Parachute Water Management Facility
Limited Impact Review Permit
Submittal Item Tab 12- Impact Analysis
Organized as per LUDC Section 4-203 G.
1. Adjacent Land Use
The use of the subject parcel and all parcels within a 1,500 foot radius of the site is
utilized for natural resource development and grazing. All of the adjacent property is in
the Resource Lands Zone District as well.
2. Site Features
The site is located on a mesa in the Parachute Creek Valley at approximately 5,560 feet
above sea level. The mesa transects the Parachute Creek Valley and Hayes Gulch.
Additional site features are noted in Tab 12.
3. Soil Characteristics- Please see item 12.4- Geology and Hazard
4. Geology and Hazard- Please find attached the following reports:
A. Geologic Evaluation and Geotechnical Investigation dated 9/17/13, prepared
and sealed by John Mechling, P.E.- Colorado Professional Engineer license
#27429. Mr. Mechling concludes on page 4 "Based on the results of our geologic
and geologic hazard evaluations, the site is not subject to natural or geologic
hazards. Natural or geologic hazards should not adversely affect the facility.
Based on information from our exploratory borings and laboratory testing, the
soils and bedrock should not have a significant adverse influence on the facility."
B. Geotechnical Investigation- Culvert Crossings dated 8/5/13, prepared and
sealed by John Mechling, P.E.- Colorado Professional Engineer license #27429.
5. Groundwater and Aquifer Recharge Areas- Please find attached a letter dated 8/21/14
prepared by Paul Currier P.E.- Colorado Professional Engineer license #24753, with
Water Resource Consultants, LLC regarding this issue and concluding on page 4 that
"The potential for aquifer contamination from pond leakage is virtually non-existent."

6. Environmental Effects
a. Flora and Fauna
Please find attached a report dated September 2013 prepared by Nicholas
Jaramillo- Environmental Scientist/Wildlife Biologist with WestWater
Engineering detailing the potential effects on flora and fauna on pages 7-9 of the
report. The report concludes little to no impact from this project on flora and
fauna.
An "Integrated Vegetation and Noxious Weed Management Plan" dated
September 2013 prepared by Nicholas Jaramillo- Environmental
Scientist/Wildlife Biologist with WestWater Engineering is attached.
b. Effect on designated environmental resources, including critical wildlife
habitat.
Please find attached a report dated September 2013 prepared by Nicholas
Jaramillo- Environmental Scientist/Wildlife Biologist with WestWater
Engineering detailing the potential effects on critical wildlife on pag 9 of the
report. This report concludes little to no impact from this project.
c. Impacts on Wildlife and domestic animals
Please find attached a report dated September 2013 prepared by Nicholas
Jaramillo- Environmental Scientist/Wildlife Biologist with WestWater
Engineering detailing the potential effects on flora and fauna on page 9 of the
report. The report concludes little to no impact from this project on wildlife and
domestic animals.
d. Radiation Hazard- Please see find attached a Radiation Survey dated 9/17/13,
prepared by Ted White, P.E. The report on page 2 concludes "In our opinion,
these readings on the site are indicative of normal background radiation for the
area in Garfield County near the parcel and do not indicate contamination."
7. Nuisance. Impacts on adjacent land from generation of vapor, dust, smoke, noise, glare
or vibration, or other emanations.
a. Colorado Department of Public Health and Environment(CDPHE)- Air Permitting
CDPHE Air Permit No. 03GA0243 was issued on 2/28/13. WPX Energy is in
compliance with this air permit.
b. Dust control has been and will continue to be provided by a water truck during the
continuing operation of the facility.
c. This facility will not produce smoke.

d. Noise and Vibration
Please find attached a "Noise and Vibration Compliance Analysis for the Parachute
Water Management Facility" dated 9/26/13 prepared by Jeff Cerjan Sr. Consultant
with Hankard Environmental, Inc. noting compliance with Colorado Oil and Gas
Conservation Commission Rule 802- Noise Abatement and the Garfield County
LDDC regarding vibration.
e. Glare- The facility has been designed to reduce glare via painting of all structures
and facilities a tan color to match the surroundings.
8. Hours of Operation
The Parachute Water Management Facility operates 24 hours per day, 7 days per week.
We have thoroughly studied and investigated this site and facility and believe that we
have identified and mitigated the impacts of this project in full compliance with local,
state and federal regulations.
