The following items are required by Garfield County for a final inspection:
1. A final EIectrical Inspection from the Colorado State Electrical Inspector.
2. Permanent address assigned by the Garfield County Building Department posted
where readily visible from access road.
3. A finished roof, a lockable house, complete exterior siding, exterior doors and
windows installed, a complete kitchen with cabinets, a sink with hot & cold running
water, kitchen floor coverings, counter tops and finished walls, ready for stove and
refrigerator, all necessary plumbing.
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot & cold
running water, floors and walls finished and a privacy door.
5. All steps outside or inside over three (3) steps must have handrails, guardrails on
balconies or decks over 30" high constructed to all 1994 UBC requirements.
6. Outside grading done to where water will detour away from the building.
7. Exceptions to the outside steps, decks and grading may be made upon the
demonstration of extenuation circumstances, i.e., weather, but a Certificate of
Occupancy will not be issued until all the required items are completed and a final
inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE

Plans to be included for a Building Permit, must be on drafting paper at least 18" x 24" and drawn
to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations, all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house wrap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per
square foot up to 7,000 feet in elevation, an 80 M.P.H. wind shear, wind exposure B, wind load of
15 pounds per square foot, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be in compliance with the 1997 UBC, UMC and 1997 UPC.

distances to the property lines from each corner of the proposed structure(s) prepared by
a licensed surveyor and has the surveyors signature and professional stamp on the

Project Summary
Willow Park Apartments — Building A
1230 W. Battlement Parkway
Battlement Mesa, Colorado
This project is the exterior renovation of Building A of the Willow Park Apartments in
Battlement Mesa, Colorado.
The Scope of Work for this project includes:
1. The complete removal of the existing roofing material (asphalt composition
shingles -over roofing felt) and replacement with 25 year "Architectural"
(dimensional) shingles over a new No. 30 (30 pound) roofing felt underlayment.
New stepped flashing, continuous ridge ventilation and other accessories will
also be installed.
2. The complete removal of the existing siding systems including roof gutters and
fascia. The building will be wrapped with "Tyvek housewrap" air infiltration
barrier. New fascias will be installed and wrapped with a preformed aluminum
fascia material. The majority of the exterior will receive new vinyl siding and
accessory trim. The stairway/entry areas and private patio/deck areas will
receive new cement composition panel siding. New "smart" (wood composition)
trim will be installed as required. All soffits will receive a full venting vinyl soffit
system. The Storage Closet doors (located on the individual patios and decks)
will be replaced also. All new "smart" trim, panel siding and doors will be
painted.
3. During construction all decking and substrates will be inspected. Damaged
areas will repaired or replaced as required.
Construction of the buildings in the Willow Park Apartments was started in 1981. This
work was probably accomplished under the provisions of the 1974 or 1977 edition of
the Uniform Building Code. In late 1982, with the closing of the oil shale projects, only
the exteriors of Buildings A, B, C, and D were completed. The interior of these
buildings were finished in 1986. All buildings, except Building D, house twenty
apartments and have a basement level (housing four of those apartments). Building D
houses sixteen apartments and does not have a basement level.

re: Expansion of Building Permit #8645
Dear Mr. Schwaller,
As per our telephone conversation, this letter is to request the expansion of Building Permit
#8645 (re -roof of Building "A" in the Willow Park Apartments, Battlement Mesa, Colorado) to
include the replacement of the existing guardrails serving the private decks (where guardrails
are required) and to possibly include the repair of the stairs serving Units 306 and 308 (located
on the east end of the south side of the building.)
As part of our re -siding project, it became apparent that the existing guardrails would need to
be either significantly modified or replaced in order to provide an adequate nailing surface for
the new siding. It was decided that replacement was the best option. I have included a detail of
the construction we are using for this replacement. These new guardrails are designed to
comply with the requirements of Section 509 of the Uniform Building Code, 1997 Edition.
The existing single -flight of stairs serving Units 306 and 308 of Building "A" was damaged
when a tree that was being cut down fell the wrong way. The Battlement Mesa Maintenance
Department will be repairing or rebuilding these stairs. They will be doing so in a manner that
is consistent with other existing stairs in the apartment complex. If the Garfield County
Building Department wants to include this item of work to our permit, we are agreeable. The
actual work needed to accomplish the re -roofing and re -siding of the building does not include
or require any modifications to the existing stairs.
As for additional inspection fees, I believe only one additional inspection is necessary to review
the replaced guardrails and, if the stairway is required to be inspected, it could easily be done at
the same time as the guardrail inspection.
