Garfield County, Co. At the request of Down Valley Septic and Drain, Inc., on 09 June 2003, Brian Kurtz, P.E. of Kurtz and Associates Inc. performed an initial structural inspection of the noted structure. The inspection was performed on the understanding that Garfield County has requested that the structural capacity be evaluated relative to a change in use of the structure from an agricultural ham to a commercial garage. Our office subsequently performed a structural analysis of the framing system. We issued a evaluation report on 26 June, 2003 and provided structural details required to upgrade the structure. On 13 August, 2003 Brian Kurtz, P. E. performed a second structural inspection to observe the in-place structural upgrades. The structural upgrades were performed in a professional manner, and in accordance with the upgrade details provided by our office. June 26, 2003 At your request, on 09 June 2003,1 performed a structural inspection of the noted structure. 1 understand that Garfield County has requested that the structural capacity be evaluated relative to a change in use of the structure from an agricultural barn to a commercial garage. In plan, the one story structure measures approximately 98'-0" east - to - west by 56'-3" north - to - south. I understand that the concrete slab - on - grade is a 10" thick slab reinforced with #5 mbar and placed monolithically with thickened edges. The floor slab appeared to be in excellent condition: 1 observed no significant cracks in the slab, there was no signs of deterioration or differential settlement. The wood framed structure includes timber trusses spaced at 10'-0" on center and 6 x 6 wood posts spaced at 10'-0" at the exterior walls, and at 20'-0" on center along the center bay. On each side of the center bay 6 x 12 timber beams span 20'-0" east - to - west and are supported on the 6 x 6 posts. Note that the height ofthe 6 x 6 posts is 15'10". A complete description ofthe structural system is included in the form of a building cross section which is included as an attachment to this report. Our office performed a structural analysis of the framing system. All components ofthe system are structurally adequate with two exceptions: 1. The 6 x 6 posts spaced at 20'-0" on center along the are slightly (15%) overstressed for their 15'-10" unsupported height. 2. The 6 x 12 beams which span 20'-0" on each side ofthe center bay are significantly overstressed. 1Ne recommend that bracing be added at each center post to reduce the unsupported length. We further recommend that knee braces be added at the center columns to reduce the effective span length of the 20'-0" long 6 x 12 beams. These two recommendations are shown in the attached sketches. In general, the wood framed structure and the foundation appear to be in very good condition. If the 6 x 12 beams adjacent to the center bays are reinforced, and the 6 x 6 posts braced as suggested, it is our professional opinion that the structure is adequate to safely withstand design snow loads of 40 PSF and Exposure 13 wind loads with a basic wind speed of 80 MPH. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot, up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure 8, windload of 16 pounds per square foot and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? All representations of the Applicant, either within the application or stated at the meeting before the Board of County Commissioners, shall be considered conditions of approval, unless specifically altered by the Board. 2. The Special Use Permit shall run with the subject property and the property owner. 3. The Applicant shall comply with all applicable requirements of the Garfield County Zoning Resolution of 1978, as amended. 4. The Applicant shall comply with all applicable standards of the Colorado Department of Public Health and Environment. 5. The Applicant shall comply with all State and Federal regulations and standards, such as Noise Abatement, Water and Air Quality. 6. Due to a change in use of the 4,500 square foot building, it can no longer be classified as an agricultural structure, and the Applicant shall submit and obtain a building permit from the Garfield County Building Department for the structure. The structure shall comply with the standards of the 1997 Uniform Building Code and the County's requirement for snow-Ioads and frost protection. b. The Applicant shall inventory and map the subject property for County listed noxious weeds, as Russian knapweed may be in the area. c. The Applicant shall provide a weed management plan for the inventoried noxious weeds. d. The area of the storage of the porta potties shall be screened with 6 feet fencing with privacy slats that comply with county regulations. Once condition #13 above has been met, the special use permit can be issued. No building permit will be issued until the special use permit is issued.
