Unfortunately, no one from your company showed up. I also have not received any messages on rescheduling this meeting. In driving by the site today on my way to work, I did noticed that work on the building is progressing. Although this is good, it is important to know that buildings under construction are most at risk for a fire event. Please continue to be safe and as appropriate, notify your insurance carriers to see if this increased risk makes a difference with yours or the owners carriers. My Concern: As we spoke on site (11/10/11, with the county reps, your company reps and the building owner, that by the technical interpretation of the code, fire protection water is required to be on site prior to construction. Section 507.1 states " An approved water supply capable of supplying the required fire flow for fire protection shall be provided to premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction". We have had numerous meeting prior to construction discussion potential options and the issue of this water supply is still not solved. I know the owner wants to move into this building as quickly as possible but from my perspective right now, that may not be possible without an approved water supply system. That is not what the fire district would like to see happen. I have given your company representatives the attached information on water supply before but have attached it to this e-mail for your convenience. It is highly recommended and encouraged by the fire district from experience ,that a professional engineer designs the water supply system for your project. will be in and out of the office for the next 3 weeks with Mondays and Tuesdays being the best time to get a hold of me. I have had numerous site visits and meetings with both Jeff Parrington, Tally Ho and Howdy Robinson on this project that 2 revolved around fire protection water supply, fire sprinkler requirements and hazardous material storage and use. Fire district records do not indicate any official review up to this point. The following are my comments: 1. Section 4-502 (D). Narrative , Part II # 7 asks for a waiver for water. Section 4-503 (E) Narrative Part I # 6 states that the existing water supply is believed to be adequate. A letter dated October 6,2011 from the City of Rifle that is referred to in Article VII -Div 1-3 Narrative, Part IV Division 17-104 ,7-105 and 7-106 indicates that "Fire Service is available from a hydrant on US 6 south of and near the interchange with 1-70". This property does not meet the water supply requirement for fire protection water per the 2009 International Fire Code (IFC) or per Rifle Fire Protection District's policy on commercial rural water supply. Both the owner and Tally Ho have been aware of this and have been given information on calculating water supply requirements per NFPA 1142 as well as options of onsite water or City of Rifle water supply for fire protection. A formal plan to mitigate this has not been submitted to the fire district to date. 2. Storage of hazardous materials has also been talked about between the owner, Tally Ho and the fire district, specifically related to the type of welding and the storage of any compressed/flammable gases. A formal plan has not been submitted which should use the Hazardous Materials Declaration Packet that is attached. 3. The existing fixtures connected to this tank consist of 2 water closets and 2 lavatories. The proposed building .expansion would double the number of fixtures draining to the existing septic system. If we assume the on-site employee daily average of 2-3 people (the balance of the employees being in the field typically all day) then the gallon/person/day for the stated use of the site would be 20 gallons. The daily total would be <100 gallons and the existing site septic system appears to be adequate. No information regarding the existing system absorption field is known at this time. This engineer recommends keeping an eye on the modified system for any unusual occurrences., System regular maintenance is always encouraged for best performance with septic tank pumping every three to four years, regular filter changes (if used), etc. Please contact me with any 't _.tion or concerns you may have with the septic system.
