Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. 1 1 Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. The current basement access as shown on the plans has one stairwell, which will remain. The windows that are in the basement arc high off of the floor and and do not meet today' s egress requirements. The Thulson's will use the existing basement space for storage. We've looked in the 1997 UBC sections 101.3 Scope, Chapter 34 Existing Structures Section 3403.2, Appendix Chapter 34 Existing Structures Section 3406.1 Exception R-3, and the 1997 UCBC Chapter 4 Minimum Standards For Existing Buildings Section 402.3 Exception (5), and are having trouble finding it. Can you reference the code section, which would require the second egress? Thanks. Sincerely yy , John Diemori Cc: Tim Thulson Fax this page to 384-3470 Page 1 of 1 Andy Schwaller From: Andy Schwaller Sent: Monday, March 29, 2004 5:15 PM To: 'diemozco(d rof.net Subject: Basement Egress -Your Memo of 3-29-04 John, I reviewed your questions regarding basement egress. The code does not require two exits from basements for residential occupancies. What it does require is a direct exit to the outside from a basement. This can be done through a code compliant egress window or with a walk out type basement. These requirements can be found in Sec. 310.4 of the 97 UBC. Also the provisions of Sec. 3403.2 apply to additions and alterations. Since work is being done in the basement, the basement must meet the egress requirements. The homeowner's family will be using the basement and they will need to get out or the fire department will need to get in during an emergency. Let me know if you have additional questions or concems.
