Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. 1. CONFORMANCE WITH CERTIFICATIONREQUTREMENTS Based on the information presented to Sections I - IV, above, tke facility meets the requirementsfor certification as required at Part I, Section A.3. of the general permit. Land application of effluent is not approved and is not practiced. a. BODS, TSS, and Oi! and Grease - BOD5, ISS, and Oil and Grease limits are taken from State Eluent Regulations No violations of the dissolved oxygen standard are expected due to this discharge. b. pH- This parameter is limited by Water Quality Standards. c. Water QualityBased Effluent Limitations - FABL Environmental Regulatory Specialists, Inc. has performed an assessment of potential water quality standards based permit limitations and made a preliminary determination of the permit limitations. This assessment can be found in Appendix A of the rationale: The Permits Unit looked at thepurposed limits and determined whether there is a reasonable potential for the facility to exceed the purposed limits. d Fecal coliform, Total Residual Chlorine (TRC), and total ammonia - Fecal coliform. TRC and total ammonia are discussed in Appendix A of the rationale. The calculated effluent limit (M2), for fecal coliform bacteria is greater than that allowed by the State effluent policy, which allows a maximum of 6,000 organisms per 100 ml (30 -day geometric mean) and 12,000 organisms per 100 ml (7 -day geometric mean). Therefore, the limit will beset at the levels specified in the effluent policy .The,calculated effluent limits for total residual chlorine is 0 5 mg/I maidmum allowed by the State Regulations for Effluent Limitations Therefore, the limits will be set equal to this value. In Table A-6 of Appendix A, the resulting ammonia limitation calculations are well above the expected pollutant concentration (30 mg/1) for effluent from this type of treatmeu facility For this reason there will be no total ammonia limits or monitoring required and the requirements of the general permit have been met. VI TERMS AND CONDITIONS OF PERMIT A. Effluent Limitations I. The Blue Creek Ranch facility is a mechanical system. For mechanical systems, the effluent limitations are those required at Pan 1, Section B.6a. on page 7 of the general permit. 2.
