This property, known as the Rifle Gas Plant (parcel no. 2175- 124-00-165), is under joint ownership between PSCo (PSCo Doc. No. 1661) and Source Gas and is located in Section 12 & 13, Township 6 South, Range 94 West, Garfield County, Colorado and is the plant that you assisted with in 2013.. Although "branded" as Xcel Energy, the legal owner and operator of the utility facilities in Colorado is Public Service Company of Colorado. All utility facilities and related land rights, including fee property, easements, permits, etc., are owned by, operated by and held in the name of Public Service Company of Colorado, a Colorado Corporation 1) The new project at the Rifle Gas Plant involves installing each of Two 30 HP electric air compressors in 10 foot by 20 foot metal buildings. 2) Adding approximately 500 feet of 2 inch air piping to be mounted on the existing pipe racks. 3) Adding four to six air receivers (air tanks) ranging in size from 400 gallons to 1040 gallons for storage of compressed air. The installation of this equipment is being mandated by the State of Colorado to limit methane emissions from natural gas processing facilities. Addition of the air compressors, piping and air storage tanks will enable PSCo to convert the existing natural gas -operated equipment to air operation. This conversion will eliminate methane emissions from existing control valves, pumps and the engine starters. The Rifle Gas Plant is currently not in operation for the summer but PSCo is required to install this equipment prior to the scheduled restart on November 1, 2015. A site highlighted plan showing the proposed project is attached that shows the location and configuration of the proposed equipment. PSCo request that this equipment installation be allowed under the current Special Use Permit. PSCo proposes to begin construction on or about September 17, 2015 in order to complete this work by October 31, 2015. PSCo is submitting this information to determine if the Special Use permit for the plant needs to be amended to allow for this modification. GENERAL PROJECT DESCRIPTION An existing gas plant for processing and refining of natural gas is located west of the City of Rifle. This facility is comprised of compressor stations, processing equipment and storage tanks. The existing SUP is approved by Resolution 2002-97 and 94-091. Two minor amendments to the SUP were approved by the Garfield County Community Development Director which resulted in the most recent Land Use Permit issued in July, 2013 at Reception No. 838328. Those amendments permitted installation of a storage structure and the addition of a skid mounted sulfur trap. c")4 The current proposed amendment is to install two 30 HP electric air compressors in metal buildings, add 500' of 2" piping to be mounted to existing pipe racks, and to add 4 to 6 air tanks ranging in size from 400 gallons to 1,040 gallons. This request is being made due to State of Colorado limits on methane emissions from natural gas processing facilities thus requiring the conversion from natural gas to air operation. II. REGULATORY PROVISIONS APPLICANT IS REQUIRED TO ADDRESS Garfield County Unified Land Use Resolution: Section 4-106 - Submittal of a narrative explaining the proposal and demonstration of compliance with the Minor Modification review criteria contained in 4-106 C. 1. Comply with all requirements of this Code; The addition of 2 air tanks, 2 air compressors and related piping complies with the requirements of this code. 2. Do not conflict with the Comprehensive Plan; The addition of 2 air tanks, 2 air compressors and related piping does not conflict with the Comprehensive Plan. 3. Do not change the character of the development; The addition of 2 air tanks, 2 air compressors and related piping does not change the character of an existing gas plant. 4. Do not alter the basic relationship of the development to adjacent property; The addition of 2 air tanks, 2 air compressors and related piping to the site does not alter the relationship of the development with adjacent properties. 5. Do not change the uses permitted; The addition of 2 air tanks, 2 air compressors and related piping does not change the uses permitted, the site is a gas plan with existing compressors and similar equipment. 6. Do not require amendment or abandonment of any easements or rights-of-way; The addition of 2 air tanks, 2 air compressors and related piping does not require the amendment or abandonment of any easements or right- of-way. 7. Do not increase the density; The addition of 2 air tanks, 2 air compressors and related piping does not increase the density. 