Presently, they have equipment stored on a Traveler's Highlands lot and wish to relocate to their business to their property located on County Road 301, east of Parachute. The parcel is approximately 38 acres in size, zoned Rural, and is vacant. The Applicants plan to build a contractor's yard in approximately in the center of the site to take advantage of the natural screening provide by trees and other vegetation on the property. The contractor's yard is to be 3-5 acres in size and consist of an office, repair shop, and storage area. No cleaning of equipment is proposed on-site. It is possible that a fuel tank and flammable materials (paint) maybe stored on the property. The Applicants indicated that there are several other contractor yards in the vicinity and proposing this land use on his property would not be out of character for the area. Potable water would be provided by a well on-site and an ISDS system installed to accommodate the wastewater. The Applicant's representative is to further investigate if the exempt well permit needs to be amended. The Rural Zoning District allows contractor yards and would be reviewed under the Major Impact Review Permit process. The Applicant's written narrative should address the Land Use Suitability Analysis (Section 4- 502 (D) and Impact Analysis (Section 4-502 (E) of the Unified Land Use Resolution of 2008, as amended and discuss which standards are met that are listed in Divisions 1, 2, and 3 (i.e., water and/or sewage disposal) and which may not apply and request the Director to waiver those submittal requirements (ditches, etc.). Sections 7-810 and 7-821 will also need to be addressed. Proof of adequate water must be demonstrated in addition to copies of well permits issued by the Colorado Division of Water Resources. The Unified Land Use Resolution requires proof of "quality and quantity" which is discussed in Section 7-104. I. List of property owners within 200 feet and mineral rights owners of the subject property (of parcel # 2407-091-00-086) j. Additional requirements of Article VII, Divisions 1, 2, and 3; and , Section 7-810 and 821 (unless waived by Director) k. Statement of Authority from owner if representative is used I. Payment Agreement Form 3. Review by staff for Technically Complete (TC) Status 4. Once TC, schedule hearings, public notice, referral agency review; 2 5. Total Deposit: $ 525.00 (additional hours are billed at $ 40.50 /hour) General Application Processing Planner reviews case for completeness and sends to referral agencies for comments. Case planner contacts applicant and sets up a site visit. Staff reviews application to determine if it meets standards of review. Case planner makes a recommendation of approval, approval with conditions, or denial to the appropriate hearing body.
