In addition, this letter is requesting a waiver from a requirement of having a specific water well in place prior to processing the Major Impact Review. We understand that this may lead to the imposition of a condition of approval requiring the water well be in place prior to granting a final approval for the Major Impact Review. You will find attached the Colorado Division of Water Resources Form GWS -45 General Purpose Application for a water well permit which has attached to it, the copy of the warranty deed as well as an Adjacent Well Location Map. On the Adjacent Well Location Map, we have identified a table of information and locations of wells that reflect all of the known "water producing" wells in Section 18, T6S, R92W. The information provided reflects flow rate, depth of well and static depth of water in the well. You will note that the wells most closely associated with the proposed Bedrock Resources well is that of the two Eagle Springs wells. Both wells produce 14 gallons per minute. On the west side of Mamm Creek, there are a couple of single family wells that will produce 1 gallon per minute in one case while the other produces 4 gallons per minute. In all cases, the amount of water produced will be sufficient to meet the domestic needs of the development of the Bedrock Resources property. We anticipated that the domestic needs for the property would require 180 gallons per day on average. Even a well of 1 gallon per minute production will produce 1,440 gallons per day. Given our findings, once a well is developed for this site, the annual supply of 0.35 acre-feet per year (domestic demand, pond evaporation and "one time" fill of the fire storage pond) will be amply supplied by the well. Likewise, this well will be backed by a West Divide Contract to provide a "legal" supply. I hope this letter helps clarify the potential for well development on the site. Please note that we have attached a piece of information that represents the "sound survey" taken of the existing plant located along CR 311 just south of Silt. You will note that the sound survey was performed on the existing plant as it will be the equipment that will be moved to the Bedrock Resources property. The sound surveys performed represented the measured sound levels of the various pieces of equipment from specific distances noted. The sound survey was first performed on November 3, 2011 for distances within 250 feet of the plant and then subsequently, readings of 850 feet away were taken. Per state standards, CRS 25-12-103, the maximum permissible level of noise to protect for residential use is 55 db from 7:00 am to 7:00 pm. This is as measured 25 feet from the property line. Note that at 850 feet away (which is the distance from the plant to the property line adjacent to the closest residence) from the plant with an unobstructed view, the noise level is at 52 db(A) in the worst case. As you can see on the site plan for Bedrock Resources, there will also be "product/resource" piles that will help to obstruct the noise of the plant to the adjacent uses. As per section 7-207 of the County's Land Use Regulations, this report is prepared as the development will create 10,000 square feet or more of impervious surface area (as compared to existing conditions.) The goal of the drainage plan is to assure that runoff generated from this new land use will not exceed historic rates of runoff based upon the 25 -year, 24 hour rainfall event. In addition, the drainage plan will provide some treatment of stormwater runoff prior to release from the site. Finally, the drainage plan will assure that the facilities designed for the site will be able to safely pass the 100 -year, 24 hour rainfall event as well. Existing Conditions: The existing conditions for the site can be described as being a largely undeveloped parcel that had its past uses associated with ranching activities with 3 distinct areas of land use that will be modified as a result of this project. The property can be generally described as being divided into these three areas as follows: 1. Upper mesa with past irrigated/pasture use. 2. Arid, undeveloped open space of hillside talus with scattered sagebrush with a grass understory. 3. Lower pasture/stock yard area adjacent to Mamm Creek Road and Mamm Creek itself. The existing site drainage provides for runoff from the upper mesa flowing into a pronounced draw that is located near and parallel to the northern property line of the site. Once runoff enters into the northern "draw", runoff proceeds westward into an on-site "wet" pond. The pond has very limited capacity to handle any detention, and therefore, peak flows continue "through" the pond westwardly towards County Road 315 (Mamm Creek Road). Once at Mamm Creek Road, the runoff flows across/under CR 315 via a 30" diameter ADS N12 culvert pipe. The remainder of the site flows from the edge of the mesa to the west down the arid, undeveloped open space hillside between the mesa and CR 315. Once at CR 315, water will flow to the north to the previously described 30" ADS pipe in the east borrow ditch of CR 315. Note that near the middle of the site a smaller 18" drainage pipe crosses under CR 315 as well. Upon review of the NRCS soil surveys relative to this site, the on-site soils all are a Type B soil for hydrologic considerations. The curve number for these soils and fair ground cover conditions is 69. Note that the attached drainage calculations have provided peak flow computations using SCS TR -55 (through the Bentley, PondPack Ver 10 software program). Those rainfall events evaluated are the 2 year, 25 year and 100 year, 24 hour rainfall events. Hydrology: The following rainfall amounts have been used in the drainage calculations: 1. 