It would appear that fill material is being placed without adequate compaction to support the future buildings. It has been reported that fill depths of 10 feet have been placed without being compacted or tested to see if adequate compaction has been achieved. Also the fill material may not be of a structural nature. It was reported that topsoil with organic material was used in some locations. The problem this presents is possible structural failure of the foundation and buildings or movement that would render the buildings unsafe to occupy. This type of settlement could occur months after completion of the structures. We are requesting the engineer of record review the proposed building sites to address these concerns. A sealed letter from the engineer will be required verifying the fills are constructed in a way to support the designed loads of the buildings. (Vpu° Saw Fauteng 84041.15 Mr. Darin Carei Grace Homes 786 Valley Court Grand Junction, Colorado 81505 Re: Valley View Subdivision, Battlement Mesa, Colorado Mr. Carei: After reviewing the letter dated April 28th from Garfield County, the Geotechnical Engineering report proposal from Yeh, and Associates Inc. dated April 29, 2004, visiting the site, and discussing the project with representatives from Yeh and Associates, Inc., I have determined the following: 1) The proposal for the geotechnical investigation was based upon an observation made by Ronald Weidler of High Country Engineering, Inc. that the original soils report by Hepworth-Pawlak dated September 16, 2002 did not contain specific recommendations for the design of structures. I have found, however. that the original report contained sufficient soils testing for me to develop design criteria for the structures. Additionally, I have found that the samples tested are a representative sample of the soils found on site during the excavation. It is my opinion that performing another geotechnical investigation is not warranted at this time. 2) Like everyone else, my greatest concern is the possibility that a structure will be placed on soils that were not adequately compacted or soils that contain significant organic materials. 1 discussed this issue with Brent Cole at some length. Mr. Cole has been retained by the excavation contractor to monitor and verify the placement and compaction of the soils on this project. Originally, Mr. Cole was not specifically contracted to venfy the soil placement on the building sites. This oversight was corrected by the excavation contractor and he is now contracted to do that. Despite the contractual technicality, Mr. Cole has been observing the fills, and spot checking the fill at the building locations. He does not believe that there are building site locations that contain significant organic materials. He is aware of one area that has 8' of fill and was checked for compaction at 4' intervals instead of standard 1' intervals. Based on this p.2 May 18 2004 1:22PM LOWER VALLEY ENGINEERING (9701 858-2005 • discussion, it is my suspition that the areas discussed in the Garfield county letter were not representative of the finished fill locations, but f would recommend a meeting with representatives of the county, yourself, Mr. Cole and myself at the site to resolve this issue. Compaction requirements: In order to meet the design requirements used for the foundations, the fill areas should be wetted to within 2% of optimum, mixed, and compacted to a minimum of 98% of the dry density attained by the standard proctor test AASHTO T-99 (100-112 pcf). The fill shall be placed in lifts and checked at 1' vertical intervals. Additionally, for locations where building sites are on a combination of fill and cut, the cut area shall be over excavated, mixed, and recompacted according to the above requirements so that the soil properties are uniform over a given building site. This requirement will limit the differential settlement in a given structure. Soils containing significant organic materials are riot to be used for fill. Additionally, LVEC shall be notified if soils are encountered that are significantly different from the 4 soil types found thus far on site.
