GARFIELD COUNTY, COLORADO
PETITION FOR EXEMPTION
Pursuant to C.R.S. (1973) Section 30-28-101(10)(a)-(d) as amended, and the Subdivision
Regulations of , Garfield county, colorado, adopted April 23, 1984, the

Commissioners of Garfield County, Colorado, to exempt by Resolution the division of

and "subdivided land" as the terms are used and defined in C.R.S. (1973) Section 30-28-101
(10)(a)-(d) and the Garfield County Subdivision Regulations for the reasons stated below:
SUBMITTAL REQUIREMENTS:
An application, which satisfied the review criteria, must be submitted with the following
information:
sketch map at a minimum scale of 1"=200' showing the legal description of the
property, dimension and area of all lots or separate interests to be created, access to
a public right-of-way, and any proposed easements for drainage, irrigation, access or
utilities; and
vicinity map at a minimum scale of 1"=2000' showing the general topographic and
geographic relation of the proposed exemption to the surrounding area within two (2)
miles, for which a copy of U.S.G.S. quadrangle map may be used; and
Copy of the deed showing ownership by the applicant, or a letter from the property
owner(s) if other than the applicant; and
Names and addresses of owners of record of land immediately adjoining and within
200 feet of the proposed exemption, mineral owners and lessees of mineral owners
of record of the property to be exempted, and tenants of any structure proposed for
conversion; and
Evidence of soil types and characteristics of each type; and
Proof of legal and adequate source of domestic water for each lot created, method of
sewage disposal, and letter of approval of fire protection plan from appropriate fire
district; and
lf connection to a community or municipal water or sewer system is proposed, a letter
from the governing body stating a willingness to serve; and
Narrative explaining why exemption is being requested; and
It shall be demonstrated that the parcel existed as described on January 1, 1973 or
the parcel as it exists presently is one of not more than three parcels created from a
larger parcel, as it existed on January 1, 1973.

Dear Mr. Martin:
As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed thc
excavation at the subject site on February 23, 2000 to evaluate the soils exposed for
foundation support. The findings of our work and recommendations for the foundation
design are presented in this report. The work was done based on the verbal
authorization by Leo Jameron on February 22,2000.
The proposed residence will be a single story wood frame structure with a loft. Ground
floor will be slab-on-grade.
At the time of our visit to the site, three pits had been excavated in the area of the
proposed building. The pits were numbered in sequence beginning at the south,
northeast and northwest. The soils exposed in the pits consisted of nil to I foot of
topsoil and up to 3Vz feet of silty sand with gravel overlying hard sandstone bedrock.
Results of swell-consolidation testing performed on a sample of very silty sand taken
from the site, shown on Fig. 1, indicate the soils have low to moderate compressibility
under conditions of Ioading and wetting. The laboratory testing is summarized on
Table I. No free water was encountered in the pits and the soiis were slightly moist to
moist.
Considering the conditions exposed in the excavation and the nature of the proposed
construction, spread footings placed on the undisturbed natural granular soils or
bedrock materials and designed for an allowable bearing pressure of 2,000 psf should
be adequate for support of the proposed residence. There could be some differential
foundation settlement if the bearing soils become wet. Bearing entirely on the bedrock
should have minor settlement potential. Backfill placed in the pits for footing support
can consist of the on-site granular soils compacted to at least 98% of standard Proctor
density at a moisture content near optimum or with concrete. Footings should be a
minimum rvidth of 16 inches for continuous walls and 2 feet for columns. Loose
disturbed soils and rock in footing areas should be removed and the bearing level
extended dorvn to the undisturbed natural soils or bedrock. Exterior footings should be

provided with adequate soil cover above their bearing elevations for frost protection.
Continuous foundation walls should be reinforceO tol and bortom to span iocal
anomalies such as by assuming an unsupported length of at least 12 feet. Foundation
walls acting as retaining structures should be designed to resist a lateral earth pressure
based on an equivalent fluid unit weight of at least 45 pcf for on-site soil and well
broken bedrock as backfill. Structural fill placed within floor slab areas can consist of
the on-site soils and well broken bedrock compacted to at least 95% of standard proctor
density at a moisture content near optimum. Backfill placed around the structure shouldhe compacted and the surface graded to prevent ponding within at least l0 feer of thebuilding.
The recommendations submitted in this letter are based on our observation of the soilsexpcsed u'ithin the pit e.xcavations. This stucy is basec on the assumpticn that soils at
other parts of the building have equal or better support than those exjosed. The risk of
foundation movement may be greater than indicatlo in this report because of possible
variations in the subsurface conditions.

mainly by the slope. Corrugation irrigation is suited to
this unit. lf furrow or corrugation irrigation systems are
used, runs should be on the contour or across the
slope. Because of the slow permeability in the subsoil,
the application of water should be regulated so that
water does not stand on the surface and damage the
crops. The content of organic matter can be maintained
by using all crop residue, plowing under cover crops,
and using a suitable rotation. Crops respond to
applications of nitrogen and phosphorus fertilizer. lf
pioperly managed, the unit can produce 80 bushels of
barley per acre annuallY.
This unit is poorly suited to homesite development'
The main limitations are the shrink-swell potential, low
strength, and the slow permeability. Structures, sanitary
facilities, roads, and landscaping should be designed
and planned to reflect these limitations. Population
growth has resulted in increased construction of homes
on this soil.
This map unit is in capability subclass lVe, irrigated

This unit is about 45 percent Earsman very stony
sandy loam and 35 percent Rock outcrop. The Earsman
soil is on the less steep slopes, and the areas of Rock
outcrop are in the steeper convex areas throughout the
unit.
lncluded in this unit are small areas of Arle and
Ansari soils and soils that are similar to the Earsman
soil but are deeper over bedrock. lncluded areas make
up about 20 percent of the total acreage.
The Earsman soil is shallow and somewhat
excessively drained. lt formed in residuum and
colluvium derived dominantly from calcareous redbed
sandstone. About 5 to 10 percent of the surface is
covered with flagstones, and 5 to 15 percent is covered
with channery fragments. A thin layer of partially
decomposed needles, twigs, and leaves is on the
surface in many places. Typically, the surface layer is
reddish brown very stony sandy loam about 5 inches
thick. The substratum to a depth of 19 inches is very
channery sandy loam. The depth to hard, calcareous
sandstone ranges from 10 to 20 inches.