2 year, 24 hour = 1.2 in depth (Type II 24 hour rainfall distribution) 2. 25 year, 24 hour = 2.0 in depth (Type II 24 hour rainfall distribution) 3. 100 year, 24 hour = 2.4 in depth (Type II 24 hour rainfall distribution) Post Developed Conditions: As can be noted in the drainage calculations, the post developed conditions have involved developing a drainage model that incorporates the definition of Basins A through J, five specific design points of concentration as well as 3 specific ponds. Generally the post development drainage plan provides for the development of a "wet" detention pond that is intended to serve a triple purpose of providing detention, water quality treatment and storage for fire protection of the shop, storage shed and office building. This particular pond is noted as Pond 1 and has the mesa area development (asphalt plant, material storage areas, shop, storage shed and offsite tributary drainage) contributing flow to the pond. With the development of Pond 1, peak runoffs are throttled significantly. The pond piping will have sufficient capacity to pass all three runoff events. From Pond 1, drainage waters will flow to Pond 2 where the outlet of pond 2 will have an 18" pipe added with embankment to incorporate additional "detention" and water quality treatment here as well. For the office area and roadway development located below the mesa, the drainage and grading has been designed to pass runoff to Pond 3 where a final stage of detention and water quality treatment will be added. Results Summary: It should be noted that the 25 year, 24 hour historic rate of runoff flowing to Mamm Creek from this site is estimated to be 5.16 cfs. Likewise the 25 year, 24 hour developed rate of runoff flowing from the site will be throttled down to 3.82 cfs with the ponds "as sized". For the 100 -year, 24 hour events, the existing conditions flow rate was 11.53 cfs while the developed conditions throttle the rate of flow down to 7.61 cfs. DRAINAGE BASIN MAP WASTEWATER TREATMENT REPORT FOR BEDROCK RESOURCES, LLC BY Schmueser Gordon Meyer, Inc. 118 W. 6th Street, Suite 200 Glenwood Springs, Colorado 81601 Problem Statement: The following report describes the methods of providing methods of handling wastewater for the Bedrock Resources, LLC property development. Wastewater generated from the site is anticipated at the following locations: 1. Upper Mesa Facilities (shop and batch plant) 2. Office building Proposed Wastewater System Attached are calculations which summarize the design of the Wastewater system for the Bedrock Resources, LLC property development. Collection of wastewater will be performed in two locations noted as follows: 1) Office building 2) Shop area The office area is ultimately designed for 10 persons using the restroom facilities at that location. From the CDPHE's Guidelines on Individual Sewage Disposal Systems, the average daily flow per employee is 15 gpd for office buildings. This results in 150 gpd average daily flow from the office building. For the shop area, there will be two full time employees using this restroom at the shop. These are the plant operator and the mechanic. At this location, the flow is 30 gpd. Combined, the flow will be 180 gpd on an average day basis. From a design flow standpoint, the 180 gpd is peaked to 270 gpd. For the combined use of the office and shop, the total septic tank capacity required would be 405 gallons as reflected in the attached calculations. To accommodate standard available septic tank sizes, a 500 gallon tank is proposed at the office as well as at the shop. The restroom at the shop is intended to flow to it's own septic tank with the supernatant from the septic tank proposed to gravity flow down to the dosing tank and eventually to the disposal field proposed to be located south of the office building. Likewise, the office building restroom will flow to it's own septic tank, by gravity, then to the dosing tank and eventually to the disposal field. Between the disposal field and septic tanks will be a dosing tank where an effluent pump will provide pumped effluent to the disposal field. This dosing tank will be a 250 gallon tank (when pumping four times per day, the minimum volume required would be 68 gallons). The disposal field proposed for the combined use is to be that of ADS Arc 36 LP chambers configured in a "trench" configuration. The field has been designed subsequent to onsite percolation testing and excavation of an eleven foot deep profile hole. No groundwater (or evidence there of) was found within the profile hole and no bedrock was encountered. The percolation tests were performed at the depth of the proposed infiltrative surface (ie., bottom of chambers) and an average percolation rate of 15 minutes per inch was measured. Two trenches are proposed using the Arc36 LP chambers with 5 chambers per trench. The trenches have been sized to take advantage of the area reduction of 40%. Note, however, that no reduction has been given for the "dosed" delivery of the effluent to the trenches. Typically, the peak design flow can be reduced by an additional 25% with the effluent delivery to the chambers being that of a dose at 4 times per day in lieu of a constant "trickle". Periodically, the septic tanks will be "pumped" out with