8. Do not increase the zone district dimensions to an amount exceeding the maximum dimension in the applicable zone district in Table 3-201; And The addition of 2 air tanks, 2 air compressors and related piping does cause the site to exceed the maximum dimension in the rural zone district. 9. Do not decrease the amount of the following to an amount below the minimum required in the applicable zone district: a. Amount of dedicated Open Space; b. The size of or change in the locations, lighting, or orientation of originally approved signs; and c. Any zone district dimensions in Table 3-201. The addition of 2 air tanks and 2 air compressors does not affect any of the above restrictions. The proposed amendment complies with this criteria and is therefore a minor amendment. III. REVIEW PROCESS Upon a determination of Minor Modification the Director of Community Development may approve, conditionally approve or deny the application. Included in this document are all Contractor deliverables for the Issue for Acceptance and Issue for Review (IFA/IFR) portion of this project as outlined in the engineering scope of work. 2 Scope of Work The purpose of this project is to convert all bleeding pneumatic lines from natural gas to compressed air. In order to accomplish this task, Logical Systems LLC (LSI) will perform the following scope of work: 2.1 Write scope of work (SOW) for the installation 2 compressors and associated instrumentation. Drawings of the compressor building, general layout, and new pipe header can be found in Appendix A. The following are preliminary design considerations and are open for comment and review: 5.1 Two new industrial rotary screw compressors will be used to push compressed air through to various air receivers throughout the plant. • The compressors will produce enough compressed air to drive all existing natural gas devices that currently bleed gas to the atmosphere. • Seven air receivers will be placed near the skids and compressor buildings. • The compressor set up will include necessary filters, air dryer, and drains. 5.2 A new, 2" pipe will be run from the new air compressor building and increase up to 6" before the first air receiver through the entire system up to the receiver for the Waukesha compressor building: • There will be 7 receivers throughout the plant to feed air to the various skids. • Existing tubing and piping connections to instruments will be maintained wherever possible. • Any existing tubing or piping will have to be blown down and purged with nitrogen prior to use. Company will be responsible for blowing down and purging the system. 6 Preliminary Civil Engineering Refer to Appendix B for building drawing of the building and Appendix A for a general layout drawing of the gas plant. 6.1 A new building will be built to house the new air compressors and associated equipment, and will follow these specifications: • 15'x20' steel frame building. • Gravity controlled louver(s). • Two man doors and one 8 foot garage door. • Wall mounted exhaust fan with starter and thermostat. • Minimum of 2" insulation between exterior and interior panels. • Located a minimum of 15 feet from any gas producing components or instrumentation. • The building will not be rated. 15781F Rifle Air Conversion IFA/IFR Rev A 4 of 32 09/01/2015 LS LOGICAL SYSTEMS, LLC. _ 400 CORPORATE CIRCLE, SUITE R GOLDEN, COLORADO 80401 ® PHONE 303-215-9950 FAX 303-215-9952 6.2 Each air receiver will be placed on a concrete pad sufficient to hold the weight of the receiver: • (2) 400 gallon receivers — 9961bs each • (2) 1060 gallon receivers — 2710Ibs each • Set of (3) 1060 gallon receivers on the same pad 7 Preliminary Electrical Engineering Refer to Appendix C for general layout. 7.1 480VAC, 100 amp service will be provided from the control building to the new air compressor building: • Greenheck 480 wall mounted exhaust fan • 480 VAC fan motor starter and thermostat • 480/277 VAC load center for power infeed; power distribution to compressors, transformer, and exhaust fans. • 9 kVA Transformer 480-208/120. • 208/120 VAC circuit breaker panel to provide power to lighting, desiccant dryer, and 120 VAC receptacle. • Control wiring junction box (inside new air compressor building). • 24VDC interconnect wiring to each air compressor. • 4-20mA connection to pressure transmitter. • 208VAC wall mounted heater. • Lighting fixtures and one utility receptacle. • The conduit will be run from the control building along the fence line, above the gate, and into the new compressor building. • The tray rated cable will be 2AWG 3C.
