant in the application
shall be conditions of approval, unless specifically altered by the
Board of County Commissioners.
• Acknowledged.
7. That the operation of the Eastbank LLC FedEx Warehouse and
Distribution Center shall be done in accordance with all applicable
Federal, State, and local regulations governing the operation of this
type of facility.
• Acknowledged.
8. The access driveway from CR 154 to Lot 1 of the Eastbank Minor
Subdivision may only be combined with access to Lot 2 of the

Eastbank Minor Subdivision. The access driveway from CR 154 to
Lot 1 shall not be combined with the access to any other parcel or
lot.
• Acknowledged.
9. The Applicant shall control fugitive dust during the construction
and operation of the site.
• Acknowledged.
10. The facility shall maintain compliance with Section 7-304 Lighting,
with all lighting to be directed inward and downward toward the
interior of the site. In addition, all exterior light fixtures shall be 'full
cut-off
• Lighting has been modified to be in compliance with
Section 7-304 and "full cut-off".
11. Facilities and storage tanks shall be painted a non glare neutral
color to lessen any visual impacts.
• Tank and Pumphouse facility have been identified to be
painted Nucor Building Systems Burnished Slate for the
walls and top of the tank and Galvalume for the roofs of
the pumphouse. We have attached information related
to the colors.
12. The Applicant shall control all County listed noxious weeds
during construction and operation of the site.
• Acknowledged.
13. All onsite landscaping shall be comprised of fire hazard reducing
plants from the following Colorado State Forest Service
publications: Fire Resistant Vegetation 6.305, Grass Seed Mixes
6.306, and Fire Resistant Landscaping 6.303.
• Landscape Plan has been adjusted to include the listed
plants and is included with submittal.
14. As a result of bear activity in the area, all outdoor refuse containers
must be certified bear proof.
• Acknowledged.
15. Operation of the site as proposed is permitted 24 hours per day, 7
days per week.
• Acknowledged.
16. A water storage tank shall be provided onsite and as demonstrated
in the proposed site plans for use in firefighting and operating the
fire sprinklers. The tank shall meet the requirements as
recommended or necessitated by the International Building Code,
the International Fire Code, the fire protection district, the
Garfield County Building Department or the project engineer.
This tank shall be painted a non -reflective neutral earth tone color.
• The plans have been updated to include revised sizing and
flow rates for the fire protection system per the Fire
Protection Review requested by the fire Marshall. Tank
and Pumphouse facility have been identified to be painted
Nucor Building Systems Burnished Slate for the walls and
top of the tank and Galvalume for the roofs of the
pumphouse. We have attached information related to the
colors.
17. The proposed Onsite Wastewater Treatment System (OWTS) shall
obtain all necessary County permits.
• Design is in for review and also included with the
attached plan set.
18. No hazardous waste shall be stored at this facility.
• Acknowledged.

This memorandum presents supplemental water quality data for the new well drilled by KW Glenwood,
LLC. The well is located on the proposed Lot 1 of the Eastbank, LLC Minor Subdivision located within
Parcel 2A of the Eastbank Lot Split Parcel A. The well was sampled by Resource Engineering, Inc.
(RESOURCE) on April 7, 2015 to retest the well for Gross Alpha radioactivity and for iron bacteria. The
results are presented below.
RESOURCE treated the well with a shock dose of chlorine on April 3, 2015. The procedures outlined in
"Shock Chlorination of wells and Water Systems" by CDPHE, were followed based on the size and
depth of the well. The well was purged of more than three well casing volumes on April 7, 2015 by
Ray's Well Done Pump Service. RESOURCE then sampled the well water and shipped the samples
under proper chain of custody to ACZ Laboratories, Inc.
The Gross Alpha radioactivity is reported at 2.5 pCi/I and the prior test indicated a value of 24.3 pCi/l.
The drinking water standard is 15 pCi/l. The retest indicates that the Gross Alpha is less than the
drinking water standard and the original result was likely an outliner..
Iron Bacteria was retested and is reported as present in the sample. Because the well is not in
operation, RESOURCE was not able to mix the water in the well. The Chlorine may not have been
fully distributed throughout the casing and into the annular space. The result may also indicate that iron
bacteria is naturally occurring in this location. In the latter case, the proposed facility would either
accept the aesthetic nuisance of staining of fixtures and potential taste/odor issues, or provide
disinfection treatment followed by filtration. Although coliform bacteria is not present in the original
sampling, RESOURCE recommends disinfection of the drinking water system.