the sludge being hauled to a local treatment facility (ie., Silt, CacaLoco Compost, etc..). The recommended frequency for pumping is once every two years. However, monitoring the sludge depth will be required on a yearly basis to establish the appropriate time for pumping. Please note that we have attached a piece of information that represents the "sound survey" taken of the existing plant located along CR 311 just south of Silt. You will note that the sound survey was performed on the existing plant as it will be the equipment that will be moved to the Bedrock Resources property. The sound surveys performed represented the measured sound levels of the various pieces of equipment from specific distances noted. The sound survey was first performed on November 3, 2011 for distances within 250 feet of the plant and then subsequently, readings of 850 feet away were taken. Per state standards, CRS 25-12-103, the maximum permissible level of noise to protect for residential use is 55 db from 7:00 am to 7:00 pm. This is as measured 25 feet from the property line. Note that at 850 feet away (which is the distance from the plant to the property line adjacent to the closest residence) from the plant with an unobstructed view, the noise level is at 52 db(A) in the worst case. As you can see on the site plan for Bedrock Resources, there will also be "product/resource" piles that will help to obstruct the noise of the plant to the adjacent uses. Water will be needed as follows: 1. Potable water to the office and shop 2. Non -potable water to use for fire suppression and dust suppression 3. Potable or non -potable water for landscape irrigation Proposed Water System Attached are calculations which summarize the demands for the three uses above. It is intended to supply water to the project using a well that is yet to be permitted and drilled. Upon securing the entitlement to the proposed land use, the applicant, Bedrock Resources, LLC will endeavor to drill the well and develop the water system in accordance to one of the following described manners. 1. Drill and develop on-site well alternative for potable use This particular alternative will drill a well in the general vicinity described on Sheet 10 of the drawing set. If successful, the well will be permitted and backed by a West Divide Contract for annual purchase and diversion of Area A water on the Colorado River. From the well, a pump will be sized (based upon depth and volume) that will pump flow to a 1500 gallon potable storage tank located near the shop on the upper mesa. From this location, water service will then be pumped to a restroom facility in the shop (for the mechanic). Also, a line will be ran from the tank down to the office building for service there. Finally, a potable line will also be ran to the asphalt batch plant for miscellaneous needs such as wash down, dust control, etc.... The maximum hourly demand for the intended uses for the potable system are 5 gallons per minute while the water storage requirement is 360 gallons. 2. Haul potable water to site If alternative 1 does not develop, then the water hauling alternative, here in will be executed. The same infrastructure discussed above will be developed minus the well, well pump and 1" line to the storage tank. Otherwise, a "fill" station will be provided such that water can be hauled to the shop area and will fill the potable water tank from a contract hauler. Note that in both alternatives above, it will be intended to provide drip irrigation to the shrubs and trees from the potable water system for landscaping irrigation needs here. The water to be used for the fire suppression system is to be supplied either from the well or will be hauled in. It is anticipated that the pond will be filled with transports from the current ponds at the existing Frontier Paving site (backed with a West Divide Contract). Subsequently, the water may be supplemented with well water or less frequent hauling of non -potable water (i.e, once every 3 weeks to a month by transport). On the Adjacent Well Location Map, we have identified a table of information and locations of wells that reflect all of the known "water producing" wells in Section 18, T6S, R92W. The information provided reflects flow rate, depth of well and static depth of water in the well. You will note that the wells most closely associated with the proposed Bedrock Resources well is that of the two Eagle Springs wells. Both wells produce 14 gallons per minute. On the west side of Mamm Creek, there are a couple of single family wells that will produce 1 gallon per minute in one case while the other produces 4 gallons per minute. In all cases, the amount of water produced will be sufficient to meet the domestic needs of the development of the Bedrock Resources property. We anticipated that the domestic needs for the property would require 180 gallons per day on average. Even a well of 1 gallon per minute production will produce 1,440 gallons per day. Given our findings, once a well is developed for this site, the annual supply of 0.35 acre-feet per year (domestic demand, pond evaporation and "one time" fill of the fire storage pond) will be amply supplied by the well. Likewise, this well will be backed by a West Divide Contract to provide a "legal" supply. hope this letter helps clarify the potential for well development on the site. If any mitigative actions are required to safely incorporate this traffic into the routes, identify those for inclusion into the improvements proposed. This is using 15 ton tandems and 25 ton belly dump trucks. Percentage of material hauled by each type of truck is equal (ie., belly dumps 50,000 tons per year and tandems 50,000 tons per year). Therefore, there will be the following: 12 trucks per day of tandems and 7 trucks per day of belly dumps on average calculated using the following parameters: 12 months per year, with 5 days per week during the November to April time frame and 6 days per week during the April to November time frame. 