Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot. up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds per square foot and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. It appears that during the annexation process that parcel did not receive specific city zoning. It is therefore the City's opinion that the existing Garfield County zoning still applies to the parcel. Liability Company Dear Mark: As you know, I represent Mike Alsdorf and YeDome, Ltd. Liability Company, of which Mr. Alsdorf is the principal. YeDome owns property south of Glenwood Springs in the Old Cardiff Townsite and is developing the Property into a mini -storage complex under a Garfield County building permit. The County issued a Stop Work Order on March 31, 2004 because it questioned whether the project was being constructed on two separate lots. As we discussed on the telephone last Friday with Don DeFord, the only reason the Property appears to be two parcels is because of a scrivener's error when YeDome obtained title to additional land. YeDome, Ltd. Liability Company obtained a majority of the Property via a deed recorded as Reception No. 455766 with the Garfield County Clerk and Recorder's Office attached hereto as Exhibit A. The remainder of the Property was obtained by deeds recorded as Reception Nos. 517191, 523524, 527902, and 535922. Through a scrivener's error, the deeds to the remainder of the Property named YeDome, Inc. as the Grantee, instead of YeDome, Ltd. Liability Company. Therefore, it appeared to the County Assessor as if there were two different owners and two parcels, when in fact it was a scrivener's error creating this situation. Today, YeDome received a Declaratory Judgment from the Garfield County District Court declaring YeDome, Ltd. Liability Company as the true owner of the remainder of the Property. Please see Exhibit B attached hereto. Section 2.02.32 of the Garfield County Zoning and Subdivision Regulations define Lot as: A parcel of land held in separate ownership from contiguous lands or defined as an individual lot on a subdivision plat filed of record in the office of the Clerk and Recorder of Garfield County. It appears that during the annexation process that parcel did not receive specific city zoning. It is therefore the City's opinion that the existing Garfield County zoning still applies to the parcel. So if the storage units are a permitted use within the County's zoning, the City acknowledges their legitimacy. The parcel is under that same ownership and contiguous to the County property where the storage units are being constructed, therefore City has deferred to the County with regards to the building of the storage units.
