During the initial research, OXY USA WTP LP was the only mineral owner identified. Using documentation (private, non -recorded documents dated 2006) provided by the Applicant, additional mineral owners were identified after the application was submitted. Mineral owners identified on private documents were researched using the Garfield County Clerk and Recorder's database to obtain current mineral owners and mailing information. The revised Mineral Ownership list is attached. 2) The Adjacent Parcel Owner List, located in the Impact Analysis tab, was revised to reflect changes to addresses and ownership. Established locations for portable toilets are Cascade Creek Field entrance (guard shack), Water Treatment Facility, and the 604-1 Site (Section 4, Township 6 South, Range 97 West, 6th P.M.). Additional portable toilets are often available at various locations on the parcel. Portable toilets are located on well pad sites during drilling and completions activities. The 604-1 portable toilet is located on the Mesa and within a mile of the proposed 604-12-13 Storage site and within 10 minutes of the proposed 697-16-16 Storage Site. Waste water provisions are located at various sites along the private roads used to access the subject sites. The Wastewater Management and Supply Plan has been revised to reflect the additional information stated above. 4) The proposed storages sites will meet the Light Industrial noise standards. Compliance points for noise are measured at 350 feet or the property line, whichever is greater. The proposed sites are both located more than 350 feet from the property line. The 697-16-16 storage site is approximately 14,763 feet from the nearest adjacent property line. The 604-12-13 storage site is approximately 723 feet from the nearest adjacent property line. The proposed sites meet the Light Industrial Noise Standards based on natural topography, vegetation, and distance to adjacent parcels. 5) The 697-16-16 pad has 10 producing wells on it, and the 6 unused permits were canceled with the COGCC in 2009. No revegetation or reclamation work has been started on the pad due to the fact that it is being converted to a storage site. The site is currently covered by an existing reclamation bond. The 604-12-13 Annex pad never had any wells drilled on it, and the 15 unused permits were canceled with the COGCC in 2013. A sundry form was submitted to the COGCC on February 18, 2015 for both locations to convert from a well pad to a storage site. COGCC requires a Garfield County Land Use Permit to be obtained prior to approval of the sundry form. 6) Minor grading activities will be conducted to construct a graded less than 12% at the entrance of the 604-12-13 Access Road. Reducing the grade from 13.9% to 12% will allow the subject access road to remain within 7-107 Access and Roadway Design Standards. Wastewater Management and System Plan The Wastewater Management and System Plan, Section 4-203(N) of the Garfield County Land Use and Development Code is not applicable to the proposed site. The subject use is not served by an existing public collection system or treatment facility nor is an on-site wastewater treatment systems proposed. During operations, personnel will not be required to be manned at the site. Personnel will access the site during loading and unloading activities.
