Grand Junction, CO. 81505 April 28, 2004 Via fax with hardcopy to follow. Dear Ms. Drussel: Garfield County BUILDING & PLANNING DEPARTMENT Site visits by county personnel over the past several weeks has revealed a potential problem related to the subgrade under some of the proposed building sites. It would appear that fill material is being placed without adequate compaction to support the future buildings. It has been reported that fill depths of 10 feet have been placed without being compacted or tested to see if adequate compaction has been achieved. Also the fill material may not be of a structural nature. It was reported that topsoil with organic material was used in some locations. The problem this presents is possible structural failure of the foundation and buildings or movement that would render the buildings unsafe to occupy. This type of settlement could occur months after completion of the structures. We are requesting the engineer of record review the proposed building sites to address these concerns. A sealed letter from the engineer will be required verifying the fills are constructed in a way to support the designed loads of the buildings. We will continue with the plan reviews, but permits will not be issued until the condition of the subgrade is known. Thank you for your time with this matter. Please call if you have any questions. We reviewed the new location of the water storage tank and the access road into the project. I have advised him that I was satisfied as to where the tank was located, but that the road would need some additional compaction and a hump removed at the entrance to the project. He has assured me that it would be done by the end of shift (Tuesday, May 11th). I advised him that I would call your office and okay the release of the duplex permit, but that any other building sites would require additional access work and water storage. David A. I have found, however, that the original report contained sufficient soils testing for me to develop design criteria for the structures. Additionally, I have found that the samples tested are a representative sample of the soils found on site during the excavation. It is my opinion that performing another geotechnical investigation is not warranted at this time. 2) Like everyone else, my greatest concern is the possibility that a structure will be placed on soils that were not adequately compacted or soils that contain significant organic materials. I discussed this issue with Brent Cole at some length. Mr. Cole has been retained by the excavation contractor to monitor and verify the placement and compaction of the soils on this project Originally, Mr. Cole was not specifically contracted to venfy the soil placement on the building sites. This oversight was corrected by the excavation contractor and he is now contracted to do that. Despite the contractual technicality, Mr. Cole has been observing the fills, and spot checking the fill at the building locations. He does not believe that there are building site locations that contain significant organic materials. He is aware of one area that has 8' of fill and was checked for compaction at 4' intervals instead of standard 1' intervals. Based on this May 18 2004 1:22PM LOWER VALLEY ENGINEERING 1970) 858-2005 discussion, it is my suspition that the areas discussed in the Garfield county letter were not representative of the finished fill locations, but I would recommend a meeting with representatives of the county, yourself, Mr. Cole and myself at the site to resolve this issue. Compaction requirements: In order to meet the design requirements used for the foundations, the fill areas shouldbe wetted to within 2% of optimum, mixed, and compacted to a minimum of 98% of the dry density attained by the standard proctor test AASHTO T-99 (100-112 pct). The fill shall be placed in lifts and checked at 1' vertical intervals. Additionally, for locations where building sites are on a combination of fill and cut, the cut area shall be over excavated, mixed, and recompacted according to the above requirements so that the soil properties are uniform over a given building site. This reggirentent will limit the differential settlement in a given structure. Soils containing significant organic materials are not to be used for fill. Additionally, LVEC shall be notified if soils are encountered that are significantly different from the 4 soil types found thus far on site. The;e requirements are consistent with the requirements used on site to date. Signed, Darren R. Adams, P.E. Proiect Description: The project includes subdivision of a parcel of land for residential housing, construction of utilities and roadways. We were provided with a geotechnical report by HP Geotecb for the infrastructure and a site -grading plan by High Country Engineers. The client requires a geotechnical study for the proposed structures to be constructed on the property. Scope of Work: Based on the information provided to us, additional results of field investigation to be performed, and our understanding of the project, we propose the following scope of work for the completion of a geotechnical study: 1. Contract drilling or excavation services for the investigation. This estimate assumes that the client will provide excavation equipment for the test pits. 1 Provide laboratory testing services. 3. Excavate and sample between 12 and 16 borings or test pits at the proposed site. The total number of borings will be determined in the field. Analyze the field data and laboratory test results from the investigation and all pertinent data obtained. Based on this data we will provide a report with recommendations and geotechnical considerations for the following: • An assessment of the groundwater conditions and recommendations for surface and subsurface drainage considerations. ■ Reconunended foundation types and design criteria based on the site and subsurface conditions. • Lateral earth pressures for foundation walls. ■ Corrosive potential, if any, of soils on concrete. • Backfill soil type and degree of compaction and suitability of on-site soils for use on the project. Foundation construction criteria. A slope stability evaluation and reconunendations for mitigation of the potential slope hazard. RECEIVED MAY 0 5 2004 GARFIELD COUNTY BUILDING & PLANNING 4. We will observe and document site-specific foundation conditions at the time of excavation for each of the 11 planned structures. Our estimate is based on 3 hours per site for the 11 sites. Contact drilling or excavation services (Task #1) if needed, will be charged at cost plus 15%. The client will be invoiced in accordance with the attached Standard Fee Schedule and General Conditions for all other work. We estimate the following approximate costs for the project: Task 1 (Excavation) Task 2 (Lab) Task 3 (Report) Task 4 (Observation) Mileage and Other Direct Costs Estimated Costs If you have any questions, please feel free to call. The access street, Angelica Circle has a vertical elevation rise of over 30 feet for approximately 500 feet at the Eastem side of the site. This difference in elevation necessitates a vertical drop in the access -way to the units in this area which typically exceeds 30 inches. This change in elevation is documented on the grading plans created by High Country Engineering of Glenwood who is responsible for the site grading and drainage engineering. This difference in grade allows exception in reference to Section 1103.1.9.3-5.1 & 5.2. We are, however, providing type 'B' accessible units as required in the West portion of Angelica Circle which meet those requirements as required by code. Without the proper equipment or technical knowledge, you could actually increase you radon level or create other potential hazards. Qualified Radon Contractors will guarantee that levels will be reduced to less than 4 0 pCi/L and may be able to achieve levels less than 2.0 pCi/L. Costs will vary depending on the characteristics of' the house and choicc of radon reduction mcthuda. Contact a Radon Reduction Contactor to obtain a price quote for your home. You should use a radon reduction contractor that is listed by the EPA's Radon Contractor Proficiency ( RCP ) Program. This is especially true among smokers, since the risk to smokers is much greater than to non-smokers. FACT' There are solutions to radon problems in homes. Thousands of homeowners have already lowered elevated radon level in their homes. FACT: Radon can be a problem in all types of homes such as old homes, new homes, dully homes, insulated homes, and homes without basements. FACT: High radon levels have been found in every state and in every locality. Radon problems do vary from area to area, but the only way to know the home's radon level is to lest. FACT: Radon levels also vary from home to home. You cannot gauge the radon level in your home by the results in a neighbor's home. The only way to know if you home has a radon problem is to test. FACT: Where radon problems have been fixed, horse sales have not been blocked.
