Thanks for all the details on your proposed antennae replacement on the POW Inc. property located on Iron Mountain
(Parcel No. 2185-033-00-034).
I reviewed the materials you provided with Tamra Allen our Planning Manager and based on the following
understandings and pursuant to this email you can proceed with your antennae replacement.
There is no increase in the overall height of the installations.
There is no increase in the number of antennae proposed on the tower.
The proposal is consistent with the existing approvals reflected by Resolution No. 2007-66, and will need to
comply with all conditions contained therein including Condition #4 that requires that ".... all future
modifications shall be painted a darker matte earth tone to reduce visual impacts;"
Continued compliance with all Federal Regulations (FAA and FCC) will need to be maintained.
This email and your supporting documents will be added to the County's files for this Telecommunication Facility. No
further documentation is required by the County for you to proceed with the replacement. Please contact me if you
have any additional questions.

We spoke a few weeks ago about Verizon Wireless' desire to upgrade their facility at this location. At present Verizon
Wireless has their equipment located inside a shelter. Their existing wood pole with two whip antennas is located just up
the hill approximately 140' to the North. The pole is 15' tall. The antennas currently extend to a height of 25'. The plan is to
remove the two whips and replace them with panel antennas. The new panels would be mounted with the top at 16', just a
foot above the top of the pole. The objective is primarily to provide enhanced data coverage to Verizon Wireless
customers.
To document these proposed upgrades I attach:

6) A site plan to show the relative locations of the shelter and the pole.

Electrical downtilt for each band can be controlled separately. Tilt indicator(s) are covered by removable transparent cap(s).
Manual Electrical Tilt (MET) Control A colored knob at the end of the tilt indicator allows change of the tilt without need of a tool The knob color is
identical to the corresponding connector ring color. To access the knob, remove the cap by turning it counter
clockwise. It is re -installed by opposite rotation. Do not remove die transparent cap(s) from the antenna
Remote Electrical Tilt (RET} Control
RET Actuator
Important Installation Instructions
The remote control of the electrical tilt is managed by either a Multi -Device Control Unit (MDCU) or a Multi Device
Dual Unit (MDDU) inserted in the bottom of the antenna. A single actuator individually controls the tilt of each band (no
need for daisy chain cables between the bands). This module does not add any additional length to the antenna For
RET control, the transparent caps must be in place and locked. The tilt angle indicators always remain visible and the
antenna still has manual tilt control (manual override).
Select one of the following RET actuators when ordering this antenna
Multi -Device Control Unit (MCDU)
Multi -Device Dual Unit (MDDU)
The MDCU is an electronic module that al ows the remote control of the o ectrical
downtilt (RET) in Amphenol antennas with factory embedded motors The MDCU
is factory installed. Refer to ordering opt ons
The MDDU allows two separate RET Controllers to independently drive the RETs
in Amphenol antennas with factory installed motors (for antenna sharing) The
MDDU is factory installed. Refer to ordering options.
In order to operate RET control, the ransparent caps covering the tilt adjustment indicators must be engaged and
i kicked. Do not cut them from the antenna.

Verizon Wireless Co -Location Request
Dear Mr. Closser:
This Administrative Interpretation is provided in response to your Letters of Intent
received by the County on August 22, 2011, regarding your desire to install
additional telecommunication equipment on two existing facilities located in
Garfield County. The letters are attached to this Director's Determination.
Your proposal includes: (1) Installation of additional antenna's on an existing
Monopine tower located at 0324 Coryell Ridge Road (Assessor's Parcel No.
2395-014-00-108) approved by Resolution No. 2001-07; and (2) Installation of an
additional microwave dish on an existing building located on Iron Mountain
(Assessor's Parcel No. 2185-033-00-034) associated with Resolution of Approval
No. 2007-66.
As a matter of background, Garfield County has established a policy related to
Guidelines and Recommendations for Co -location of Telecommunication
Facilities dated April 18, 2008 (see attached). Your request has been reviewed
in accordance with this policy.
Director's Determination
Your installation of additional telecommunication equipment at the Coryell Ridge
Road Facility and at the Iron Mountain Facility is consistent with the County
Policies and can proceed without obtaining any further Land Use Change
Permits, provided that the Applicant comply with: (1) all FCC regulations; (2)
existing conditions of approval reflected in the County Resolutions of Approval
(see attached); (3) all applicable building or electrical code requirements; (4) all
representations contained in your Letters of Intent; and (5) that the proposal
maintains compliance with all other applicable provisions of the Unified Land Use
Resolution of 2008, as amended.
Any changes to your proposal will require additional review by the County to
confirm consistency with this administrative interpretation and County Policies.

It has been determined by Garfield County Planning Department that the co -location of
"Communication Facilities" my occur without obtaining a Special Use Permit approval if
the following standards are met:
1. The new installation does not increase the height of the existing facility;
2. The new installation does not increase the footprint (total disturbed area) of the
existing facility;
3. The new installation complies with the radio frequency emission requirements of
the Federal Communications Commission,
4. Garfield County Board of Commissioners has approved the existing facility during a
public hearing in which the public and interested persons were given the
opportunity to express their opinions regarding the request.