5 days per week x 5 months x 4 weeks per month = 100 days. 6 days per week x 7 months and 4 weeks per month = 168 days. 100,000 tons per year / (100+168 days per year) = 373 tons per day 187 tons per day of tandems = 187/15 = 12 trucks per day * 2 = 24 tpd 187 tons per day of belly dumps = 187/25 = 7 trucks per day * 3 = 21 tpd (Note the factor of 2 applied to tandems and the factor of 3 to belly dumps is per Section 2.3(4)(e) of the CDOT Access Code) Total traffic on CR 315 (on an average day) is 40 +24 + 21 = 85 trips (total) This compares to 2420 trips per day at the 1-70 interchange or 3.51 % of the traffic at the interchange and 1920 trips per day at the CR 346/315 intersection or 4.43% of the traffic. Since the % increase to the interchange is less than 20%, no CDOT Access permit is required of the project. DHV for the traffic from the site, using 60% distribution to the intersection(s) is 5 trips per hour during the peak hour. Sight Distance for the Driveway On CR 315, the posted speed is 35 mph. However, the design speed is 45 mph. Using the 45 mph and the 2.4% downward grade of Mamm Creek road, the stopping sight distance calculated is as follows: Detection, recognition, decision distance = 1.47 (t) (V) where; t = 2.5 seconds and V = 45 mph Dd= 1.47x2.5x45= 165.4 feet Braking distance = V2/ (30(f+g)) where; V=45 mph, f = 0.3 and g=-0.024) Db= 245 feet Total stopping sight distance = 245 feet + 165.4 feet = 410.4 feet (Note that the above calculation is for the worst case scenario for northbound traffic coming down Mamm Creek road.) Sight Distance to Nora from Driveway = 622'1 Bedrock Resources, LLC Driveway Location Sight Distance to South from Driveway = 1207' +/- /- Note that per Table 4-2 of the State Access Code, the Entering sight distance for Multi -unit trucks is 595 feet for 35 mph, 2 lane roadways. Note that no adjustment to the distance is necessary as Mamm Creek Road is under 3% through this section. Reviewing 3.13 Category F -R of the Access code (and even 3.12 Category C of the Access code), no turn or deceleration lanes are required per the criteria listed in item (4) through (6) of each section. and would be in compliance with Code design standards. Additional access will be granted if the size or trip generation potential of the parcel of land requires additional access to maintain good design. Auxiliary Lane Requirements (4) Auxiliary turn lanes shall be installed on category F -R roadways according to the criteria below: (a) A left turn lane with storage length plus taper length is required for any access with a projected peak hour left ingress turning volume greater than 25 vph. If the posted speed is greater than 40 mph, a deceleration lane and taper is required for any access with a projected peak hour left ingress turning volume greater than 10 vph. The taper length will be included within the deceleration length. (b) A right turn lane with storage length plus taper length is required for any access with a projected peak hour right ingress turning volume greater than 50 vph. If the posted speed is greater than 40 mph, a right turn deceleration lane with taper is required for any access with a projected peak hour right ingress turning volume greater than 25 vph. The taper length will be included within the deceleration length. (c) A right turn acceleration lane with taper is required for any access with a projected peak hour right turning volume greater than 50 vph when the posted speed on the highway is greater than 40 mph and the highway has only one lane for through traffic in the direction of the right turn. A right turn acceleration lane is not required on multi -lane highways of this category. The taper length will be included within the required acceleration length. (d) A left turn acceleration lane with transition taper may be required if it would be a benefit to the safety and operation of the roadway or as determined by subsection 3.5. A left turn acceleration lane is generally not required where: the posted speed is less than 45 mph, or the intersection is signalized, or the acceleration lane would interfere with the left turn ingress movements to any other access. (5) Where the end of the frontage road will proceed directly into the property or public way, auxiliary lanes may not be necessary. If the frontage road proceeds into private property, the applicant may be required to provide a cul-de-sac or similar design function that will provide for the safe and convenient u -turns of vehicles within public right-of-way. (6) Minimum spacing between traffic signals shall be that which is necessary for the safe operation, capacity, and proper design of the signal and adjacent accesses. Preference in traffic signal location, timing and operation shall be given to highways and cross streets of a higher access category or function. No traffic signal shall be authorized without the completion of an analysis of traffic signal system operation, design, and safety as well as meeting M.U.T.C.D. signal warrants.
