Re: Garfield County
Airport PUD
As the owner of the Garfield County Airport PUD, Rifle
Land Associates Ltd. and Mr. Robert Chancellor, General
Partner, respectfully request that the Garfield County
Commissioners grant an additional six (6) months in which to
submit a request for final plat approval on the Mamm Creek
Industrial Park.
The County Commissioners granted preliminary plat
approval for the Mamm Creek Industrial Park on June 15,
1981, in Resolution No. 81-186. The approval contained
several conditions which had to be met by Rifle Land
Associates Ltd. prior to final plat. Those conditions were
as follows:
a. Conditions concerning a fire station site,
fire hydrant location, drainage patterns and street
realignment.
b. Building height limitations, consistent with
the airport purposes.
c. Availability of water service and sanitation
service, from Rifle Village South Metropolitan
District, if possible.
d. Adequate access via improvements to the county
road or an interchange on I-70.

e. Water supply contract with the Airport
Authority.
Over the past ten (10) months Rifle Land Associates
Ltd. has worked diligently to comply with the conditions. It
has cooperated with the Garfield County Regional Airport
Authority, the Commissioners and others to secure the
construction of an interchange on I-70 at Mamm Creek. Rifle
Land has been in negotiations with the Rifle Village South
Metropolitan District to develop an agreement for the pro-
vision of sewer service to the property. Rifle Land has
reached agreement with the Airport Authority governing the
provision of water service to the airport, which agreement
lacks only the quantification of some of the Authority's
costs before it is ready for execution. And, Rifle Land has
been working with both Rifle and Rifle Village South Metro-
politan District in its efforts to resolve the issue of
water service.
It is anticipated that all of these matters will be
resolved in the next six (6) months which will permit Rifle
Land Associates Ltd. to seek final plat approval. Although
we understand that extensions of time are not granted as a
matter of course, the provisions of Section 3.08 of the
County Subdivision Regulations would permit an extension.
Given the efforts that have been made to date, in coop-
eration with several other governmental entities, to meet
the County Commissioners' conditions, we believe that an
extension, in these circumstances, is both appropriate and
logical.
In order that we might present our concerns further
and answer any questions you might have, Mr. Chancellor
requests an opportunity to appear before the Board of County
Commissioners at your earliest convenience. We sincerely
hope that our concerns can be discussed in the next several
weeks.
