Dear Mr. Morganfield;
Garfield County is in receipt of your request to amend the approvals for the Rifle Gas
Plant facility located in parts of Sections 12 and 13, Township 6 South, Range 94 West,
west of the City of Rifle on Parcel Number 2175-124-00-165.
Consideration of an Amendment of a Special Use Permit must demonstrate the degree
of the change and it has been determined that the addition of equipment related to
operations of the gas plat is a Minor Modification as defined in Section 4-106 of the 2013
Land Use and Development Code, as amended.
Based upon the findings in the attached staff report a decision is hereby issued that the
proposed amendment is a Minor Modification therefore your request is hereby approved,
subject to all prior conditions of approval for this overall facility.
Please be aware that construction cannot commence until such time as a recorded Land
Use Change Permit is provided to you.

I PROPOSAL
The Applicant is requesting approval of an amendment to an existing land use Change
Permit that permits natural gas activities on the site for Public Service Company. The
request is to install two 30 HP electric air compressors in 10 foot by 20 foot buildings, add
approximately 500 feet of 2 inch air piping and to add up to six air receivers ranging in size
from 400 gallons to 1040 gallons for storage of compressed air.
This application is reviewed pursuant to the Land use Development Code of 2013 Section
4-106. This section requires a determination regarding the type of amendment; a Minor
Modification or a Substantial Modification. The criteria for determination is contain in Section
4-106 (C.):
1. Comply with all requirements of this Code;
Comment: This application does comply with all requirements of the
Code.
2. Do not conflict with the Comprehensive Plan;
Comment: This application does not conflict with the Comprehensive
Plan.
3. Do not change the character of the development;
Comment: This application will not change the character of the existing
development.

4. Do not alter the basic relationship of the development to adjacent
property;
Comment: This application does not alter the relationship of the
development to adjacent property.
5. Do not change the uses permitted;
Comment: This application is to add equipment being mandated by the
State of Colorado to limit methane emissions. The permitted use is for
operation of a gas plant and the additional equipment is consistent with
that use.
6. Do not require amendment or abandonment of any easements or
rights-of-way;
Comment: This application does not require changes to easements or
rights-of-way.
7. Do not increase the density;
Comment: This application does not create an increase in density.
8. Do not increase the zone district dimensions to an amount exceeding
the maximum dimension in the applicable zone district in Table 3-201;
and
Comment: The application will not increase the zone district
dimensions.
9. Do not decrease the amount of the following to an amount below the
minimum required in the applicable zone district:
a. Amount of dedicated Open Space;
b. The size of or change in the locations, lighting, or orientation of
originally approved signs; and
c. Any zone district dimensions in Table 3-201.
Comment: The application will not affect these amounts.

II PROPOSED FINDINGS
1. That the application is consistent with the requirements of the Garfield County
Comprehensive Plan 2030, as amended.
2. That the application satisfies the requirements of the Garfield County 2013 Land Use
and Development Code, as amended.
VI STAFF RECOMMENDATION
Staff recommends that the Director of Community Development approve the requested
amendment to the Rifle Gas Plant as a minor modification to the existing approvals. All
existing conditions of approval remain in full force and effect.
