I reviewed the materials you provided with Tamra Allen our Planning Manager and based on the following understandings and pursuant to this email you can proceed with your antennae replacement. There is no increase in the overall height of the installations. There is no increase in the number of antennae proposed on the tower. The proposal is consistent with the existing approvals reflected by Resolution No. 2007-66, and will need to comply with all conditions contained therein including Condition #4 that requires that ".... all future modifications shall be painted a darker matte earth tone to reduce visual impacts;" Continued compliance with all Federal Regulations (FAA and FCC) will need to be maintained. This email and your supporting documents will be added to the County's files for this Telecommunication Facility. No further documentation is required by the County for you to proceed with the replacement. Please contact me if you have any additional questions. At present Verizon Wireless has their equipment located inside a shelter. Their existing wood pole with two whip antennas is located just up the hill approximately 140' to the North. The pole is 15' tall. The antennas currently extend to a height of 25'. The plan is to remove the two whips and replace them with panel antennas. The new panels would be mounted with the top at 16', just a foot above the top of the pole. The objective is primarily to provide enhanced data coverage to Verizon Wireless customers. The letters are attached to this Director's Determination. Your proposal includes: (1) Installation of additional antenna's on an existing Monopine tower located at 0324 Coryell Ridge Road (Assessor's Parcel No. 2395-014-00-108) approved by Resolution No. 2001-07; and (2) Installation of an additional microwave dish on an existing building located on Iron Mountain (Assessor's Parcel No. 2185-033-00-034) associated with Resolution of Approval No. 2007-66. As a matter of background, Garfield County has established a policy related to Guidelines and Recommendations for Co -location of Telecommunication Facilities dated April 18, 2008 (see attached). Your request has been reviewed in accordance with this policy. Director's Determination Your installation of additional telecommunication equipment at the Coryell Ridge Road Facility and at the Iron Mountain Facility is consistent with the County Policies and can proceed without obtaining any further Land Use Change Permits, provided that the Applicant comply with: (1) all FCC regulations; (2) existing conditions of approval reflected in the County Resolutions of Approval (see attached); (3) all applicable building or electrical code requirements; (4) all representations contained in your Letters of Intent; and (5) that the proposal maintains compliance with all other applicable provisions of the Unified Land Use Resolution of 2008, as amended. The new installation complies with the radio frequency emission requirements of the Federal Communications Commission, 4. At present Verizon Wireless has 3 sets of three antennas located on this monopine below the T -Mobile antennas, as identified on the attached images. The new antennas would be installed between the existing antennas and be very similar in size and shape to the existing antennas. The visual impact of this upgrade would be minimal. Additionally Verizon Wireless plans to bring buried fiber service to their equipment shelter from Coryell Ridge Road, but this installation will be entirely below grade. Thls addition will meet the Guidelines and Recommendations for co -location of Telecommunications Facilities" dated April 18, 2008: 1) "The new installation does not increase the height of the existing facility". As stated above, the new antennas will be installed at the same level as the existing antennas. 2) "The new installation does not increase the footprint (total disturbed area) of the existing facility". There will be no ground disturbance associated with the installation of the new antennas, no increase in the site foot print. 3) "The new installation complies with the radio frequency emission requirements of the Federal Communications Commission". The Verizon Wireless communications facility will comply with all Federal radio frequency standards and all current Federal Communications Commission guidelines, specifically OET Bulletin 65 for cumulative measurements of radio frequency power densities and electromagnetic fields. 4) "Garfield County BOCC has approved the existing facility during a public hearing in which the public and interested persons were given the opportunity to express their opinions regarding the request". The dish would be installed on the west side of the building with the top of the dish extending approximately 3' above the roof deck on that side of the building. There are several other appurtenances on this building which extend up at least 10' above the rooftop. A simple photo simulation showing the new dish is attached to this document.