Letter of Intent
Proposed Addition of 6 Panel Antennas on an Existing T -Mobile
Monopine Located at 0324 Coryell Ridge Road
At this time Verizon Wireless would like to add 6 additional panel antennas, increasing their overall
antenna count from 6 to 12. At present Verizon Wireless has 3 sets of three antennas located on this
monopine below the T -Mobile antennas, as identified on the attached images. The new antennas would
be installed between the existing antennas and be very similar in size and shape to the existing
antennas. The visual impact of this upgrade would be minimal. Additionally Verizon Wireless plans to
bring buried fiber service to their equipment shelter from Coryell Ridge Road, but this installation will be
entirely below grade.
Thls addition will meet the Guidelines and Recommendations for co -location of Telecommunications
Facilities" dated April 18, 2008:
1) "The new installation does not increase the height of the existing facility". As stated above, the
new antennas will be installed at the same level as the existing antennas.
2) "The new installation does not increase the footprint (total disturbed area) of the existing
facility". There will be no ground disturbance associated with the installation of the new
antennas, no increase in the site foot print.
3) "The new installation complies with the radio frequency emission requirements of the Federal
Communications Commission". The Verizon Wireless communications facility will comply with
all Federal radio frequency standards and all current Federal Communications Commission
guidelines, specifically OET Bulletin 65 for cumulative measurements of radio frequency power
densities and electromagnetic fields.
4) "Garfield County BOCC has approved the existing facility during a public hearing in which the
public and interested persons were given the opportunity to express their opinions regarding
the request". Resolution 2001-07 for the original T -Mobile (Voicestream Wireless) monopine at
this location.

received an application from Voice Stream Wireless for a Special Use Permit to allow for an
approval of a 55 -foot telecommunication tower.
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, held a
public hearing on the 5th day of February, 2001 upon the question of whether the above described
telecommunication tower should be granted or denied, at which hearing the public and interested
persons were given the opportunity to express their opinions concerning the approval of said
special use permit; and
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, on the
basis of substantial competent evidence produced at the aforementioned hearing, has made the
following determination of fact as listed below:
D. That proper public notice was provided as required for the hearing before the Board of
County Commissioners;
E. That the hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all

Letter of Intent
Proposed Addition of Microwave Dish on Iron Mountain Site
At this time Verizon Wireless would like to add a small, 2' diameter microwave dish to the outside of the
building housing their equipment on Iron Mountain. The dish would be installed on the west side of the
building with the top of the dish extending approximately 3' above the roof deck on that side of the
building. There are several other appurtenances on this building which extend up at least 10' above the
rooftop. A simple photo simulation showing the new dish is attached to this document.
This addition will meet the Guidelines and Recommendations for co -location of Telecommunications
Facilities" dated April 18, 2008:
1) "The new installation does not increase the height of the existing facility". As stated above, the
dish will extend above the rooftop but will be at least 7' below the highest object on the roof.
2) "The new installation does not increase the footprint (total disturbed area) of the existing
facility". There will be no ground disturbance associated with the installation of this dish.
3) "The new installation complies with the radio frequency emission requirements of the Federal
Communications Commission". The Verizon Wireless communications facility will comply with
all Federal radio frequency standards and all current Federal Communications Commission
guidelines, specifically OET Bulletin 65 for cumulative measurements of radio frequency power
densities and electromagnetic fields.
4) "Garfield County BOCC has approved the existing facility during a public hearing in which the
public and interested persons were given the opportunity to express their opinions regarding
the request". Resolution 2007-66 for Sprint/Nextel SUP at this location.

A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE
PERMIT FOR A COMMUNICATION FACILITY OPERATED BY SPRINT NEXTEL
LOCATED ON A PROPERTY OWNED BY POW INC, GARFIELD COUNTY
PARCEL NO# 218503300034
WHEREAS, the Board of County Commissioners of Garfield County, Colorado ("Board"),
has received an application from POW Inc. for a Special Use Permit ("SUP") to allow a
Communication Facility (Un -Manned Tower) on their property within the Agricultural Industrial
zone district; and
WHEREAS, the Board held a public hearing on the 2"d day of July, 2007, upon the question
of whether the above described SUP should be granted or denied, at which hearing the public and
interested persons were given the opportunity to express their opinions concerning the approval of
said special use permit; and
WHEREAS, the Board on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determination of fact as listed below:

2. The meeting before the Board of County Commissioners was extensive and complete,
that all pertinent facts, matters and issues were submitted and that all interested parties
were heard at that meeting.
3. The above stated and other reasons, the proposed special use permit has been determined
to be in the best interest of the health, safety, and welfare of the citizens of Garfield
County.
4. The application has met the requirements of Special Use (Sections 5:03, 5.03.13 and
9:03) the Garfield County Zoning Resolution of 1978, as amended.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that a Special Use Permit fora Communication Facility (Un -Manned Tower) on a
property owned by POW Inc. is hereby approved subject to compliance with all of the following
specific conditions:
1) That all representations made by the Applicant in the application and as testimony in
the public hearing before the Board of County Commissioners shall be conditions of
approval, unless specifically altered by the Board of County Commissioners;
2) The operation of this facility shall be done in accordance with all applicable Federal,
State and Local regulations governing the operation of this type of facility;
3) The communication facility shall be available for future co -location and the denial of
a requested co -location shall be based on technical reasons, not on competitive
interests;
4) The existing Sprint/Nextel communication tower, antennas, proposed modifications
and all future modifications shall be painted a darker matte earth tone to reduce
visual impacts;
